Questions on the Order Paper December 13th, 2024

Mr. Speaker, with regard to part (a), the CBSA is currently reviewing all invoices submitted by GC Strategies, Coradix Technology Consulting and Dalian Enterprises Inc. to determine whether any overpayments were issued, and sharing all relevant information with Public Services and Procurement Canada, PSPC, for its own reviews. If inappropriate payments to these three companies are found as a result of the review, the CBSA will use any mechanisms available to recoup the funds, including through litigation or criminal prosecution, if necessary. In addition, any potential wrong doing from public servants will be referred for further investigation.

With regard to part (b), as the review is currently under way, the CBSA has not yet recouped inappropriate payments in relation to the development or implementation of ArriveCAN.

Mr. Speaker, this is a minister who stood up to Putin, who renegotiated trade deals with the U.S. and who worked to help Canadians get through a global health pandemic. She does not get bullied, but it seems that perhaps the Conservative caucus is projecting the fact that if they do not read the Conservative leader's lines, if they do not rhyme enough, they do not get question time. While we are working and are focused on providing tax relief to Canadians, Conservatives are making sure they rack up those gold stars.

Mr. Speaker, once again the Conservatives dive into insults because they actually have no plan for the economy. I think they just cannot stand the fact that we have a finance minister who was able to renegotiate NAFTA with the previous Trump administration, we were able to see supports being delivered to businesses and Canadians through the worst global pandemic, we continue to see interest rates drop, and tomorrow we will see a tax break for all Canadians.

While the Conservatives want to know about a free vote, I am wondering whether they will have a free question.

Mr. Speaker, it is pretty clear that when the Conservatives have no real argument or debate, they just insult people.

On this side of the House, our finance minister has a record of helping people in some of the hardest times this country has ever faced: a global pandemic, global inflation. We saw another interest rate cut just this week, and tomorrow we will see more tax breaks for Canadians, something Conservatives promised they would do, but were not able to.

So, what is it? Is it the fact that it is our plan that we are actually implementing, or that they cannot stand a woman doing it?

Mr. Speaker, while that member practises on things that rhyme with F-words, our minister actually renegotiated NAFTA with Trump. Our minister introduced supports during a global pandemic to keep businesses and people going. Our minister, tomorrow, will see GST tax breaks for Canadians.

So, while Conservatives practise their rhymes, we are delivering real supports for Canadians.

Public Services and Procurement December 12th, 2024

Mr. Speaker, I appreciate the question because it is an important reminder that the CARM system is replacing a 36-year-old system that put at risk the assessment of $40 billion worth of duties and taxes annually.

We have to make investments to ensure that the border system, the processing of these taxes and duties, is being done efficiently and effectively for today's businesses. We have ensured that any IT issues that need to be worked out are not impacting borders or causing any delays at those borders.

Mr. Speaker, as it has been clarified in the House, the CARM system was to replace a 36-year-old system that was at risk of failure. This process was actually developed in 2010 under the previous government. It was to address concerns raised by the Auditor General of Canada that we risked 20% of our goods at the border being misclassified. We are going to ensure that the new system is working and that there are not delays at the border.

Mr. Speaker, I think what we are seeing here today is Conservatives trying to make feminism great again, but what they actually do is not elect women to their party. The leader actually uses misogynistic hashtags that promote violence against women. They do not support reproductive health care for women. They want to ban abortion health care for women.

When it comes to feminism, it is pretty clear that Conservatives are struggling, and this seems like a fight they do not want to take with us.

Questions on the Order Paper December 11th, 2024

Mr. Speaker, with regard to part (a), the steel-clad structure was constructed in 1958. Minor additions were added to the building in 1973 and 1975. A major addition and alteration work was completed in 1987 which included the basement, refrigeration facilities, loading facilities and exterior cladding. The building was previously leased and operated as an abattoir but is currently vacant.

With regard to part (b), it was previously leased and operated as an abattoir. The building has the potential to accommodate commercial activities that benefit not only the offenders in CSC’s custody, but also the community as a whole.

With regard to parts (c) to (e), the number of offenders required for employment would vary depending on the type of operation. The hourly rate paid by the lessee to CSC per offender hour worked and the hourly rate received by the offender per hour worked would be according to CSC inmate pay levels or work release minimum wage.

With regard to part (f), the types of vocational training and industry-approved certification for offenders that the lessee would be required to provide would be dependent on the type of operation.

With regard to parts (g) to (i), the calculated or estimated costs would be dependent on the type of operation and would be the responsibility of the lessee.

With regard to part (j), specific cost-recovery measures would be included in the lease and would be dependent on the type of operation to ensure that any commercial activities undertaken on this property will remain cost-neutral to taxpayers.

With regard to parts (k) to (m), the calculated or estimated costs would be dependent on the type of operation and would be the responsibility of the lessee.

With regard to part (n), this would be dependent on the type of operation. The lessee would be responsible for ensuring that all federal, provincial and municipal regulations governing the nature of their business are adhered to.

With regard to parts (o) to (q), CSC does not have estimations for the current market value of these buildings. The market values are only determined during the disposal process, lease or sale, and there are no disposals currently planned for these buildings.

With regard to part (r), since 2022, the work completed at the steel-clad structure includes the repair of the roof penetrations, power washing and disinfection of the building, replacement of the overhead doors, repairs of the stairwell retaining wall, LED light upgrades of outside wall packs, emergency light and exit signs upgrades, replacement of the interior steel door, replacement of the door and lock hardware, an accessibility study, replacement of the building heaters, replacement of the plumbing fixtures. No work has been completed since 2022 on the beef stock barn and paddock, and cattle chute.

With regard to part (s), since 2022, $153,216.79 has been spent on maintenance, repairs and improvements to the steel-clad structure, beef stock barn, paddock and cattle chute.

With regard to part (t), since 2022, $4,809.30 has been spent on utilities and $898.08 for drafting, translating, and publishing the expression of interest for the steel-clad structure, beef stock barn, paddock and cattle chute.

With regard to part (u), the disposal costs for sales vary widely depending on factors like building type, condition, legal fees, and compliance requirements, typically ranging from $75,000 and $250,000 per transaction, making each case unique in its final cost assessment.

Madam Speaker, we just heard that ridiculous ideology from the Conservative members. It was Stephen Harper's own former adviser on criminal justice who condemned the Conservative policy. He said, “No amount of scientific evidence studies from criminologists, from medical experts, can displace that ideology because it…is not based on facts.”

While Conservatives continue to use no facts and only ideology, can the member opposite please speak to why we know supports for rehabilitation are the only thing that works in this country to truly deal with addictions and saving lives?
