Mr. Speaker, yesterday, the Liberals brought to Parliament Hill an American couple who wanted to complain about Canadian tax policies. That is what they want to defend.
More than half the energy trusts were owned by Americans. Do members know what they were paying? They were only paying a 15%--

Mr. Speaker, may I advise the House that I intend to present the fall economic statement tomorrow at 4:00 p.m. It is my intention to make the statement in this House, but that would require unanimous consent. Two of the parties have consented, I understand, and one, the NDP, has not consented.
I would ask the NDP to reconsider so that the fall economic statement may be presented here to the elected representatives of the people of Canada rather than in another place.

Mr. Speaker, as was said in the Speech from the Throne, our government believes that the constitutional jurisdiction of each order of government should be respected.
There will be a panel reporting to the ministers of finance with respect to a draft, a model bill, that we could use as a basis for discussion, not for a federal regulator but for a common regulator shared among the jurisdictions in Canada.

Mr. Speaker, the Speech from the Throne said that our government believes that the constitutional jurisdiction of every level of government must be respected. As such, a committee will be struck to draft a model bill that we will discuss with our provincial colleagues.

In fact, Mr. Speaker, the unemployment rate is as low as it has been in 33 years. Job creation in the province of Quebec has been among the strongest within Canada. The Canadian economy is strong. We are paying down debt. The government is in surplus. The workforce is strong. More Canadians are working than ever before in the history of the country. There are many strengths in the Canadian economy.
What Canada can use is lower taxes overall, long term broad based tax cuts, which we are looking forward to doing.

Mr. Speaker, with respect to the manufacturing sector, including forestry, as the member opposite knows, we have brought in a very generous accelerated capital cost allowance provision, which permits writing off a new equipment and technology over the course of two years, a 100% write-off over two years, as recommended by the Commons committee unanimously.
The other point is, with the higher Canadian currency we are seeing significant increases in the amount of machinery and equipment being purchased because it is more available and more affordable to Canadian manufacturers.
