Mr. Speaker, the principles upon which predictable, long term funding will be based to resolve the fiscal imbalance and create fiscal balance will be in the budget.

Mr. Speaker, as I am sure the member opposite is aware, I will not talk about what might or might not be in the budget.

We have had extensive consultations over the course of the past more than one year now with respect to that issue and other issues. We have reviewed all the studies. Certainly the finance ministers and the first ministers have had discussions. My colleague across the floor will have to wait until the budget, which will be March 19.

Tax Transfers February 20th, 2007

Mr. Speaker, unlike the previous government, which is the Liberal opposition here, this government acknowledges that there is a fiscal imbalance between governments in Canada, between the federal level and the provincial-territorial level, and that we need to move to fiscal balance, which we will in budget 2007.

Mr. Speaker, the member opposite knows we have had lengthy consultations for more than a year now with the other governments in Canada with respect to issues dealing with equalization and also dealing with the important transfers, post-secondary education and infrastructure transfers. We look forward to the budget, to come soon, to be able to be specific in that regard.

Mr. Speaker, not only did I have a lively conversation on the subject of the banks, but also I am meeting with them in about two weeks to discuss this subject, among others.

Mr. Speaker, I did write to the banks, as I indicated in the House that I would. I have had fairly lively conversations about the subject with the banks.

I have made clear to them that we believe in choice and competition, and certainly the credit union networks in Canada do provide that choice and competition with respect to this particular issue of non-customer use of ATM machines in Canada.

The Economy February 15th, 2007

Mr. Speaker, in October we unveiled our economic plan for Canada called Advantage Canada, including the knowledge advantage that we intend to create for the people of Canada. It was well received.

Claire Morris from the Association of Universities and Colleges of Canada said this:

The federal government clearly recognizes that a highly educated workforce and investments in research and innovation are fundamental to economic growth.

Our Advantage Canada plan is fundamental to knowledge generation and economic growth in Canada. It has been well received by the education establishment in this country.

Canadian Forces February 13th, 2007

Mr. Speaker, as members know, this issue was raised in the House yesterday. I said that I had written to the financial institutions and I would report back to the House as soon as I heard from them.

I have heard from the financial institutions. I am pleased to advise the House that the Canadian Bankers Association has confirmed that in most instances the policies, which are underwritten by insurance companies, do not include any war related exclusions and where such exclusions exist, the banks are waiving the exclusions for soldiers serving in Afghanistan.

I have received similar confirmation from Manulife that it will not rely on such clauses to deny otherwise valid claims.
