Justice June 19th, 2017
Mr. Speaker, I am incredibly proud of the work our government is doing.
In Canada we embrace diversity and inclusion. We have to ensure that everybody has the freedom to be who they are. That is why I am incredibly proud that the Senate passed Bill C-16 last week. I look forward to it receiving royal assent and adding to the Canadian Human Rights Code a prohibition against gender identity and gender expression.
We are doing more. We are looking at historic records and the expungement of them for unjust laws. In this month of pride, I want to celebrate and applaud the—

Mr. Speaker, as I was saying, I am incredibly proud of the 77 substantive, meritorious Superior Court justices who I have been able to appoint thus far. More appointments are going to be coming.
The appointees represent the diversity that is our great country. I am going to continue to make these appointments. Likewise, I am going to continue to substantively work with my counterparts in the provinces and territories to address the call of the Supreme Court of Canada to ensure that there is a culture change among all actors in the criminal justice system. Mr. Speaker, I take my responsibility to appoint superior court justices in the country incredibly seriously. I am very pleased to have introduced a new appointments process that is open and transparent. I am very happy to have appointed 77 justices across the country to the superior courts. I will continue to appoint justices to the superior courts to fill the vacancies.
We will continue to work collaboratively with the provinces and territories to ensure we have substantive solutions to address the realities of the delays that exist in the criminal justice system across the country.
Questions on the Order Paper June 14th, 2017
Mr. Speaker, Bill C-38, An Act to amend an Act to amend the Criminal Code (exploitation and trafficking in persons) was introduced on February 9, 2017.
Human trafficking is a very serious criminal offence, and the government is committed to strengthening its efforts to combat it and better protect its victims.
The legislation proposes to give law enforcement and prosecutors new tools to investigate and prosecute certain human trafficking offences that can be particularly difficult to prove. Human trafficking is a hidden crime, which makes it very difficult to detect, investigate and prosecute.
In drafting Bill C-38, the Minister of Justice benefited from the parliamentary record developed from former private member’s Bill C-452, which went through the entire parliamentary process. Bill C-38 would bring into force former Bill C-452, with amendments to ensure consistency with the Charter of Rights and Freedoms.

Cannabis Act June 6th, 2017
Mr. Speaker, I appreciate the concern from the hon. member across the way.
We are moving forward with a public policy approach with respect to the legalization of cannabis, strict regulation, and restricting access. We received recommendations from eminently qualified Canadians in a task force, by way of 80 recommendations. We are going to ensure that we continue to work as a federal government with the ministers of health and public safety, and me, and with the provinces and territories to ensure we put a strict regime around the sale of cannabis to ensure it is from safe, licensed producers, and to ensure that we empower and embrace the provinces and territories to regulate even further, if that is what they choose.
Cannabis Act June 6th, 2017
Mr. Speaker, we want to put in place a comprehensive regime, a legal source of cannabis, so we can be assured and ensure that the source of cannabis is safe. We took recommendations from the task force around possible home grow, if somebody chooses to do that, with the limits of four plants a metre high. What we will continue to do is ensure that we work with the provinces and territories and local municipalities to put in place, or to assist them if they choose to put in place, whatever regulations they want around home grow. It may result in fewer plants than that, and what zonings they want. This is something on which we are going to continue to work with all of the provinces and territories.
This is not a joke. This is serious, and we are committed to ensuring that we proceed in a substantive manner and hear from all voices and ensure that we support all jurisdictions in moving forward in this regard.
