Mr. Speaker, again I am happy to stand up and say our government is committed to upholding constitutional values and to ensuring and upholding co-operative federalism.

Mr. Speaker, our government is committed to upholding our constitutional values and to upholding co-operative federalism.
Under the previous government, Canada was added by Mr. Henderson as a third party to proceedings. As such, we are obligated to appear and participate in proceedings. Our government believes that Bill 99 is constitutional insofar as it is interpreted in a way that is consistent with the Canadian Constitution and within the jurisdiction of the legislature of Quebec.
It would be inappropriate for me to comment further, as this matter is before the courts.

Mr. Speaker, again, I am pleased to stand to speak to the substantive appointments we have made in judicial appointments to superior courts across the country.
We are continuing to ensure we make quality appointments that reflect the diversity in our country. That is why we instituted a new judicial appointments process. That is why we have reconstituted the judicial advisory committees to ensure we have substantive, quality, credible candidates who I can put forward, again reflecting the diversity of the country and the makeup of our great nation.

Mr. Speaker, I am pleased to stand to speak to the substantive and quality judicial appointments we have made, and to speak to the substantive and quality judicial appointments we will continue to make.
I am pleased that we have introduced a new judicial appointment process, and instituted a new composition for judicial advisory councils that will provide us recommendations and highly recommended candidates to fill the seats on the superior courts across the country.
We are taking the necessary time to ensure that the judges who are appointed to the superior courts reflect the diversity of the country and are of the utmost merit and ability.

Mr. Speaker, I can confirm today that I received a report from the Canadian Judicial Council, which found Justice Robin Camp acted in a manner that seriously undermined public confidence in the judiciary. The council recommended the removal of Justice Camp from the Federal Court.
I have read both reports and have satisfied myself that Justice Camp was afforded due process. We have considered all the factual and legal findings and are prepared to move on this. I understand there might be some news in this regard with respect to Justice Camp, but our government is committed to moving forward with the removal of Justice Camp.

Mr. Speaker, I rise on a point of order. I believe if you seek it, you would find unanimous consent for the following motion. I move that the House agree with the Canadian Judicial Council's recommendation to remove Justice Robin Camp from the Federal Court of Canada and support the government's intent to implement this recommendation.

Mr. Speaker, I rise on a point of order. I would like to table, in both official languages, a charter statement with respect to Bill C-39, an act to amend the Criminal Code (unconstitutional provisions) and to make consequential amendments to other acts.

Mr. Speaker, first of all, as the member opposite said, I had the great pleasure of sitting down with Mrs. Wynn. I want to reiterate in this House an acknowledgement and great empathy for the loss that she has suffered. We spoke about what I am committed to doing in terms of modernizing the criminal justice system, improving the efficiency and effectiveness, and ensuring that we look at bail reform. This is why I am working with my counterparts in the provinces and territories. It is why we have empowered the Steering Committee on Justice Efficiencies and Access to the Justice System to look at specific aspects of bail reform. We are going to continue to move forward collaboratively.

Mr. Speaker, I take incredibly seriously the opportunity that I have to appoint superior court justices across the country. I am proud of the appointments I have made thus far, and I am very proud of the renewed judicial appointments process, including the judicial advisory council that will provide recommended and highly recommended candidates to sit on our superior courts.
We are doing this to ensure diversity in terms of the judges who sit on the superior courts, who represent the face of Canada. We will be making judicial appointments on an ongoing basis in the near future.

Mr. Speaker, I would like to acknowledge my hon. colleague across the way in his new role as critic. I look forward to working with him on these important matters as we seek to maintain the confidence the Canadian public has in the justice system.
I am committed to continuing to add to the number of judges I have appointed to our superior courts through a new process of appointments, with newly constituted judicial advisory committees that reflect the diversity of the country. I will be, in the near future, continuing to appoint superior court judges in jurisdictions across the country.
