Mr. Speaker, the second petition, also from my riding of Richmond, has been signed by 92 residents. It asks Parliament to protect our children by taking all the necessary steps to ensure that all materials which promote or glorify pedophilia or sado-masochistic actions involving children be outlawed.

Mr. Speaker, I have three petitions. The first petitions contains the signatures of 29 citizens of Richmond who are asking Parliament to pass legislation to recognize the institution of marriage in federal law as being a union of one man and one woman to the exclusion of all others.
Taxpayers' Bill of Rights December 10th, 2002
moved for leave to introduce Bill C-332, an act to confirm the rights of taxpayers and establish the Office for Taxpayer Protection.
Mr. Speaker, I am pleased to rise today in the House to introduce my private member's bill, an act to confirm the rights of taxpayers and establish the office for taxpayer protection.
The purpose of the bill is to confirm the rights of taxpayers and provide a fairer balance in dealings between taxpayers and the Canada Customs and Revenue Agency. It would establish the office of taxpayer protection, headed by an officer of Parliament to be known as the chief advocate. The role of the office would be to assist taxpayers in the assertion of their rights as enumerated in this act.
The Income Tax Act would therefore be amended to provide for greater certainty that where a taxpayer has cooperated with the minister and provided reasonable explanations, the burden of proof would be on the minister to show that taxes ought to be paid.

Could the minister please tell us about his department's contingency plans and also his plans for purchasing a replacement hovercraft?

Jimmy Ng October 3rd, 2002
Mr. Speaker, it is with sadness that I rise in the House today to express my condolences to the family of Constable Jimmy Ng.
Constable Ng was killed on Sunday, September 15 when a speeding vehicle broadsided his police cruiser. Jimmy was just 32 years old and a six year veteran of the RCMP. He was a promising, dedicated and valued police officer committed to helping others.
On September 21 some 1,200 uniformed personnel travelled to Richmond, British Columbia from across Canada and the United States to pay tribute to Jimmy's memory. Their message to their fallen comrade is one I reiterate in the House today. We must all work together to stop road racing.
On Saturday, October 12 the community of Richmond is organizing a symposium to discuss ways to combat road racing. In the meantime our thoughts and prayers are with Jimmy's family, the Richmond RCMP detachment and with all those who serve our country.
Citizenship and Immigration June 19th, 2002
Mr. Speaker, my question is for the Minister of Citizenship and Immigration.
Ji-Won Park, the 22 year old Korean exchange student who was brutally attacked while jogging in Vancouver's Stanley Park last month, remains in a coma with a massive brain injury. Ms. Park's visitor's visa will expire next week on June 27.
Could the minister tell the House what can be done to ensure that Ms. Park's immediate health care needs are not compromised by her immigration status?

Mr. Speaker, it is an honour for me to rise to present a petition similar to the petition put forth by my colleague from Prince George--Peace River.
The petition has been signed by hundreds of citizens in Richmond and in the greater Vancouver area dealing with the problem of child pornography.
The petitioners note that the creation and use of child pornography is condemned by a clear majority of Canadians and some clear steps should be taken, including the outlawing of sado-masochistic and pedophilia material, and that parliament act quickly to make clear that such exploitation of children will always be met with swift punishment.

Mr. Speaker, Dr. Hui Chi Ming is currently visiting Ottawa to discuss his plans to assist in developing the Chinese wood construction market via a pilot project.
Dr. Hui recognizes China's fast growing economy and enormous potential for wood frame development and is looking to Canada for technical guidance, lumber and practical know how. The pilot project will draw on Canadian talent and products in all stages of development and will promote more extensive use of Canadian softwood lumber as the Chinese market becomes more accessible and the quality and availability of Canadian products is fully realized.
Dr. Hui is one of China's most prominent and successful businessmen and philanthropists. He is a recipient of the United Nation's humanity and peace promotion award and is one of China's top ten poverty aid contributors. He is chairman of the Hong Kong Association of International Investment.
This important cultural and economic development initiative is most welcome in Canada, as is Dr. Hui himself.
