Mr. Speaker, unlike the member opposite, we are going to try to base our policy on good, sound judgment and analysis rather than empty and cheap rhetoric.

What the member will recognize is that of course we have a concern about people who leave their place of birth, but it will not be because of what he suggests. It will be because we are in fact creating work employment. That is the best guarantee of stability and sustainability in every community. He will recognize that 38,000--

Mr. Speaker, I think he has his facts wrong. The number of Canadians who can actually qualify for employment insurance exceeds 88%.

The Leader of the Opposition will also recall that as we prepare for a point where we will make adjustments to premium rates, we have dropped those over the course of the last 10 years at the same time as the unemployment rate has been dropping. I am sure he would want to join the rest of us in celebrating the fact that Canada's unemployment rate is among the lowest in the western world.

Mr. Speaker, injustice exists when there are no jobs. This year alone, in Quebec, we have already created 38,000 new jobs. The unemployment rate has also gone down in the province. The Prime Minister is still on track with a solution that involves both job creation and benefits.

Mr. Speaker, I can repeat what I said before. Obviously, the members of the Bloc are having difficulty hearing. I will add that, in negotiations, results are expected after everything has been discussed with all involved.

It should also be pointed out that Quebec's economy has progressed considerably. Perhaps my hon. colleagues do not want to hear this, but unemployment has dropped sharply. The unemployment rate currently stands at 8.3%.

Mr. Speaker, I will answer as I did yesterday. Negotiations are continuing. The minister is pleased with the progress. My officials and those from Quebec are still there to deal with the obstacles. We are working on achieving a satisfactory solution.

Mr. Speaker, perhaps the hon. member should talk to my provincial counterpart. In fact, he and I and our officials are continuing to negotiate, as we must, to arrive at a satisfactory solution. I met with him barely five hours ago. We are continuing to do what we must in order to arrive at a comprehensive solution.

Mr. Speaker, obviously, the member opposite believes everything he reads in the papers. I have already said that there were two issues. The legal issue is one thing; negotiations with the province are another. I am still working on the second. Negotiations are continuing with the province to reach a satisfactory conclusion.

Mr. Speaker, perhaps the hon. member opposite did not hear the answer. I said that we were continuing with the negotiations, because we said we would continue. Moreover, I met this morning with the minister responsible in Quebec. Officials from my department are continuing to meet with officials from Quebec. There is no problem.
