Mr. Speaker, I would like to state very clearly that the Liberal Party of Canada had a real choice, a choice that it can still make today. The Liberal Party can ask the Liberal Senate to pass the accountability bill. If the Liberal member and her party were really concerned about this, we could implement this legislation retroactive to last April 11.

Mr. Speaker, I would say to the hon. member opposite that it is time for him to walk the walk.

Will the Liberal Party call upon the Liberal Senate to end the 140 day delay that we have seen in the other place? Will he get that bill back here today and allow us to put the teeth back into it? Will the Liberal Party say, once for all, that it will agree to make these changes retroactive to April 11 and the 139 people who gave $5,000 will need to give it back too?

Mr. Speaker, our party is doing its very best to voluntarily comply with the new legislation that we put forward, even though it has not passed.

The good news is that we can bring certainty to this situation. We can pass the federal accountability act right here, right now, in this building today and we could even make it retroactive to April 11. Would the Liberal Party agree to that?

Federal Accountability Act November 6th, 2006

Mr. Speaker, the cloud of the sponsorship scandal is still hanging over the Liberal Party. Not one Liberal leadership candidate has come forward with any ideas, any suggestions or any proposals on how to clean up the ethical mess that is the Liberal Party of Canada.

The reason for that foot dragging is that the Liberals are ashamed that they have no plan to clean up politics and no plan to bring in more accountable government. Liberal members of Parliament and Liberal leadership candidates need to come clean and tell Canadians why they will not pass the federal accountability act.

Mr. Speaker, I want to say to the member from Renfrew County that is the best question I have heard all day.

Like the member from Renfrew County, I am tremendously concerned about the two tier, two class of citizens that is being introduced by the provincial government in the province of Ontario.

Those seniors who served our country in the public service, in the RCMP and in the armed forces are being cut off their medical drug program that they have spent their entire life paying for.

Why do the Ontario Liberals believe in a two tier health care plan for seniors? I am going to work with the Ontario government--

Mr. Speaker, the government consults widely with Canadians, but I want to list, on this first anniversary of the Gomery report, some of the people we do not consult with.

We do not consult with people by the name of Ouellet, of Dingwall, of Corriveau, or of Brault. We do not consult with people named Gagliano. We do not consult with people who put $7,000 of cash in envelopes on restaurant tables.

We hear the quieter voices of hard-working middle class taxpayers, and that is whom we will always listen to.

Mr. Speaker, I am always pleased to get questions from the member for Hotel California. When he is not here in Ottawa, he is consulting with senior Republican officials south of the border.

Since April 11, when we brought in the federal accountability act, the Conservative Party of Canada has been voluntarily complying with that act. It is very different from the Liberal Party of Canada that continues to rake in big corporate cash and big cheques. What the Liberals are doing is trying to delay the federal accountability act from applying to them. That is acting in the political interest and not in the best interest of Canadians.

Mr. Speaker, we are certainly prepared to look at that. I am told, unfortunately, it does not fall within the scope of the federal accountability act. This Liberal scandal was just brought to our attention.

Mr. Speaker, I can certainly tell the member that no current Conservative ministerial staffers can do this, but I cannot tell him that former Liberal staffers are still not entitled to this right.

The reason is that this privileged political access of Liberal elites being able to sneak inside our non-partisan bureaucracy is still on the statute books today. We want to get rid of it. We want to ban that practice in the federal accountability act. While the unelected Liberal Senate dithers, this practice unfortunately still goes on.
