Mr. Speaker, I acknowledge and highlight the excellent performance of our special forces, the JTF2, which have indeed done a superb job in Afghanistan and elsewhere, although I must always be mindful of the security requirements, as indeed I am. However I hope in the not too distant future to share with Canadians the fantastic achievements of this group.

Mr. Speaker, it clearly is wrong to limit lump sum payments for dismemberment to those who hold the rank of colonel or above. There is no doubt about it, that is simply wrong. That is why I am extremely pleased to announce today that very soon such lump sum benefits for dismemberment will be available to all members of the Canadian Forces, irrespective of rank.

On the contrary Mr. Speaker, multilateral institutions such as NATO and the UN are extremely important to Canada. This crisis, this problem with Turkey, runs the risk of undermining NATO, which is a multilateral transatlantic institution of great importance to Canada.

Mr. Speaker, I gather the hon. member is referring to the situation with Turkey, which is causing a crisis at NATO today.

My opinion and the opinion of this government is that it is the fundamental obligation of an alliance to defend its members. That is why it is very important for NATO countries to agree to defend Turkey, which is a member of our alliance.

Mr. Speaker, I would suggest that the hon. member might identify his so-called inside source because I can tell him that his source whoever he or she may be is absolutely wrong.

These forces are there solely and uniquely for Operation Enduring Freedom, which is the war against terrorism in Afghanistan. There is absolutely no commitment to Iraq at this time. Should that ever happen, it will only occur with United Nations support following a deliberate decision by the government.

Mr. Speaker, as the Prime Minister has pointed out, the movement to Qatar is merely a change in location for an operation that was ongoing for some time in Tampa.

As for the ships, they are committed to precisely the same mission as before; that is to say, the war against terrorism in Afghanistan. Their mission has not changed. Their enhanced role signifies Canada's determination to be a major force in the war against terrorism.

Mr. Speaker, the hon. member only captured part of what I said yesterday. I said that as is always the case for the military, we are always considering contingencies of various kinds for the future so that we are ready when the government instructs the military what to do.

We were in Afghanistan last summer. It is conceivable we may be there at some time in the future. We are also discussing with the Americans, as I have said many times, the possibility of our participation in Iraq should the government so decide.

There are many possible contingencies and we are considering many of them at the same time.

However, at the same time, in this case, there were extensive consultations and five out of five employees are extremely satisfied with their current jobs.

Mr. Speaker, as part of a broad plan to improve efficiencies in the Canadian Forces calibration program, two underused laboratories were merged in Gatineau.

The decision to move the laboratory was made based on consultations with representatives from my department and specialists. The answer is that it is more efficient.

I can say that not one of the MD1 employees who worked in Sainte-Foy has ended up unemployed as a result of this merger. Therefore, it has been a great success in terms of both efficiency and—

Mr. Speaker, it is perfectly true that when the 800 soldiers returned from Afghanistan last summer we held open the possibility that they might return there at some point in the future. Our commitment to the war on terrorism has never been in doubt, so the military, as militaries do, is making contingency plans in terms of various possibilities in Afghanistan or elsewhere in the world. That is normal, but no decision has been made.
