The Environment March 28th, 2014

Mr. Speaker, it is true that no government and no minister has done more to destroy her budget, lay off her staff, gut her department's capability, and to deny climate change.

The minister loves to take credit where none is due. The IPCC report is saying that a huge effort is needed, yet the minister buries her head in the sand.

Instead of passive fatalism, will the minister restore her budget, end the war on science, and get back in the game?

The Environment March 28th, 2014

Mr. Speaker, the IPCC released its latest report on climate change today. It shows that mitigation efforts are failing and that adaptation efforts have to begin in earnest. Simultaneously, the Minister of the Environment has cut her budget by 30%, eviscerated climate change programs by 77%, and gutted her department's capacity to do anything.

Will the minister drop her usual nonsensical answers, take the IPCC report seriously, and engage her department in real mitigation and adaptation activities?

Rouge Park March 28th, 2014

Mr. Speaker, this week was the 24th anniversary of the announcement of the Rouge Park by the Government of Ontario. The creation of the park was the result of the tireless efforts by numerous organizations, community groups, and local volunteers united in their desire to protect critical habitat and a priceless heritage for the people of Canada.

These groups included Save the Rouge, the WWF, the COSCA, and the thousands of other people who wrote letters and attended meetings. The Friends of the Rouge have been clear in their desire to see the park at 100 square kilometres, which is the minimum necessary to support a sustainable and healthy ecosystem. Sadly, it seems that the government is considering a much smaller area to designate as the national park, which would put in jeopardy the ecological health of the park and all the hard work of local residents and citizens. Worse, the government has failed to even consult with these citizens.

On behalf of the thousands of Canadians who care about preserving our natural heritage, I urge the government to have meaningful consultations and commit to the creation of a park large enough to sustain a thriving ecosystem. To do any less would be a betrayal of all of those citizens.

The Environment March 26th, 2014

Mr. Speaker, Environment Canada's budget is about to be cut by 30%, from just over $1 billion to just under $700 million. Climate change and clean air programs will be cut by $179 million, from $234 million to $55 million. That is a whopping 77% cut to climate change programs.

Is it any wonder that President Obama is deeply suspicious of the government's efforts to deal with GHG emissions? Will the minister tell us how a 77% cut will help her secure Keystone XL?

The Environment March 5th, 2014

Mr. Speaker, last week, Premier Wall said that we need those GHG regulations to come forward. Former environment minister Prentice said that “As conservatives we must believe in and establish and enforce world-class regulatory and monitoring standards.”

Would the minister tell her predecessor and Premier Wall that the Prime Minister has punted the GHG regulations so that there is no agenda, there is no interest, there is no activity, and there is no progress? Or are we going to get the minister's usual singsong answer, where she takes credit where no credit is due?

Mr. Speaker, I am just not feeling the love.

Surely the Conservatives knew before making such rash promises that the issue of income splitting was “complicated”, “very costly”, “highly concentrated” and “targeted tax relief”, and that it would chew up any surplus in a heartbeat.

So are the Conservatives going to show their love for their base, and honour their commitment before the next election doth them part?

Taxation February 14th, 2014

Mr. Speaker, a promise is a promise, except when it is not. Among the many dubious promises made by the Conservatives during the last election was income splitting. Now the promise is “complicated”. Now the promise is that it “needs a long, hard analytical look”, and “I'm not sure that overall it benefits our society”. That was then and now is now.

It is Valentine's Day. Will the Conservatives be faithful to the promises they made to their electorate?

The Budget February 11th, 2014

Mr. Speaker, I too would like to congratulate the finance minister for delivering his eighth deficit budget in a row, something in the order of $160 billion to the national debt and $5,000 for each man, woman, and child.

Could the minister tell us whether the budget will be followed by a budget implementation bill that will be an omnibus bill once again? Could he tell us whether there will be an advertising budget for non-existent programs during the Stanley Cup playoffs and the Olympics? Could he confirm that he will be moving $4 billion to defer military spending in order to balance the budget? Could he tell us whether the $17 billion increase in projected revenues, more than any previous year and more than any subsequent year, is based on what, other than election speculation?

The Budget February 11th, 2014

Mr. Speaker, the Minister of Finance is about to achieve a unique distinction in the modern era of finance ministers. This will be his eighth budget deficit in a row. He will have added $160 billion to Canadian debt woes. He will have added $20,000 worth of debt to every family in Canada.

Just when Canadians find themselves with record household debt, the finance minister comes along and adds $5,000 to the debt of every man, woman, and child in Canada and then has the gall to lecture them on their own personal finances.

It was all so unnecessary. These are all self-inflicted wounds. The Minister of Finance destroyed the revenue base he inherited from the Liberal government and has never been able to balance his budget and match his expenses to his revenues, and again he will not do it today.

Petitions February 5th, 2014

Mr. Speaker, I am presenting a petition on behalf of hundreds of Canadians who are vitally concerned about Rouge national park. They want this irreplaceable 100-square-kilometre land assembly with a healthy and sustainable Rouge park. They want the park to implement the plans and the ecological vision of various plans from 1994 through to 2001, 2005, and 2008. They also want a 600-metre-wide protected woodland as an ecological corridor.

This is an area of vital interest to many constituents in my riding and the surrounding GTA.
