Canada—Newfoundland and Labrador Atlantic Accord Implementation Act October 16th, 2023

Madam Speaker, this is an extremely positive and constructive example of collaborative federalism. This bill was developed in concert with the provinces of Nova Scotia and Newfoundland and Labrador. It is something they will be putting in place in their own legislation as this bill moves through Canada's Parliament. It is extremely important for enabling the economic future of those two provinces. It would create good jobs and economic opportunity.

Again, it astonishes me that members of Parliament from Newfoundland and Labrador and Nova Scotia are opposing what is one of the great economic opportunities going forward. It is truly astonishing. They are standing against the premiers of their respective provinces, including the Conservative Premier of Nova Scotia.

Madam Speaker, the hon. member has a very good question.

I have to say that I was astonished the Conservative opposition would be in opposition to a bill that was developed with the Province of Nova Scotia and the Province of Newfoundland and Labrador.

It is about enabling new economic opportunities and good jobs for the people who live in those provinces. It is part of the ongoing transition with respect to energy around the world. It is an opportunity not just about electricity, but also about hydrogen and helping our friends in Europe. It is astonishing to me that the MPs who come from Nova Scotia and Newfoundland and Labrador, in particular, are opposing this bill.

Madam Speaker, we have debated this bill on a number of occasions at second reading, and we will debate it again this afternoon. It is important that this bill move to committee where it can be thoroughly examined and MPs can hear from experts on this bill. It is extremely important that we move expeditiously to capitalize on the enormous economic opportunities that are associated with offshore wind.

Public Policy Forum released a report yesterday that showed just how important this is for the provinces of Nova Scotia and Newfoundland and Labrador. I would encourage my hon. colleague to perhaps have a conversation with the Conservative premier of Nova Scotia, who has worked collaboratively on this and wants to see it move quickly.

Madam Speaker, we have discussed this bill at length. We want to ensure that the Standing Committee on Natural Resources can have the necessary conversations. It is important to refer this bill to the committee.

Carbon Pricing September 21st, 2023

Mr. Speaker, first of all, I would say that we are very cognizant of the need to address affordability issues. That is why eight out of 10 Canadian families actually get a rebate that is more than they pay. It also is part of a climate plan.

I would say it is appalling in my view that the member opposite and his party have no plan to address the climate issue. Given what we saw in northern B.C. in terms of forest fires this summer, it is a shame they have not addressed the climate issue. It is a shame for our children, our grandchildren and the future of this planet.

Carbon Pricing September 21st, 2023

Mr. Speaker, perhaps the hon. member is not aware that the price on pollution in Quebec comes from the Government of Quebec. In any event, we need a plan to fight climate change. That is hugely important for our children and grandchildren. We also need a plan for affordability and for an economy that will make a major contribution to a low-carbon future. We have all those things.

The Environment September 21st, 2023

Mr. Speaker, first, Canada has developed, and it has been acknowledged by our international partners, one of the most detailed and ambitious climate plans in the world, but we are doing that in a manner that will also promote economic prosperity as we move through the economic transition.

We have brought into place measures relating to the oil and gas sector, including methane reductions and putting a price on carbon pollution. We have indicated we will be moving forward with 75% methane reductions by 2030 and with a cap on oil and gas emissions. We will certainly be moving through that process as we continue the consultations, both with the sector and with other stakeholders.

Housing September 21st, 2023

Mr. Speaker, as I said yesterday, we have eliminated subsidies to the fossil fuel sector. We are working with all sectors of the economy, including the oil sector, to ensure that we create an economy that is clean, but also creates good jobs for Canadians.

Carbon Pricing September 20th, 2023

Mr. Speaker, as I have said in the House a number of times, the price on pollution was put in place in a manner where eight out of 10 families get more money back than they pay in the price on pollution.

I would have to say that the hypocrisy coming from that side of the House is unbelievable. The last Conservative government, within which the Leader of the Opposition was a minister, proposed cap and trade, which is a form of pricing pollution.

In the last election, the Conservative Party and everybody in this chamber ran on putting a price on pollution. Now the Conservative Party campaigns actively against a price on pollution. How can the Canadian public believe anything these people have to say?

Oil and Gas Industry September 20th, 2023

Mr. Speaker, I am sorry, but what my hon. colleague said is untrue.

We established a framework to reduce and eliminate fossil fuel subsidies. Obviously, this is a very important issue. We have to move faster on developing an economy that can prosper in what must be a low-carbon future.
