Statements in the House

The Environment June 8th, 2021

Mr. Speaker, as I said, we put forward an amendment in committee to include Canada's target in the legal text of the bill.

It saddens me that the Bloc Québécois tried so hard to prevent the committee from moving forward. If we want Bill C-12 to pass to contribute to the fight against climate change, we hope the Bloc Québécois will support us on that.

The Environment June 8th, 2021

Mr. Speaker, I will remind my colleague that, in committee, our government put forward an amendment to include Canada's target in the legal text of the bill.

I will also remind her that she voted with the Conservative Party to try to defeat this important amendment. It is clear that the Bloc Québécois says one thing on this issue in the House, but something quite different in committee.

Committees of the House June 2nd, 2021

Madam Speaker, I rise on a point of order. I am tabling the responses to Order Paper Questions Nos. 622 to 628.

The Environment June 1st, 2021

Mr. Speaker, I wish the member a happy Environment Week.

The best available science tells us that we must achieve net-zero emissions by 2050, and certainly we are committed to meeting that target. With this legislation, we are enshrining that commitment into law.

We will be further strengthening this bill to include a number of amendments, including a 2025 review of our 2030 target and an interim emissions reduction objective for 2026, and enshrining the principle of progression of future targets. This legislation is very much a win for Canadians, who expect their parliamentarians to have a real plan to fight climate change and to build a clean growth economy.

Ethics May 27th, 2021

Mr. Speaker, I have conversations with Canadians from all walks of life, including many corporate people, people in the labour movement and people in the environmental community, about their ideas and suggestions on how we should think about climate policy going forward.

That is fundamentally what Canadians would expect their government to do, to be open to the ideas and the aspirations of Canadians across this country. That is exactly what I and my colleagues do each and every day.

Ethics May 27th, 2021

Mr. Speaker, the government believes in consulting widely and listening to the perspectives and thoughts of Canadians from coast to coast to coast.

Mark Carney is obviously an eminent Canadian who has deep experience with respect to issues around climate finance. In fact, he is presently advising the Conservative Government of the United Kingdom with respect to climate policy and climate finance.

We certainly look to him, and to many others in many sectors across this country, to ensure that we are addressing the issue in a thoughtful and substantive way.

Questions on the Order Paper May 26th, 2021

Mr. Speaker, with regard to part a), please refer to the following weblink for the information requested: www.canada.ca/en/environment-climate-change/services/canadian-environmental-protection-act-registry/permits/authorizations-ozone-depleting-substances/companies-essential-purpose-permits-foam.html

With regard to part b), the ozone-depleting substances and halocarbon alternatives regulations implement Canada’s obligations under the Montreal Protocol by controlling the import, export and manufacturing of ozone-depleting substances, ODS, and climate-warming hydrofluorocarbons, HFCs. The regulations will help reduce Canada’s annual consumption of HFCs by 85% by 2036, making a significant contribution in Canada’s fight against climate change.

The objective of the essential purpose permit provision is to provide flexibility for a limited period of time in recognition of the challenges that some companies may face in producing or acquiring compliant products by the deadlines established in the regulations. Any person subject to the regulations may apply for an essential purpose permit at any time. In order to get such a permit, the criteria set out in section 66 of the regulations must be met.

The essential purpose permits provide a temporary exemption to the prohibitions. They can have a maximum duration of 36 months, and they include reporting and other obligations.

Essential purpose permit applications are evaluated by carefully assessing the sector and the specific circumstances of the applicant against the criteria in section 66 of the regulations. In assessing applications, ECCC expects applicants to demonstrate that efforts are being made to find an alternative, including mitigation measures to reduce the environmental impact if possible.

These essential purpose permits do not affect Canada’s ability to meet its international obligations under the protocol or to achieve its HFC phase-down target. In fact, in both 2019 and 2020, Canada exceeded its HFC reduction obligations. The Montreal Protocol controls the production, import and export of bulk HFCs. The protocol does not cover the manufacture or importation of products that contain HFCs. The essential purpose permits only apply to regulated products that are not included in the Montreal Protocol. As such, these product prohibitions go beyond Canada’s obligations established under the protocol.

The Environment May 25th, 2021

Mr. Speaker, we certainly know that around the world countries, industry and businesses are moving toward a cleaner, innovative, low-carbon future. As this report identifies, to reach a net-zero future, we need cleaner solutions and targeted policies, and that is precisely what we have been doing. We have made historic investments in nature and clean technology, put a price on pollution, tabled climate accountability measures and just brought forward a new emissions reduction target, all measures that will help us to deliver on a cleaner future for our kids and grandkids while building a clean economy.

Parks Canada May 14th, 2021

Madam Speaker, as I indicated before, public safety is of the utmost priority to this government, and I think to all members of the House. This has been an ongoing challenge that we are working to resolve. It is important this is done in a thoughtful and constructive way, and that is exactly what we are doing.

Parks Canada May 14th, 2021

Madam Speaker, certainly it is an important time for Parks Canada as we begin to reopen for the coming year, and it is important that all Canadians have the ability to access our parks.

This is an ongoing issue, as the hon. member knows. We have discussed this in the past. It is something we are working through to try to find a mutually acceptable and appropriate solution to this ongoing challenge.
