Statements in the House

Canadian Net-Zero Emissions Accountability Act April 27th, 2021

Madam Speaker, I am very disappointed to see the approach the Conservative Party has taken on this bill.

When it was first introduced, the Conservative Party critic said, “It may raise some eyebrows that my party will be supporting this bill at second reading, but if we are going to have any success, we need to find those things that we can agree upon and take action.” The Conservative finance critic, the member for Abbotsford, said, “Conservatives in the House support this legislation.”

Last week, they reversed their stated position in the House to support the bill and effectively tried to kill it. They did not include a 2050 net-zero commitment in their climate pamphlet. To be honest, I think Canadians find it very unusual that the Conservative Party is not willing to—

Madam Speaker, as I said, the bill is now up for its fifth day of debate since November, and we have certainly had some important conversations, but there will be opportunities for additional conversations at committee. It is important to all members in the House, even the Conservatives, until last week, and they have suggested that they support the principles of this bill. We have said that we are open to progressive and thoughtful amendments at committee.

There is significant and appropriate time for consideration at committee. It is time for us to move forward. For those of us who think climate change is a priority, we need to move forward.

Madam Speaker, this is now the fifth day of debate on this bill since November.

We have discussed this bill at length since it was introduced, and we are very eager to move on to the next stage of debate. All parties, including the Bloc Québécois, the NDP and even the Conservatives, though they backtracked last week, said they wanted to send this bill to committee.

Madam Speaker, as I said, the bill is now up for its fifth day of debate since November. I am a little surprised to hear that from my New Democratic colleague, given that my understanding has been that the NDP members support the intent of the bill.

Certainly we are focused on ensuring transparency and accountability, and we have been very clear with all members of the House very much, including my colleagues in the New Democratic Party, that we are open to the consideration of ways in which to enhance transparency and accountability going forward.

Madam Speaker, the bill is now up for its fifth day of debate since November. We have already had important conversations since the bill's tabling and we are very much looking forward to having further debate at the next stages of the bill.

I would note that the Conservatives have reversed their stated position in the House of Commons to support Bill C-12, with their motion last Friday to effectively kill the bill, and they did not include a 2050 net-zero commitment in their climate pamphlet. They announced that they would cancel Canada's new nationally determined contribution, and today, they tried to block debate on the bill yet again.

It is time for us to move to committee to ensure that we can have a robust discussion of how we—

The Environment April 15th, 2021

Mr. Speaker, certainly, we have developed a comprehensive climate plan that enables Canada to move forward with the rest of the international community to meet our international obligations. A credible climate plan requires increased ambition. The parties to Paris agreed that all would need to do more and increase ambition overtime. Countries around the world are doing that, and Canada will be playing its part in the international community and seizing the economic opportunities.

I believe that all parties in the House, with perhaps the exception of the Conservative Party, agree on the need for greater ambition, and Canada will be bringing forward a new climate target next week at the Earth summit.

Mr. Speaker, again, as this project relates to climate change, it is important that the Conservative Party can answer some questions with respect to the pamphlet that it released this morning. It is a pamphlet, not a plan. It has more holes in it than we could drive a truck through.

Certainly the focus is on a number of things, including putting a tax on carbon, which in and of itself would be an interesting step forward if it were not so convoluted, complicated and actually incented the creation of more pollution and put more pollution into the environment.

At the end of the day, we need to be skeptical. We need to look at this through thoughtful eyes. It is not a good plan, but it is also from a party—

Infrastructure April 15th, 2021

Mr. Speaker, as this relates to climate change, certainly Canadians have been waiting for a very long time to see a serious climate plan from the Conservative Party of Canada.

This morning after reading through the Conservative Party's 15-page pamphlet, Canadians are still waiting. No mention of science, no numbers about how much these policies will cost consumers, no incentives to help Canadians afford an electric vehicle or retrofit their home. It is, interestingly enough, a carbon tax that cuts less pollution, that costs more and that takes away the climate action incentive rebates for families and replaces them with some kind of petro-points where the more we burn, the more we earn. This is not a plan. This is a pamphlet that will do less, cost more, from a party that I am sorry to—

The Environment April 13th, 2021

Mr. Speaker, I thank the member for Etobicoke Centre for his question.

We have kept our promise to strengthen the Canadian Environmental Protection Act and implement measures that protect Canadians from toxic substances. Our bill will help us better protect the environment, recognize the right to a healthy environment, and much more.

Together, we will make Canada healthier for our families and communities.

The Environment April 13th, 2021

Mr. Speaker, Canadians need a stronger environmental protection law that confronts 21st century issues with 21st century science. Every Canadian should be able to live their lives free from harmful effects of chemicals.

Today we tabled Bill C-28, the strengthening environmental protection for a healthier Canada act. Our proposal to strengthen CEPA will help us to better protect the environment, recognize a right to a healthy environment and provide industry with certainty and predictability. Today we will ensure a healthier environment for Canada and for everyone.
