Madam Chair, it would appear that businesses do not entirely agree with what the minister. That is their right.

Many in government and in the private sector have pointed out how difficult it is to do business with the government, particularly when it comes to francophone SMEs.

In the past year, what proportion of government tenders and contracts were written in both official languages?

Madam Chair, just about every witness we heard from in committee has told us the same thing: The military procurement process is slow, inefficient and rife with political interference.

Does the minister have a plan to fix this fiasco? Some witnesses think that a second department focused solely on military procurement may be needed.

Nevertheless, earlier, you were saying that spending is tracked very meticulously, you mentioned it just now.

Why is it always so hard, either for a committee or for the Parliamentary Budget Officer, to get detailed expense reports and get clear answers to simple questions, such as explanations for cost overruns?

Madam Speaker, Bill C‑14 is a step forward. It guarantees at least 78 members for Quebec. Nevertheless, Quebec's proportion of the seats will shrink as the number of MPs for Canada grows, and that is fine.

I would like to know what my colleague thinks of Quebec's proportional political weight, its ratio with respect to Canada. How can we protect that?

Madam Speaker, I agree with my colleague when he says that the Standing Committee on Foreign Affairs and International Development is there to discuss international affairs.

That being said, the China file is enormous. It might take an inordinate amount of time to study it. There are 191 other countries for the foreign affairs committee to discuss.

Does he not think that given the scope of the China file, it would be good to have a committee for this file and possibly for other urgent files such as Afghanistan and Yemen?

Madam Speaker, I was quite surprised to hear my colleague, whom I truly respect, say that this is lazy legislation. All of the parties took several months to negotiate, propose and table amendments, both during the previous Parliament and now.

In terms of discoverability and content, yes, the CRTC will have to decide how content is handled, but it will not deal in specifics. It will not tell users what they can do.

Am I to understand that my colleague has no problem with the fact that nearly all the content we see on social media is American?

Does this mean that he believes that English-language Canadian content and American content are the same thing, and that we have no need to see more original Canadian content?

Madam Speaker, I like to start by looking at what we agree on.

I think we can all agree that the Broadcasting Act needs to be amended. It dates back to 1991, the wonderful year I met my spouse.

This legislation needs to be amended, adapted and modernized not only to reflect today's realities, but also to ensure that our artists have their window of opportunity and that this window is not slammed shut by the Americans.

I would like to hear any constructive suggestions that my colleague has for amending the Broadcasting Act, and I would also like to know what she would like to see in the legislation.
