With regard to the Investing in Canada Infrastructure Program and proposed projects in the riding of Elgin—Middlesex—London that have been received by the government from the Province of Ontario, but have not been announced: (a) what are the details of all such projects, including the (i) name of the project, (ii) date the application was received, (iii) funding stream the project qualifies for, (iv) current status (approved, rejected, awaiting decision, etc.); (b) for each application that has been approved but not announced, what are the plans related to the announcement, if an announcement is planned; (c) for each application that was rejected, why was it rejected; and (d) for each application where a decision is still pending, what is the anticipated timeframe for when a decision will be made?
Government Business No. 4—An Act to Provide Further Support in Response to COVID-19 December 16th, 2021
Madam Speaker, I thank my colleague from Shefford for talking about seniors. I heard the deputy House leader for the government talk about all they have done for seniors, but I agree with my colleague when she speaks of those people who have the lowest incomes. That is what matters here.
We know that cheques have gone out for old age security. They went out to everybody. Whether someone made $90,000 or $15,000, they got the same cheque, but the guaranteed income supplement is still an issue. People have to deal with the fact that the government is trying to reverse some decisions it made, but with the cost of inflation, we know that low-income seniors are really falling behind.
What does my colleague suggest when it comes to the guaranteed income supplement and what the government can do?

Mr. Speaker, it was great to hear Bill S-223 introduced, regarding organ harvesting. Bill S-223 seeks to combat forced organ harvesting and trafficking. It would make it a criminal offence for a person to go abroad and receive an organ taken without the consent of the person giving the organ. Bill S-223 has passed the Senate unanimously three times, and MPs from multiple parties have been putting forward a form of this bill for over 13 years. This bill passed unanimously in the House of Commons in 2019 and is in exactly that same form.
Petitioners hope the current Parliament is the one that finally gets it done.

Health December 13th, 2021
Mr. Speaker, Canada's youth are in the middle of a mental health crisis. Fewer than half of youth survey respondents now report excellent or very good mental health. That is down 20% from pre-pandemic days. Increased substance use and heightened anxiety are on the rise for youth struggling with their mental health. We need to reverse this trend.
What concrete steps is the government taking to uplift our youth and put them back on track for success?

Mr. Speaker, an amendment has to be made through the member who moved the motion, but I will continue to advocate with the developers and all levels of government to ensure that social housing is also there. We need something that helps all Canadians. Whether it is the working poor, those without homes or those at the top of the scale, we need to be working with all Canadians.

Mr. Speaker, it is something I see on my own streets. I am very passionate about Elgin—Middlesex—London, but I do not know if there is a street across the city, or a community where homelessness is not apparent. We have to work on this. Part of it is mental health and addictions, part of it is development and part of it is economic.
To me, the housing first strategy that the Harper government put forward in its 10 years was a good thing. Anybody who works in housing says housing first was what we ultimately needed to do. Yes, we need wraparound services and it can be better, but I am really proud of what Conservatives put forward.

Mr. Speaker, I am going to talk a bit about the housing bubble. There is a continuum that I call the rungs of a ladder. When a shelter has a bubble, when a rental unit or geared-to-income unit has a bubble, when a first-time home has a bubble, and when the market value has a bubble, it means people cannot get to the next rung. If that rung is busy, people cannot get up there. I think of so many people who try to leave shelters and geared-to-income housing. If there is no supply, they cannot move forward.
We need to work together at all levels of government to ensure that we are addressing each and every level.
