With regard to the electronic format of documents provided through the Access to Information and Privacy Act and the government’s digital government strategy: (a) which institutions still provide large files, such as those too large for transmission via email, to the individual making the request using CDs or DVDs; (b) for those institutions that use a different format, such as e-post or USB sticks, for providing large files to the individual making the request, which format is used; (c) does each institution in (a) plan on transitioning to a format that does not require an optical disc drive, and, if so, what are the details, including the timeline; and (d) of the computers and laptops purchased by the government in the past two years, approximately what percentage of the (i) computers, (ii) laptops, contained an optical disc drive required to read CDs or DVDs?

Madam Speaker, I thank the member for sharing her story. It was so impactful. When a woman can stand in the House of Commons to share her story, we know we are doing our jobs.

One of the concerns I have right now relates to the discussions on COVID delays. This has to do with women as well. With COVID delays, is there a concern that some of these cases may be thrown out? I am not just looking at Bill C-3. What will happen if some people are outside of the normal time frame of 18 months? What does the member think the government can do, and what should we all be doing, to make sure that women find justice?

Madam Speaker, this is about young women and girls and ensuring that as generations grow, people understand that women are not objects. I appreciated the member's words and I know he will always defend women's rights when it comes to their safety and security.

I wonder if the member could continue on with some of his thoughts on how we can do more than just teach our judges. What can we possibly do in the education system to help young boys and girls understand their own sexuality as well as respecting others?

Many of the constituents in Elgin—Middlesex—London, whom I worked with as a constituency assistant, saw these types of things happen. I thank the member for bringing something so important to so many Canadians and their families. I thank him on behalf of the members of Elgin—Middlesex—London.

Mr. Speaker, the member mentioned the number of phone calls she received at the beginning of the pandemic, when so many businesses were hurting because of the way the CECRA came out and because of some of its restrictions. She indicated that she had spoken to the government, just like I believe everybody on these opposition benches did as well, but it still took six months for it to respond. This was brought out on April 24, 2020. We are talking about the beginning of December before this unfolds, and we see businesses closing now.

What does she have to say regarding the delay by the government in bringing these changes?

Madam Chair, I very much appreciate that Liberals want to be accountable, but I just heard from the Conservative finance critic that back in 2019, they did not bring a long-term fiscal update and we are looking at accountability for that.

The finance minister is saying that this fall she is going to be bringing forward a fiscal update. I am wondering what “this fall” means. Does it actually mean December 21, the last day of fall, just like the Liberals did with the fiscal update in 2018, or does it mean that they are going to bring it in the next two months?

Madam Chair, I am going to pivot here, because we are talking about documentation at a very busy time, but we have heard the exact same excuse when we ask for documents regarding WE and these other programs. Why is it okay for small businesses that are extremely busy at this time, closing their businesses and losing employees, all of those great things? Why is it okay for the government to ask for documents, but the government will not give documents?

Madam Chair, right now, I am talking to small business owners, restaurant owners, who are working 12 to 14 hours a day. They have to go home now and get all of this documentation, and it is expected within two weeks. Why is the government asking for this documentation right now with such a short turnaround?

Madam Chair, I am really not sure where we are going with this. I am just asking why they did not support the motion. That is one of the greatest concerns.

We know that small businesses are being kicked right now when they are down. Why is the government asking for this documentation at a time that is very difficult, as many small business owners are working additional hours filling in all of these gaps? Why is the government not giving them a break right now?
