Fall Economic Statement Implementation Act, 2022 December 5th, 2022

Madam Speaker, I want to add my comments on the fall economic statement.

Ahead of the Liberal government's fall economic update, our Conservative team put forward two really concise proposals. One was to stop the tax increases and the other was to stop spending money we do not have. Unfortunately, the Liberals did not take our advice in either one of those areas. They are still proceeding with their planned tax hikes and they are continuing to spend at record levels.

It goes without saying that Canadians are having incredible difficulties paying their bills, rent and mortgages and putting food on the table. Seniors, students and working families are getting crushed by the dramatic rise in the cost of almost everything they purchase these days. Heating a home or business is not a luxury; it is a necessity. The Conservatives get that, but it is clear the Liberals do not. Canada was the only G7 country to raise energy taxes during this inflation crisis.

The finance minister should have used the fall economic statement to stop the plans to triple the carbon tax. It was a missed opportunity, and it is regrettable that the Liberals are failing to listen to their constituents, who are struggling to pay their bills.

Thanks to the Parliamentary Budget Officer, his recent report on the costs of the Liberal carbon tax completely debunked the Liberals' claim that people are better off under their rebate scheme. It proved what Canadians already knew about the Liberal carbon tax: It is costing them money. For months, the Minister of Environment and Climate Change has been claiming that eight in 10 Canadians get more money back from the carbon tax. The PBO report says that is not true, and most households that are subject to the Liberal carbon tax “will see a net loss”.

After years of the Liberals saying their carbon tax results in more money going into the pockets of Canadians, it is time for the Liberal government to end the charade. It needs to admit that Canadian households are in fact losing money and will continue to lose money because of the carbon tax. Every time the Liberals get up in the House and state otherwise, it is simply not accurate.

In Manitoba, winter has already arrived. The temperatures are plummeting and people’s furnaces are running non-stop. According to Manitoba Hydro, the carbon tax is equal to 9.79¢ applied to each cubic metre of natural gas that a household uses. The typical household in Manitoba will use around 2,250 cubic metres of natural gas in a year, resulting in $220 in carbon taxes. It is important to note that the carbon tax is also applied to the fuel people put in their trucks or cars.

Constituents of Brandon—Souris are disproportionately affected by the carbon tax. I have stated this a number of times in speeches in the House. I am a proud Manitoban. I am also proud to be from rural Canada. The Liberal government needs to start realizing that its policies affect rural and urban Canadians quite differently. My riding covers a span of well over 17,000 square kilometres. Unfortunately, I do not believe the government has any regard for the livelihoods and concerns of those who are from that portion of our great nation.

Many members of the Liberal government probably do not understand what life is like in rural Manitoba, or anywhere in rural Canada for that matter. People must drive long distances to get to the grocery store or to a doctor's appointment. They have to drive a long way to take their kids to school or to drop them off for hockey practice or music lessons. Many must commute to work in the next town or drive into Brandon. Many students from rural areas must drive into the city to attend either one of our great educational facilities: Brandon University or Assiniboine Community College. The Liberals are punishing these folks through no fault of their own, and none of these Canadians are buying the Liberal gaslighting that their rebates are covering the increased costs due to the carbon tax.

The other policy item our Conservative team was looking for in the fall economic statement was for the Liberals to get spending under control, which is almost an oxymoron for Liberals. Not only was there no plan to get spending under control, but the Minister of Finance is also asking for Parliament’s approval for $14.2 billion in unidentified spending in the fall economic statement. At a recent finance committee meeting, when pressed on what this money was for, the Minister of Finance flat out refused to outline what the money would be used for.

This lack of transparency is shocking. I for one will not vote in favour of giving the Liberal government a $14.2-billion blank cheque. How are we as parliamentarians supposed to scrutinize the government’s spending plans when we do not even know what it wants to spend it on.

It is the same irresponsible action that the Prime Minister took at the start of COVID, when he told the finance minister, at that time Minister Morneau, to put forward spending for 21 months, to the end of December 2021, with none of it being voted on in the House. It was completely unaccountable. This is another proof point that the Liberals have zero regard for fiscal transparency, nor do they have a plan to eliminate wasteful spending.

Every single hour the government’s debt goes up by another $6 million. That equates to $144 million per day. All of that debt is getting expensive. According to the Parliamentary Budget Officer, federal debt charges will top $53 billion by 2024. The amount of money the government will spend on the interest payments on the debt will almost be as much money as the federal government transfers to provinces for health care. The debt charges cost $20.4 billion last year alone, and according to Department of Finance, this year will total at least $34.7 billion.

During a Senate committee meeting, the Parliamentary Budget Officer said, “That will have a major impact on public finances...We’ve looked at the impact of increasing interest rates as well as the increase in the stock of debt. We estimate that in the next four years interest payments will probably double”.

In the weeks leading up to the update, the finance minister was speaking about fiscal responsibility for the first time in seven years. In a leaked internal memo, she even asked Liberal ministers to find a dollar for every new dollar of spending, exactly what Conservatives had been pushing for, for years. Unfortunately, as is so often the case, the Liberals’ words did not align with their actions. They refused to commit to cancelling any of their planned tax hikes and announced plans to increase inflationary spending by a whopping $52.2 billion over the next six years.

While the finance minister plays down the threat of inflation and spiralling government debt, the reality is that uncontrolled Liberal spending has played a role in making life less affordable. Even the Governor of the Bank of Canada confirmed that more deficit spending has resulted in more inflation. More inflation means Canadians are paying more without getting more.

Pay cheques are not going as far as they used to. Nearly one in five Canadians are skipping meals to cope with rising food costs. More than 88% of Canadians say it is more difficult to buy food. Food bank usage is at an all-time high. Housing prices have doubled.

In closing, our Conservative team has proposed several tangible ways to bring inflationary costs down for Canadians. We want the Liberals to enact a dollar-for-dollar law that requires government to find a dollar of savings for every new dollar of spending.

We want the Liberals to end wasteful spending by, for example, getting rid of the multi-billion dollar Infrastructure Bank, which has failed to build any infrastructure projects since it was created, and stopping their disastrous firearms buy back scheme, which would do nothing to stop gang violence.

We want the government to get out of the way of our farmers so they can grow more food. We want to see a plan that would spur the private sector to build more homes, which includes incentivizing municipalities to encourage home building. We want the Canadian energy sector to get more projects built so Canada could sell more LNG to our allies.

We will never stop pressing for an end to the carbon tax, which is raising the cost of gas and home heating. In a country like Canada, no one should be forced to choose between buying groceries and heating the house, especially in winter.

She talked about the transparency that may be lacking in certain areas and the effects on small businesses and how they may not be able to afford the cost like a larger company. I wonder if my colleague could expand on that.

Mr. Speaker, in regard to my colleague from Kildonan—St. Paul's speech, she talked about how the government has brought this bill forward with a lot of sticks in it and no carrots. I am looking for incentives that would improve it.

Is the government open to amendments on this particular bill? If so, what would be its theme to bring forward some issues to improve the bill's transparency?

Mr. Speaker, I want to thank my colleague for Kildonan—St. Paul for taking part in the Manitoba debate that is going on here.

The member commented on SMEs, noting that half of them had no defence and were the most vulnerable. As with the bill I was able to get through last year on SMEs and small businesses, it is very important they have the abilities and rights to protect themselves on this as well. In response to the last question, the member also talked about transparency, which is so important.

Could the member expand on those two areas?

Criminal Code November 29th, 2022

Madam Speaker, first and foremost, I want to thank my colleague from Vancouver Centre for introducing this private member’s bill to strengthen the Criminal Code provisions to protect our loved ones who reside in long-term care facilities.

Almost every Canadian knows someone who has been a resident of a long-term care facility. It goes without saying that when a family member or friend gets to that point in their life when they need extra care, we want to know that they are safe and being taken care of.

I also want to take a moment to thank the health care aides, nurses and the kitchen, laundry, housekeeping and recreation staff who work in our long-term care facilities across Canada. They should know how appreciative we all are of everything each and every one of them do.

Whenever we talk about frontline health care workers, I always feel that there is not enough attention given to those who work in our long-term care facilities. They provide care 24 hours a day, seven days a week. It does not matter if there is a blizzard or horrendous weather, they answer the call and go to work. From working holidays to working night shifts, I know that it is not always easy on their families. I also know that the job is not easy on their bodies. They do it because they truly care for the residents that they serve.

In many cases, the residents they care for start to feel like a member of the family. Long-term care facilities are not hospitals. They are people’s homes. The people who live there are not patients. They are residents. While this distinction may seem trivial, I can assure members it is not. In most cases, this will be people’s last home. It behooves us all to ensure that we do everything we can to protect those who are most vulnerable and in need of care.

The pandemic showed how fragile our long-term care facilities are in this country, as my colleague just outlined in the presentation of her bill. There is a litany of reasons for that, but I want to start by talking about the challenges that both health care workers and the residents of those facilities face.

A significant number of the workers in our long-term care facilities are shift workers, who must either pick up extra days or work double shifts to try to get 40 hours a week. There are very few full-time health care aide or nursing positions that guarantee 40 hours a week. Many health care workers have a job at another long-term care facility to earn enough money to provide for their families.

We quickly saw the consequences of how long-term care facilities are staffed as soon as the pandemic started. Immediately, staff could no longer work in more than one facility to contain the spread of COVID. The result was that facilities were then short-staffed. It only got worse as people either had to quarantine or could no longer work as many hours as their child care options became severely impacted.

Sadly, we watched in horror as the news stories started to emerge about how short-staffed certain long-term care facilities were. Some families had the ability to take their loved ones into their homes as soon as the pandemic started. However, it was only a small number as the level of care was too much. As family members were prohibited from entering care homes due to the pandemic, all they could do was hope and pray that their loved ones were taken care of.

In many cases, when a parent, sibling or close friend becomes a resident of a long-term care facility, it is not unusual to visit them multiple times a week. Children come into the facility to help their parents eat, wash and clean up their rooms. Anyone who has ever worked in a long-term care facility knows how integral family members are to the well-being of the residents. A lot of family members also become volunteers at the long-term care facility, to help where they can, to ease the workload and to make the residents as comfortable as they can.

All that support was gone as soon as the pandemic started, and with the staffing challenges that were already present going into the crisis, unfortunately, we quickly learned of the dire consequences for many residents.

We must never forget the Canadian Armed Forces medical and support personnel who were temporarily deployed to support our long-term care facilities. It was their report they tabled in May 2020 that brought considerable attention to the conditions they encountered in our long-term care facilities.

They discovered systemic deficiencies in the establishment and management of infection control areas within long-term care facilities. There was a lack of care and distribution of personal protective equipment and enforcement of personal health measures. As well, as previously stated, there were severe staff shortages that compounded problems in long-term care facilities.

It is with that in mind we can turn our attention to the provisions contained in Bill C-295. I welcome the debate and attention on amending the Criminal Code to protect those who live in long-term care facilities.

Currently, the Criminal Code states under “Duties Tending to Preservation of Life” that a parent, guardian or spouse is under a legal duty to provide necessaries of life to those under their care when they are unable to do so themselves due to age, illness, mental disorder or cannot otherwise provide for themselves. That is the most important area.

There have been numerous court cases over the years where people have been charged and convicted of such crimes, but to the best of my knowledge, never has the owner or manager of a long-term care facility been charged and convicted under this section of the Criminal Code.

Bill C-295 would amend the Criminal Code to clearly stipulate that owners and managers of long-term care facilities would be added to that list of being legally responsible to provide necessaries of life to residents of their facilities. This level of legal protection for those who live in long-term care facilities, as stated in Bill C-295, must be studied. I would urge my colleagues to vote in favour of this bill.

It is imperative we refer this legislation and have the much-needed debate about how the federal government can better legally protect those who live in long-term care facilities. As the onus would be on the Crown to lay the charges, we must carefully craft the legislation to ensure there are no loopholes.

I would recommend to my colleagues on the Standing Committee on Justice and Human Rights to invite legal and health care experts to ensure the definition of “necessaries of life” is adequate to ensure there are legal penalties for those who fail in their duties. This will start a much larger debate about whether provincial regulations, which dictate the operations and level of care, including accountability provisions, are stringent enough.

As we debate this legislation tonight, I can assure members there are currently long-term care facilities that are running short-staffed. We know there are staff having to work double shifts so residents can get the care they need. As well, there are still far too many rooms in long-term care facilities with four beds, which is a challenge at the best of times let alone during a pandemic or flu season.

We can all agree that all levels of government, including the non-profits and companies that provide long-term care, must dramatically improve the conditions of long-term care facilities.

In closing, I was proud to run under our Conservative platform in the last election which would have directly provided federal funding that would have boosted the number of health care aides and other critical staff working in our long-term care facilities. I welcomed our commitment to prioritize and streamline immigration to include new measures to attract health care workers, especially in priority areas and regions. Our pledge to devote specific federal infrastructure funding to renovate and improve long-term care facilities was well received by many who work in the health care field.

Let us ensure this is just the start of a much larger conversation about how we can improve the living conditions, including the level of care, our loved ones receive. This legislation should pass second reading and be sent to the justice committee as quickly as possible.

Encouraging the Growth of the Cryptoasset Sector Act November 21st, 2022

Madam Speaker, I welcome the opportunity to speak to Bill C-249. The member for Winnipeg North's speech is a fine reason why the Liberals are dropping in the polls in popularity with Canadians. I wonder if he would say the same thing about any other tradeable asset in Canada. After all, Canada does depend on trade and regulations.

First, before I get into the speech on why we need to move forward and have an open view of getting this bill to committee, I want to thank my good friend and colleague from Calgary Nose Hill for introducing this very important legislation, as was said by the other members as well. Her passion and zeal for good public policy is to be commended. She has an innate ability to cut through the claptrap and get straight to the point. She is results-oriented and always comes to the table with a plan. Her private member's bill is a great example of just that.

I know she has carefully crafted the legislation to allow the Standing Committee on Finance ample room to put forward amendments once expert witnesses have had an opportunity to testify. Unlike some legislation with crafters that guard against any amendments, my colleagues in the House will find that the hon. member for Calgary Nose Hill is ready to work with everyone.

This legislation will start the conversation about how the Government of Canada can begin the process of developing a national framework to protect investors and to encourage the growth of blockchain technology across the country. None of us is so naive as not to notice the recent uptick in media coverage on cryptoassets. The markets are down. Some NFTs have failed spectacularly.

When cryptocurrencies are being written about by political commentators, we know they have finally broken through to the mainstream. With the recent collapse of FTX and the financial fallout felt by many, there is no better time for Parliament to start this conversation.

Those involved in the industry want a regulatory system that will help them build trust, and that is a key point. They want a system that will provide clear guardrails and more stability for all those involved. Legal clarity and better education will lead to more innovation. I also want to stress that we cannot let this issue get polarized to the point that it becomes too toxic to discuss.

The fact that the industry is being disparaged for political reasons is short-sighted and thoughtless. I would encourage all my colleagues in the House to go back to their respective caucuses and stress the need to support this bill and to turn down the rhetoric. I will tell members why as we move forward.

During the first hour of debate on this bill, my colleague from Calgary Nose Hill laid out a compelling argument for why it is time for the Government of Canada to start working on a national framework. As she said in her speech:

Many innovators and proponents of cryptoassets in Canada are actually calling for the federal government to use its convening power to provide policy clarity to the industry. The current lack of clarity, particularly on safeguards to protect those working in the space, is seen as an impediment to investment.

Across the country, there is a mix match of policies. While we respect the jurisdiction of the provinces, the federal government can help facilitate a much more harmonized set of policies for cryptoassets. There are some recent examples of this happening in other countries.

Recently, the President of the United States issued an executive order for the federal government to start drafting a plan. The EU has also started working on a plan so that various countries and industries are in sync. The acceptance and use of cryptoassets is on the rise. That includes cryptocurrencies, utility tokens, security tokens and stablecoins. Cryptoassets will only continue to grow in prevalence in the years ahead.

According to the latest statistics, close to 5% of Canadians now own a cryptoasset. Across the globe there are now thousands of cryptoassets, and more will be made available in the years to come. Regardless of whether someone wants to invest in or purchase a cryptoasset, hundreds of thousands of Canadians are currently engaged in the industry. It is about time we started to think about a national framework and to get various jurisdictions working together.

The Canadian securities administrators are now working in collaboration with the investment industry. They even released guidance for platforms to ensure they are in compliance with regulatory requirements. Securities regulators in individual provinces are now starting to regulate crypto-trading platforms to protect Canadian investors. Last week there was a meeting on Parliament Hill with many of Canada's leading blockchain companies. It was encouraging to hear how they too want to start engaging with policy-makers.

In Canada, we have some of the best and finest innovators in this growing industry. They have the talent and the solid foundation to further expand their operations. They are optimistic about the future of blockchain technology. Our government should also have the same optimism and can-do attitude. What we do not want to see happen again are more lost opportunities, such as when Ethereum, which was mostly designed and developed in Canada, moved to Switzerland.

Other countries are quickly realizing the potential of the entire industry and are quickly seizing this moment. As companies are looking around at countries in which to set up shop, I want Canada to be at the top of their list. I want Canada to be known as a jurisdiction where governments work with and listen to those in the industry, while also educating the public and protecting its investors.

Those in the industry are already talking about making our country a blockchain hub. They see this technology as a way to have a more transparent Internet, and one that will help drive better skills training for the jobs of tomorrow.

The Web3 economy is here and as Morva Rohani, the executive director of the Canadian Web3 Council said, “blockchain and related technologies have unleashed a wave of innovation and creativity for a generation of entrepreneurs.”

The key to this speech is that, at its core, this is what this bill is all about. As the industry grows, I want to see those jobs and the wealth created by those innovators' ingenuity stay right here in Canada. I want Canada to be the best place in the world for the Web3 economy and blockchain innovation.

As with many new innovations, they have the capacity to be used in many ways that were never originally imagined. For instance, blockchain technology can be utilized in various financial services, including remittances, digital assets and online payments, because it enables payments to be settled without a bank or other financial institution taking a cut. Furthermore, the next generation of Internet interaction systems, including smart contracts, reputation systems, public services and security services, are among blockchain technology's most promising applications.

As the Canadian Web3 Council said during their meeting on Parliament Hill last week, blockchain technology can be used for social good. Whether it be energy, climate and the environment, or health care and even agriculture, the potential of this budding industry is endless.

In closing, I urge all of my colleagues to vote in favour of this bill. Let us send it to the finance committee and have the thorough consultations that are long overdue. I believe that it would be prudent for all of us to continue to learn more about blockchain technology. This is an exciting opportunity for the Canadian economy, for our innovators and, most importantly, to help create the jobs of tomorrow.

Stratton; (b) on what dates did the Royal Canadian Air Force receive briefings from the US National Intelligence Manager for aviation on the issue of Unidentified Aerial Phenomenon; and (c) what are the details of all other briefings received from the UAPTF, including, for each, (i) the date, (ii) who gave the briefing, (iii) who was briefed?

Taxation November 1st, 2022

Mr. Speaker, as energy prices skyrocket, inflation is going through the roof and families continue to struggle to afford groceries, the Liberal government is fixated on raising taxes. The Liberals are the only government in the G7 to raise taxes on energy, and they are tripling down on their carbon tax. Canadians cannot afford higher taxes.

A poll released yesterday said 44% of households are concerned about not having enough money to make ends meet. While seniors and families are struggling, it is no wonder people are furious to find out the Prime Minister spent $6,000 a night on a lavish hotel room.

The out-of-touch government needs to make sure Canadians and Canadian families are their number one priority. The Liberals have no plan to get inflation under control; they have no plan to get spending under control and no plan to provide meaningful tax relief.

On this side of the House, we will continue to put Canadians first and protect their paycheques and savings so they do not have to choose between paying their heating bill or paying their grocery bill this winter.

Strengthening Environmental Protection for a Healthier Canada Act October 31st, 2022

Mr. Speaker, part of my presentation tonight was to make people aware of the concern the agricultural industry has. I pointed out that we need to have people on the ground who are utilizing these products and systems, because there are many land-use systems that we could be using to improve the types of agriculture production that we are using today, which would help solidify food security in the world. That is what I am referring to here.

We cannot do things that inhibit farmers from being able to feed the world. We are fortunate in Canada that we always have enough food, but we cannot take that for granted, as some of my other colleagues have said tonight. We need to make sure people know the rules around what can be used to produce food.

Strengthening Environmental Protection for a Healthier Canada Act October 31st, 2022

Mr. Speaker, of course I do. I believe we need to make sure we have as much clear data as possible. That is why I asked for certain types of individuals to come forward in the debate on this very bill. We need that expertise, as the member said, not just in the agricultural industry, but in mining, forestry and others as well, to see how it will impact not only the land but our other natural areas, such as waterways and the air in many of our cities and industrial areas.
