Privilege March 4th, 2014

Mr. Speaker, I will start by discussing the essential points of the matter we are discussing today.

The member for Mississauga—Streetsville simply misspoke during the fair elections act debate last month. Entirely on his own volition, the same member later corrected the record and apologized to the House. Correcting or clarifying the record when a member says something that is incorrect is the type of action that I think members and I, and most Canadians, would expect. Sadly, based on the cynicism spread by the opposition, some might even find a politician apologizing to be refreshing for a change.

By contrast, let us compare the member for Mississauga—Streetsville's actions with those of the NDP.

Day in and day out, the NDP members make outlandish statements in the House. Often, these contain eyebrow-raising interpretations of events or facts, or extreme hyperbole. The only difference is that the NDP's sanctimony in making so many outrageous statements makes it hard for Canadians to even believe what they say, but it does sow cynicism among Canadians.

In fact, we should look at the real reasons why the NDP moved this motion.

Do the NDP members honestly feel that their rights as members were infringed upon? Definitely, no. Does the NDP honestly feel that further sanctions are warranted? No, if it were honest. Is the NDP transparent about its motives? Definitely not.

This is nothing more than an effort to create a smokescreen aimed at derailing the Standing Committee on Procedure and House Affairs. The opposition is trying to do whatever it takes to derail the committee's number one priority, the fair elections act and the fine work done by the Minister of State for Democratic Reform.

Not only is the fair elections act a much-needed update to Canadian election laws, but it is also much needed now. As our Chief Electoral Officer has said, new legislation needs to be in place this spring for it to have effect for next year's general election.

However, as is often the case with the NDP's actions and policies, it has not considered the ramifications.

Motion No. 428, sponsored by the member for Burnaby—Douglas, has been referred to the procedure and House affairs committee, and I understand that it was one of the next items for study, right after the fair elections act. In adopting it, the House also adopted a deadline for the committee to do its work. This is a motion that the entire NDP caucus voted for, which does not say much since it has virtually always voted as one bloc.

If members would like to witness the NDP members and their logical gymnastics, I would like to hear them explain why the NDP is delaying study of their colleague's own private member's motion in order to study this matter regarding the member for Mississauga—Streetsville, a matter that has been resolved to its fullest extent and to which nothing more could be gained from committee study.

In fact, I have a challenge for the member for Burnaby—Douglas. If he is sincere about the procedure and House affairs committee studying Motion No. 428 quickly, then he will vote against this privilege motion. The entire NDP caucus claims that it strongly supports Motion No. 428. Why then is it delaying study of it?

The opposition is saying one thing to its supporters and then doing precisely the opposite. Do as I say, not as I do. That seems to be the creed of the NDP.

The NDP claims that it supports setting up an electronic petition system to allow more access for Canadians and to improve democracy. Let me emphasize to all Canadians watching this debate right now that by its actions in moving the motion, the NDP is trying to do nothing more than stifle a democratic committee from investigating that very proposal. Yet, the NDP does not show any regret.

Winter Olympic Games February 27th, 2014

Mr. Speaker, I rise in the House today to congratulate Larisa Yurkiw on her recent performance at the Olympic Winter Games in Sochi, Russia. Larisa is a Canadian skier from Owen Sound who specializes in women's downhill alpine skiing and women's super-G races.

Following a devastating knee injury in 2010, she was cut from the Canadian team and was on her own to fundraise her way to Sochi. Larisa worked hard and qualified for the Olympics with a career-best run. She fundraised on her own, just so she could don the red and white and represent Canada in Sochi.

At the games, Larisa raced hard and in the women's downhill race finished only 1.86 seconds off the gold medal winning time. What an effort. Larisa's performance at the games was incredible. She worked so hard to even be there and has shown all Canadians that anything is possible when one sets one's mind to it.

I speak for all Canadians in saying that we are truly proud of all she has accomplished.

Infrastructure February 26th, 2014

Mr. Speaker, this Conservative government, since taking office, has delivered a lot for Canadian municipalities. Thousands of infrastructure projects have received federal funding.

Can the minister please explain how the government is planning to support recreational infrastructure going forward?

The Budget February 25th, 2014

Mr. Speaker, my colleague likes to name-call and that kind of thing at the start. I certainly would never recognize him as a member of the socialist Liberal Party.

In any event, he mentioned health care and I am glad that he pointed that out. Our increases with respect to health care have been around 6% a year, and we are committed to that.

I hear the member for Malpeque chirping down there, but in fact his government, in the day, cut health care on the backs of Canadians in order to balance the books. We are not going to do that, and we are not cutting back transfers to the provinces either.

The Budget February 25th, 2014

Mr. Speaker, I am quite familiar with the member's riding. It is not as beautiful as Bruce—Grey—Owen Sound, but it certainly has its attributes. My family has a recreational property there, which we use and enjoy very much.

It is good to see the member, I think, point out that some of the money in this budget would go toward recreational snowmobiling, a part of the tourism industry. I have snowmobiled in her part of the world. When snowmobilers travel across the countryside, they spend money on gas, meals, motels, et cetera. This would certainly benefit her riding, and I look forward to her voting in favour of the budget.

The Budget February 25th, 2014

Mr. Speaker, I am pleased to have the opportunity to rise in the House today to discuss the benefits of economic action plan 2014 for the residents of Bruce and Grey counties, and indeed for all Canadians.

Before I begin, I would like to express my congratulations once again to our Minister of Finance, who has presented a very commendable budget that delivers on promises this government has made and that seeks to advance the lives of all Canadians. It is great work by the minister.

I would like to start by clarifying what exactly we are talking about here. With all the rhetoric presented in this place, it is often difficult to understand what exactly we are discussing. A budget is defined as “an itemized allotment of funds...for a given time period” and a plan of operations based on this allotment. By this definition, we have hit the nail on the head with economic action plan 2014. This budget clearly sets out where various amounts of funding will be going and presents a clear plan forward as to how these funds will be used. This budget makes it very clear that the government has a plan and is executing and carrying out this plan in the most efficient way possible.

It is a basic economic principle that a government must spend in times of trouble to stimulate the economy and must save in times of growth. This government certainly knows this and has done very well in executing these principles. We have been spending when spending is necessary and saving when saving is possible. This budget continues with this proven successful economic agenda.

I would now like to outline various measures within the budget that I feel will be very welcome news in my riding of Bruce—Grey—Owen Sound.

Perhaps the most welcome piece of information contained within this budget is the fact that we are on a pace to return to balanced budgets by 2015. Remember, the Minister of Finance is balancing this budget; it is not doing it itself. The budget will bring the projected deficit down to $2.9 billion by 2014-15 and forecasts a surplus of $6.4 billion in 2015-16.

As I stated earlier, we have spent when spending was necessary, and now that it is possible, we are saving. These savings are coming from controlling departmental spending. However, supports, such as seniors benefits and provincial transfers, will continue to grow at record levels.

Another principle of economics is that when consumers have money to spend, and when they are protected in the marketplace, they will spend money to stimulate the economy. This government has been committed to consumers, and this budget continues this commitment. Since 2006, we have cut taxes over 160 times, which leaves more money in the pockets of consumers.

Economic action plan 2014 would better protect Canadian consumers through various important measures. One of these measures would increase competition in the telecommunications market. This would be done by amending the Telecommunications Act to cap wholesale domestic wireless roaming rates. Furthermore, the budget would put an end to cross-border price discrimination by cracking down on companies that use market power to charge higher prices.

There are members on both sides of the House who have spent time working in municipal politics. Having been a mayor myself and having sat on councils, I believe I can speak for all in saying that having long-term and steady infrastructure funding is one of the greatest challenges faced by lower-tier levels of government. That is why I was very pleased to see the recent announcement of the details of the $53 billion building Canada plan. With $53 billion allocated to infrastructure, the new building Canada plan will be the largest long-term federal infrastructure plan in Canadian history and will provide stable funding for a 10-year period. Furthermore, over $32 billion will be available specifically for municipalities through a permanent and indexed gas tax fund and the incremental goods and services tax rebate for municipalities. This is very welcome news in my riding, and I look forward to seeing some of that funding used to develop local infrastructure.

Continuing our commitment to improve Canadian infrastructure, this budget contains measures that specifically address the needs of rural areas. I was very pleased to see that $305 million would be invested to extend and enhance broadband service for up to an additional 280,000 Canadians. In today's high-tech world, with reliance on services provided through the Internet, broadband service is very much needed in rural areas. This is certainly a welcome announcement in my riding.

Furthermore, as a representative of a riding that is surrounded by water on three sides, I am very aware of the importance of stable funding to support small craft harbours. This budget would invest $40 million to accelerate repair and maintenance work at small craft harbours across the country. These harbours are vital pieces of infrastructure that communities rely on for tourism; recreation, including recreational fishing; and economic growth. Strong and well-maintained harbours provide a stable source of economic input for these communities.

Many Canadians are concerned about the well-being of our environment. There are many environmental groups and organizations with an agenda to support and protect our environment. However, I often find that sportsmen's associations and conservation groups are omitted from this list. Sportsmen are true stewards of the environment and are very committed to seeing healthy ecosystems across the country. This budget would allow sportsmen's associations and other groups to continue the important work they do for our environment.

The budget would invest an additional $15 million in the recreational fisheries conservation partnerships program to further support the conservation of recreational fisheries habitat. That is something the hon. member for Dauphin—Swan River—Marquette and a number of my other colleagues worked very hard to get in the last budget. To see this expansion in it is something we are all very happy about.

This past summer, I had the opportunity to welcome the Minister of Fisheries and Oceans to my riding to announce funding for a couple of projects under this program. The plans for the projects being funded were very well developed and well researched. This funding would certainly go a long way in supporting our local recreational fisheries.

A stable recreational fishery also creates strong local economies. There are many communities in my riding that promote tourism through their promotion of the excellent fishing we have in Bruce and Grey counties. The Sydenham Sportsmen's Association has been hosting the Owen Sound Salmon Spectacular for 26 years now, which always draws a large crowd of between 4,500 and 5,500 anglers. It is a great event.

Continuing on the theme of recreation and tourism, this budget would invest $10 million to improve snowmobile and recreational trails across the country. I can say that with all the snow we have in my part of the world this year, many snowmobilers were out on the trails that run through the countryside. The Ontario Federation of Snowmobile Clubs and the local snowmobile clubs and communities across the country do tremendous work in ensuring that the trails are well maintained and used properly. With trails that wind through the bush and across fields, snowmobiling is a great way to get out and enjoy the northern environment. This investment would be another welcome measure in my riding of Bruce—Grey—Owen Sound, as it would give further support to recreational trails.

Finally, I would like to touch on the importance of connecting students and the workplace. As we discuss the economy, it is important to note that emphasis needs to be put on training future workers. Without properly qualified and educated workers, economies will collapse.

The budget addresses the need to properly train employers through several measures. It would create the Canada apprenticeship loan. This loan would provide apprentices and Red Seal trades with access to over $100 million in interest-free loans each year. It is often the reality in my riding that many students move directly from high school to an apprenticeship program. Apprenticeships are a vital link connecting students with the workplace, as oftentimes apprenticeships lead to full-time employment. As an example, one of my sons did an apprenticeship through a local employer and received his training this way.

Furthermore, the budget would create more paid internships for young Canadians. This would be done by investing $55 million to create paid internships for recent graduates in both small and medium-size businesses in high demand fields. When students graduate, they are often hard-pressed to find jobs in their fields of study. This investment would allow students to get their feet in the doors of businesses and, like the apprenticeship program, could lead to future employment.

In conclusion, action plan 2014 presents a very comprehensive plan for sustained economic growth. The global accolades that Canada has been receiving are staggering.

Business of Supply January 28th, 2014

Mr. Speaker, I thank my hon. colleague, the Parliamentary Secretary to the Minister of Transport, for his ongoing work on this as well.

The member is correct in his assumption. It is quite common for many of the opposition members across the way. It is like letting the horse run out of the barn and then, all of sudden, trying to close the door. There should have been ongoing concern and suggestions. If this were such a big and important thing, they should have been bringing it up beforehand.

This government, through Canada Post, realizes that the system it is currently using is broken. It is doing its best to repair it.

It is human nature that as individuals, we do not like change. It is unfortunate that things have gone the way they have. I heard a member here talk earlier about the fact that we used to have a bread man when I was a kid, who would come to our door. That no longer happens. Things change. Unfortunately, the good old days are not always the good old days.

Business of Supply January 28th, 2014

Mr. Speaker, I think it has been made pretty clear by Canada Post that a lot of thought went into the changes it has proposed. I think, like any business and any government, we should always be looking at different ways to do business or deliver services. It would not surprise me if Canada Post still has an ongoing review of how it delivers its services . The gentleman across the way is suggesting that he maybe had one of them. I am certainly not privy to that. However, I am sure that Canada Post is listening to him and that it is going to looking at all different types of things.

Business of Supply January 28th, 2014

Mr. Speaker, I will be splitting my time with the member for Elmwood—Transcona.

I rise today to speak to the motion calling on the House to oppose Canada Post's plans to realign its business model with the changing needs of Canadians. Canada Post is required by law to manage its business in a way that is financially self-sustaining. This mandate is at risk because the business model that Canada Post has relied upon to generate revenues and provide service to its customers is no longer viable.

Canadians are increasingly replacing traditional letter mail with electronic communications and commerce. For obvious reasons, we have to keep up with the times. This trend should not be viewed as a temporary or reversible problem for the corporation. We can fully expect Canadians to continue expanding their use of technology, consequently lowering their reliance on traditional letter mail services in the years ahead.

While changes must be made to the business model in order to contain costs and leverage new opportunities, Canada Post must also continue to provide quality postal services to all Canadians, rural and urban, individuals and businesses, as set out in the law and the Canadian Postal Service Charter.

This is not the first time the corporation has taken action to control costs and respond to the opportunities and challenges posed by new technology. For example, several years ago Canada Post launched a modernization initiative called “postal transformation”, which included streamlining mail processing and improving network delivery models. This initiative has been underway for a few years, and it is estimated by the corporation that these actions will help in reducing operational costs by more than $250 million each year by 2017. However, moving forward these measures will not be enough.

As the nature of the business continues to change at a rapid pace to less mail and more parcels, it is clear to everybody that Canada Post must now take additional action to modernize its business and align postal services with the choices that Canadians are making. Without action, the current business model would lead to a financial dead end, and taxpayers could be stuck with the bill.

Let us be clear. The current business model would not ensure Canada Post's long-term viability.

In December 2013, Canada Post announced a significant initiative that would form the basis of a new postal system positioned to better serve Canadians and meet their changing needs. A five-point action plan was guided by the following principles: that the status quo was not an option in the face of the steep decline in mail volumes; that the corporation would not rely on taxpayers to fund it; that financial success would be balanced with public policy obligations, for example, the importance in continuing to serve rural and northern communities; and, finally, that it would not be forgotten that small businesses still rely on mail as their primary mode of commerce.

The plan could be implemented without any changes to the Canadian Postal Service Charter. With these important considerations in mind, I would now like to highlight the five key elements of the plan. The first initiative of the five-point plan will see the conversion of door-to-door household mail delivery in urban centres to community mailboxes over the next five years. The first neighbourhoods to be converted will be announced by Canada Post as implementation plans are finalized. Door-to-door delivery is by far the most expensive delivery method, with an annual cost that is more than twice as high as for community mailboxes.

This change would provide the most significant savings to Canada Post. It would also eliminate the current two-tiered service level, as roughly two-thirds of Canadian households, 10 million people, already receive their mail and parcels through community mailboxes, grouped or lobby mailboxes or curbside rural mailboxes. I know that some customers are disappointed by the loss of door-to-door service, but community mailboxes also have significant advantages for Canada Post customers. Better convenience, privacy and security are clear benefits.

While the number of letters, bills and statements received in the mail is declining, digital communication has enabled Canadians to securely buy and request more sensitive and higher-value items online. These include government-issued cards, health products, as well as retail products. It is important that these items be delivered to a place that is locked, secure and convenient.

Busy Canadians are also shopping more frequently online, but they are often not home when parcels are delivered to the door. Often parcels destined for residential addresses will not get delivered because there is no one home during the day to accept the delivery. Notes are left, and after a few attempts residential customers often have to travel a distance away from their home to retrieve their parcels from a local post office.

Community mailboxes offer individually locked mail compartments. This will give residents peace of mind when they are away from home, as mail will no longer be accumulating at the front door or left in a mailbox unattended.

Canada Post is committed to working with municipalities to identify appropriate sites for the community mailboxes based on factors such as safety, accessibility and proximity to addresses they serve. In addition, Canada Post has experience working with Canadians for whom mail retrieval is difficult due to permanent mobility issues. They have committed to continue to make sure that every effort is made to address these kinds of accessibility requirements.

For the vast majority of Canadians who do not receive door-to-door service currently, this change is a logical extension of the kind of postal service they have been using for 20 to 30 years, particularly in light of the fact that the costs of door-to-door service are extremely high. Indeed, this change is similar to many other kinds of home delivery services that have changed over the years. The phasing out of home milk delivery many years ago is a comparable example that springs to mind.

The second initiative identified in Canada Post's action plan is an increase to stamp prices that will be launched in March 2014. With rapidly declining volumes of letter mail, Canada Post has decided to introduce a new pricing structure for letters mailed within Canada. The revised differential pricing structure and commercial incentive rates will better reflect the cost of serving various customer segments and benefit those who use the most. For example, new discounts will be launched for consumers and small business owners who buy stamps in booklets and coils. The price of a stamp in this case will be 85¢. Small and medium-sized businesses that use postage metres will pay a new discounted postal commercial rate of 75¢. The minority of consumers who purchase stamps one at a time will pay $1 per stamp.

For most customers, this tiered pricing approach will represent a discount of between 15% and 30% off the single stamp price. Prices for parcels and for addressed and unaddressed advertising mail are not affected by this increase. This tiered pricing model or “use more, pay less” approach recognizes the value of high-volume customers and the lower cost of serving them.

There is no doubt that this initiative will represent an additional cost to Canadians. Based on Canada Post's estimates, the average consumer purchases between 13 and 25 stamps per year. However, we should consider that with the irreversible shift to digital communication, mail volumes will continue to decline at a steep rate. At the same time, the number of addresses being served by Canada Post continues to climb each year, by approximately 845,000 since 2007.

Less mail delivered to more addresses with no complementary change in price or services is not a sustainable business model. Canada's size, geography and low population density contribute to what Canada Post says is one of the highest cost structure for postal services among industrialized countries across the globe. Bringing the price of stamps more in line with the actual cost of delivering mail across the country is a key component of the Canada Post strategy.

The third initiative focuses on Canada Post's expansive retail network. With close to 6,400 postal outlets, it is bigger than Tim Hortons and McDonalds combined.

As more and more Canadians are adopting online shopping, they are looking for improved e-parcel services, including more convenient locations and times for parcel pickup and returns, especially in rural and northern communities that remain highly dependent on this service.

Canada Post is putting in motion an initiative that will optimize its retail network, including leveraging greater use of franchise post offices. Franchise offices are stores within stores.

Economic Action Plan 2013 Act No. 2 December 3rd, 2013

Mr. Speaker, I thank my colleague for her fine comments and especially for pointing out the many good things that are in this Bill C-4 that we are talking about. I am not going to repeat them. They are almost too numerous to allow following up on all of them. However, I thank her for recognizing that.

Again, in the House we do not always get everything that we want, but she and every other member here, on all sides of the House, have a chance to debate what is in this bill. At the end of the day, with all of those good things that she herself mentioned, I look forward to her supporting the bill
