Mr. Speaker, I am glad to see the Leader of the Bloc Québécois with us today. My goodness, it is as though he never left.
In answer to his question, I want to remind my hon. friend that the principle behind the government's approach is representation by population, which is based on principles.
We promised not only to correct the fiscal imbalance, but also to correct the electoral imbalance.

Mr. Speaker, I understand that the committee is to meet again on Tuesday and that the parliamentarians will be able to examine the issue with a calm and serene attitude—in contrast to the bluster of my hon. colleague.
Questions on the Order Paper May 10th, 2007
Mr. Speaker, Nav Canada is responsible for the operation of air navigation services, ANS, in Canada. Transport Canada is responsible for the safety as well as regulatory oversight of the provision of ANS. Oversight activities include but are not limited to regular inspections and audits of Nav Canada operations and an ongoing monitoring of all ANS activities. A flight information centre, FIC, is a centralized air traffic service unit that provides flight information services to pilots, including weather briefings, flight planning and remote and enroute radio communications.
The rationale to offer FIC services to the Yellowknife area from the North Bay FIC was a Nav Canada decision. North Bay employs highly skilled flight service specialists, providing what Transport Canada assesses to be a safe and reliable service. In addition, Yellowknife continues to have a flight service station which is an on-site air traffic service unit, which provides aerodrome advisory services and aviation weather observations. Transport Canada conducted an audit both of the Yellowknife flight service station, in September 2006, and North Bay FIC, in December 2006, where it was determined that both units are providing a safe and adequate service to the users.
The Environment May 9th, 2007
Mr. Speaker, the new regulations released yesterday are a prime example of the Government of Canada as a leader in preventing the pollution of the marine environment and reducing the environmental impacts of transportation. By working with the marine industry, we now have a zero tolerance regulation that will deliver results for the prevention of pollution from ships and dangerous chemicals.
When it comes to the protection of the environment, we are turning the corner and we are getting the job done.

Mr. Speaker, in response to (a), the Q400 is an aircraft trade name. The Bombardier DHC-8 Q400 aircraft falls within the internationally recognized aeronautical classification Dash-8, in accordance with the International Civil Aviation Organization, ICAO, standards.
In response to (b), Transport Canada, as one of three signatories to the tripartite agreement, has and will continue to uphold its responsibilities under the agreement including its amendments.

Mr. Speaker, first of all, allow me to state that, today, the Prime Minister of the Government of Canada telephoned the new President of France to pay his respects and to congratulate him. They spoke cordially and amicably. It is definitely not the tone adopted in the sovereignist movement by the leader of the Bloc Québécois and the leader of the PQ.
Infrastructure May 4th, 2007
Mr. Speaker, the government recognizes the importance of building strong communities. While we are looking at ways of going forward and designing our new programs, I am happy to announce that we have an agreement with the provinces to top up the MRIF program to the tune of an additional $200 million. This will generate roughly $600 million in programs and projects that we will see over the coming months.
The government is getting the job done.
National Capital Commission May 4th, 2007
Mr. Speaker, I will not comment on the period from 2001 to 2005, since it was our friends opposite who were in charge of the NCC. However, my hon. colleague, the Minister of Finance, announced in his 2007 budget, some $30 million over two years for the NCC's activities and day to day operations. That in itself is a major improvement over what we had before.

Mr. Speaker, I was extremely pleased yesterday to stand beside my colleague, the Minister of the Environment, to announce the appointment of Mr. Mills as chairman of the board.
In front of the media and me, Mr. Mills made a firm commitment not just to improve his French, but to perfect it. He promised to represent the NCC well and with tact. We are extremely pleased with this appointment. It is a welcome appointment in the greater national capital area.
