Mr. Speaker, one death is one death too many. As I indicated to my hon. colleague, we have made a number of changes over the last number of years.

If my hon. colleague has suggestions that will improve it, he is aware that the Corrections and Conditional Release Act is before the justice committee and I would encourage him to bring his thoughts to that committee.

Mr. Speaker, first I would like to express my sympathy to the family in this tragic situation.

I can tell my hon. colleague that over the last number of years we have made a number of improvements to the parole system, including risk assessment and the selection of board members.

As I said many times in the House, let the public complaints commission do what it is suppose to do.

Mr. Speaker, any problems should be brought to Mr. Hughes of the public complaints committee, a very qualified individual. He will issue a report and that report will be available to my hon. colleague and all Canadians.

Mr. Speaker, my hon. colleague is well aware this is before the public complaints committee. Mr. Hughes will evaluate the evidence and issue a report.

Mr. Speaker, I thank my hon. colleague for his concern. I can assure my colleague and Canadians that public safety is a number one issue.

Because of public safety, Correctional Service Canada has contingency plans in place but these contingency plans are quite expensive.

Mr. Speaker, that is exactly what I am doing. It is the right thing. What I am doing is putting a piece of legislation in place that protects the public now. It is also retroactive. It is a piece of legislation that I can only hope my hon. colleague and his party will support.

Mr. Speaker, what my hon. colleague should do is read Bill C-69. It is more inclusive. It has a flagging system to indicate if anybody was convicted of a sex offence. It is retroactive. This bill is important for public safety. I certainly await my hon. colleague's support for this piece of very important legislation.

Mr. Speaker, it is the RCMP's responsibility to provide protection for the Prime Minister of this country. The Prime Minister did build a home. It is a private matter. He paid for it. He had his own road. The RCMP indicated it needed another access road and that is why the access road was built.
