Mr. Speaker, I have indicated previously what the government supports and what the government wants is a collective agreement.

We urge both sides to get back to the table and I understand they are. If we have an agreement it is much better for CUPW, the post office and for the people of Canada.

Mr. Speaker, I have received the conciliation commissioner's report. It is my responsibility under the Canada Labour Code to have the report translated and then released to both parties. Over the last 10 years or so it has taken on average nine days to evaluate, translate and release these reports. This is a short report and I would expect that it would be released sooner than that.

Mr. Speaker, the Canada Labour Code has worked well for both management and labour in this country over the years. I have to evaluate the information that I have and make a decision as to what is best for Canada Post and for CUPW. When I do that I will issue a statement on or before October 7, as I indicated.

Mr. Speaker, under part I of the Canada Labour Code I have the authority to appoint a conciliation officer. I did. He worked with union and management in order to try to bring about a settlement. He was not able to bring about a settlement. He has reported to me and I will be making a statement on or before October 7.

Mr. Speaker, I am certainly disappointed that my hon. colleague feels that there is going to be a strike. The collective bargaining process can work and will work. I certainly encourage both parties to work together to have a collective agreement that will be beneficial to both the union and the post office.

The fishery announcement today, as I indicated, was recommended by the FRCC. All the information that will be gained by this test fishery is vital to measure the stocks and to find out exactly where we stand in the fishery.

In fact what was done today was recommended by the FRCC and the fishing community.
