Northern Economic Development Agency May 6th, 2014
Mr. Speaker, the Canadian Northern Economic Development Agency accepts the Auditor General's recommendations. I have given the agency clear instructions to immediately improve its administrative procedures.
We will continue to make record investments in the north so that northerners can foster a strong economic northern economy to create jobs, growth, and long-term prosperity for the benefit of all northerners and Canada.
Questions on the Order Paper April 10th, 2014
Mr. Speaker, budget 2011 stated that the next phase of Canada’s economic action plan would be “providing 5.5 million over 5 years to establish the Mealy Mountains National Park in Labrador”.
The proposed national park reserve in the Mealy Mountains region of Labrador has yet to be formally established. Parks Canada is working to conclude negotiations of the required establishment agreements with the province and aboriginal groups. It is therefore premature to speculate on budget 2011 breakdowns, as these funds will only start to be spent once establishment agreements have been negotiated.
Democratic Reform April 9th, 2014
Mr. Speaker, in terms of the comments yesterday, after 9/11, in Nunavut, we required identification from our citizens in order to access and get on aircraft for medical purposes. I was in cabinet in 2004 when we purchased the cameras for the municipalities in Nunavut so that Nunavummiut could access identification cards to board the aircraft.
After the 9/11 incident, as we all know, the laws were changed and identification was required. In fact, I was in cabinet when we purchased those cameras.

Mr. Speaker, our government is committed to protecting the environment while keeping Canada economically strongly. Thanks to our actions, carbon emissions will go down by close to 130 megatonnes from what they would have been under the Liberals. This is the equivalent of shutting down 37 coal-fired electricity plants, and we are accomplishing this without introducing the Liberal carbon tax.

Mr. Speaker, no federal government has done more on the environment than our government. We have invested record amounts of over $4 billion in science and technology, at Environment Canada alone. We have invested a quarter of a billion dollars into Canada's weather services. We have given new tax support for clean energy generation, building on our record of protecting historic amounts of land. Budget 2014 is investing a significant amount of money to protect Canada's national parks and the environment. We are providing almost $400 million to make more improvements—

Mr. Speaker, since 2006, our government has invested significant funds in more efficient technology, better infrastructure and adaptation, and clean energy. We have taken action on two of the largest sources of emissions in this country, the transportation and electricity sectors. In fact, in the first 21 years of our coal regulations, we expect a cumulative reduction in greenhouse gas emissions equal to removing about 2.6 million vehicles per year from the road.

Mr. Speaker, the milestone is a result of years of consultations, and many northerners have worked very hard for this day. I want to personally congratulate the premier and his cabinet, and many aboriginal leaders, for the historic achievement.
I firmly believe that northerners are best placed to make important decisions on their lands and resources. This historic agreement will enable people from the Northwest Territories to manage their land, their water, and natural resources. Mr. Speaker, again, our government is a world leader when it comes to addressing climate change. We continue to work with the provinces on reducing emissions from the oil and gas sector. It is premature to comment further on any future regulations, but what I can tell members is that thanks to our actions, we have seen significant reductions in greenhouse gas, unlike the Liberal government which increased greenhouse emissions by 130 megatonnes.
