Mr. Speaker, in fact our finance minister also stated that Canada has a terrific health care system, and I am sure members of the House will agree with that statement.
We recognize there is always room for improvement, and that is why we continue to increase the transfers to the provinces and territories. We will continue to work with the provinces and territories to ensure our system provides high-quality health care services to Canadians.

Mr. Speaker, the stakeholder groups used parts of the statistics of the Public Health Agency report of 2008 in their own interpretations.
I can say that our government has invested significant funding to support the management of tuberculosis, including disease prevention. We will continue to work with the provinces and territories to curb the spread of TB.

Mr. Speaker, we continue to increase the transfers of funding to provinces and territories. Again this year we are increasing the transfers by six per cent. We will continue to work with the provinces and the territories to deal with health issues.

On the contrary, Mr. Speaker. The funding that was identified for this initiative is on the table. We continue to work with the Gates Foundation to identify a safe and effective vaccine.
As I said earlier, the Gates Foundation commissioned an independent study that identified that there was capacity within North America as well as Europe to meet research needs. We will continue to work with the Bill and Melinda Gates Foundation on this very important initiative. The money is still there.

Mr. Speaker, the money that had been identified is still on the table. We are continuing to work with the Bill and Melinda Gates Foundation to identify an HIV vaccine that would be safe and effective.
As well, a study commissioned by the Gates Foundation showed that there is sufficient vaccine manufacturing capacity in North America as well as in Europe. We continue to work with the Gates Foundation on this very important issue.
Consumer Product Safety December 9th, 2009
Mr. Speaker, as parliamentarians it is our responsibility to protect the health and safety of Canada's children. Yet the Liberal leader continues to encourage his Liberal senators to gut our consumer protection bill.
This afternoon those same senators have a choice: they can choose to protect the most vulnerable or those who do not respect the law. While those Liberal senators may not be accountable to Canadians, the Liberal leader is.
I call on him to do the right thing and ensure that our bill passes unamended.
Consumer Product Safety December 7th, 2009
Mr. Speaker, last week under the direction of the Liberal leader, Liberal senators voted together to gut our consumer protection bill. These amendments are weak and contrary to the intent of the bill that was passed unanimously by members of the House.
They will cause confusion and uncertainty for industry, but more importantly will weaken the protection afforded by the original bill to those who will be purchasing gifts over the holiday season.
One death is one death too many. The Liberal leader, who has now admitted that he does not like the amendments, should share his reasons why with the senators and order them to vote down the amendments.
Consumer Product Safety December 4th, 2009
Mr. Speaker, the Liberal Party of Canada has hit a new low. Under the direction of the Liberal leader, Liberal senators gutted the consumer product legislation.
They have shown such contempt for Canadians that with these amendments the Department of Agriculture will have more effective tools to protect the health of animals than Health Canada will have to protect the health of Canadians.
The Liberal leader must either order his senators to stand down--

Mr. Speaker, Canada Health Infoway is an independent, not-for-profit corporation, governed by a board of directors. Its corporate members are the 14 federal, provincial and territorial deputy ministers of health. The Canada Health Infoway board of directors is composed of two federal appointees, one representative from each of the five regions of Canada and four to six independent directors selected from the private sector.
Health Canada’s funding agreements with Canada Health Infoway contain accountability mechanisms to ensure prudent use of federal funds. Financial statements are audited annually. Independent compliance audits are conducted annually. Periodic compliance audits are conducted by Health Canada; one was recently conducted. Infoway submits an annual report and corporate business plan. Independent performance evaluations are conducted periodically; the most recent was completed in March 2009 and the next is to be submitted in March 2010. The Auditor General of Canada may at her discretion conduct performance audits. The most recent, tabled in Parliament on November 3, 2009, included a chapter on electronic health records and dealt with Canada Health Infoway.
Canada Health Infoway has informed Health Canada that in view of the commitments made to their suppliers, including non-disclosure undertakings, and given that the contents of the various legal agreements underlying the contracts include confidential pricing, financial, commercial or technical information furnished by their suppliers, and given that, in certain circumstances, the disclosure of such information could be perceived as potentially prejudicing the competitive position of their suppliers, Canada Health Infoway is not in a position to provide the specific level of detail that has been requested on a contract by contract basis.
However, Canada Health Infoway has provided the following information. One hundred fifty-five contracts under $10,000 were signed between January 1, 2009 and October 21, 2009. The total value of contracts under $10,000 that were signed between January 1, 2009 and October 21, 2009 is $586,036.
Consumer Product Safety November 26th, 2009
Mr. Speaker, the Liberal leader should encourage the Liberal senators to pass Bill C-6, the Canada consumer product safety act. This bill is currently in a Senate committee where Liberal senators have been delaying clause by clause consideration since early November.
Without Bill C-6, our government does not have the authority to order a product recall when companies fail to act on safety concerns. Without Bill C-6, we do not have the tools needed to protect Canadians and their families.
The Liberal leader should encourage the Liberal senators to follow the fine example of all MPs in this House who passed it unanimously.
