Mr. Speaker, we have always said that in any international agreements to reduce global greenhouse gas emissions, all major economies and emitters must do their part.

With the United States and China accounting for 39% of the global greenhouse gas emissions, we are very encouraged to see they are taking action, as Canada emits less than 2%.

We will continue to play our part by reducing emissions here at home and working with our partners across the globe to establish an international agreement that includes all major emitters without introducing a carbon tax.

Mr. Speaker, our government is committed to protecting our environment. That is why we launched a new national conservation plan that would enable Canadians to conserve and restore land and water and enhance the connections between citizens and natural spaces.

We have also created two national marine conservation areas, three marine protected areas, three national wildlife areas, four national parks, and one national historic site. The total of the land we have protected is an area that is more than twice the size of Vancouver Island.

Mr. Speaker, our government is committed to protecting and preserving our rich biodiversity. We are quickly addressing the backlog and mess left from years of Liberal inaction. Thanks to our hard work and investments, we have posted a significant number of recovery strategies or management plans for a number of species over the last few years.

Mr. Speaker, we are very proud of our record. Again, we are a founding member of the Climate and Clean Air Coalition. We have made significant investments to help support green energy and infrastructure. We have one of the cleanest systems in the world. We have already regulated the transportation and electricity sectors and are planning to reduce HFCs, one of the fastest growing greenhouse gas emissions in the world. Thanks to these actions, carbon emissions will go down by close to 130 megatonnes from what they would have been under the Liberals, and without introducing a carbon tax by the NDP.

Mr. Speaker, again, we are committed to protecting the environment while growing Canada's economy. We are a founding member and major financial contributor to an international coalition taking real action on black carbon and methane. We have contributed $1.2 billion to developing countries so they can reduce emissions. This of course is over 100 projects in over 60 developing countries in Africa, Asia, Latin America, and the Caribbean. That is real action.

Mr. Speaker, yesterday I was proud to unveil the bell from the HMS Erebus, which had been recovered during this year's search for the Franklin expedition.

If the HMS Erebus is a treasure, then this artifact, this bell, is a treasure from within the treasure. The bell, which long ago signalled the passing of time and the change of the watch, will now serve to connect Canadians to our history and to our north.

This discovery would not have been possible without modern technology and the oral history of Inuit, equipped with this government's vision and determination.

This bell further proves that the Arctic belongs to Canada, the country of the true north, strong and free.

Since we formed government, we have created two national marine conservation areas, three marine protected areas, three national wildlife areas, four national parks, and one national historic site. We have done more than any other government. In fact, the total area of the lands that we have protected is an area that is nearly twice the size of Vancouver Island.

Mr. Speaker, our government's record is very clear. We have taken decisive actions on the environment, while we are protecting our economy. Everyone has to do their fair share, and we are seeking an agreement in Paris that would include all emitters and all economies.

Currently, Canada emits less than 2% of the greenhouse emissions globally. Building upon our record, I also announced a number of actions to reduce greenhouse emissions and pollutants from vehicles recently. We have also announced our intent to regulate HFCs, one of the fastest-growing greenhouse emissions in the world. We are accomplishing this without the NDP and the Liberal carbon tax.
