[COVID-19 Pandemic, March 25th, 2020]

Madam Chair, many Canadians are stranded abroad, worried and wanting to come home at the first opportunity. I would like to extend thanks to the Minister of Foreign Affairs for his collaboration and the information he has given in working with all of our colleagues in the House to get as many Canadians home as quickly as possible.

We also recognize that there are many Canadians abroad who may have to stay in place. I am wondering if the minister could give them advice and identify what kind of support his office could offer them.

Mr. Speaker, more needs to be done. All around the world major events are being cancelled and companies are proactively taking action to slow the spread of the coronavirus.

The NBA and the NHL have suspended their seasons. The International Olympic Committee is considering hosting the Olympics without spectators. Major companies like CIBC, Royal Bank and BMO are finding ways to introduce social distancing.

Will the government show leadership and introduce telework for federal employees?

Mr. Speaker, yesterday the World Health Organization declared the global COVID-19 outbreak a pandemic. Today the organization's director-general recommended a four-pronged strategy: first, prepare and be ready; second, detect, prevent and treat; third, reduce and suppress; and fourth, innovate and improve.

The scale and speed of transmission around the world is of grave concern to Canadians. What proactive measures is the government taking to implement this strategy to combat COVID-19?

Mr. Speaker, our economy is in trouble, and it is getting worse in all our key sectors. Energy projects are being abandoned, mining investment is fleeing Canada, automotive plants are being closed and aerospace revenue is in decline, but the government's failure to provide stability and security has sent a clear message that Canada is closed for business.

What is the Prime Minister's plan to stop six years of eroding Canada's economic foundation?

Mr. Speaker, our fiscal position is not strong and Canada's economy was grinding to a halt well before the coronavirus and the rail blockades.

The government's weak leadership and failed economic approach have created a crisis in confidence for companies wanting to invest and grow in Canada. Even Berkshire Hathaway, one of the most influential investment firms, is abandoning an energy project in Quebec because of the political instability created by the Prime Minister.

When will the government stop blaming everyone else and take responsibility for its role in the coming recession?

Mr. Speaker, Canada is on the brink of a recession, but the government pretends that everything is fine. Canadian stocks are crashing, with the biggest drop since 1987. For every dollar Canadian households bring in, they have $1.75 in consumer debt. Unemployment is higher than in most G7 countries and 76% of Canadians are worried about losing their jobs.

If the government will not accept that there is a problem, how will it ever work to fix it? When will the government abandon its failed economic policies and change course?

Mr. Speaker, illegal blockades continue to hold the country hostage, with no end in sight. By failing to lead, the Prime Minister has shown eco-radicals exactly how to delay, disrupt and ultimately defeat major energy projects.

Canadians are suffering. Over 1,500 people have lost their jobs and hundreds of millions of dollars in damage has been done to the economy.

Are the unelected, unaccountable radicals at the blockades in charge of the country or is the Prime Minister?

Mr. Speaker, the illegal blockades have held our country hostage for over 20 days and every day the situation gets worse.

The Prime Minister's weak leadership has emboldened these radical activists. They know that they can shut down bridges, highways and other critical infrastructure without consequence. Now they have shut down the Lakeshore West GO Train, preventing thousands of commuters from getting to work. The situation is spiralling out of control.

When will the Prime Minister end these blockades?

Mr. Speaker, the withdrawal of Teck Resources sends a devastating message that Canada is closed for business.

Despite meeting all environmental requirements and being a model for engaging with indigenous communities, Teck Resources cannot see a path forward. The Prime Minister's weak leadership has allowed the erosion of the rule of law, leaving companies with no choice but to abandon Canada.

Will the Prime Minister reverse course and create a country where critical national projects can be built or has destroying these projects been his plan all along?

Mr. Speaker, the Teck project would have contributed billions in revenue and created thousands of desperately needed jobs in Alberta and across Canada. However, Teck has withdrawn its application for the project, citing political unrest and public safety fears as shown by recent blockades.

Teck knows that the Prime Minister lacks the courage to defend Canada's economic interests. Worse, energy and resource companies know they are not wanted in Canada.

How will Canada attract investment and the jobs that come with it when we have a Prime Minister who will not get the job done?
