Business of Supply September 28th, 2006

Mr. Speaker, I would certainly agree with the hon. member when she says the Conservatives are afraid to address the real issues as they relate to the status of women. The government has a pretty awful record from what we have seen over the last couple of days, with a billion dollars in cuts.

I would like to ask the hon. member about the record of her own government. The Liberal government's record is nothing to write home about. For the past five years when the Liberals were in power they made no significant increases to the Status of Women budget.

Also, the Liberals failed to introduce pay equity legislation. There was a massive two year pay equity task force review. There were wide consultations and a 500 page report. The Liberal government did nothing to move on that very important task force report, which would have brought in new legislation to ensure that women get equal pay for work of equal value. Why did the hon. member's government do nothing on that score?

The Liberals again failed when it came to child care. The former Liberal government had 13 years to bring in legislation around child care. Nothing happened.

I think it is very interesting to have this debate today, because it is about a record. I would ask the hon. member to look at her own government's record when it was in power. She will see that women's equality actually decreased, not increased, under the Liberal government's watch. What is the member's response to that?

Canada Elections Act September 18th, 2006

Mr. Speaker, being a former municipal councillor I have always supported fixed election dates. It has never been an issue. People know when an election will be held. It is no big deal. B.C. has fixed election dates. I think it is about the only thing Gordon Campbell has done in B.C. that I agree with.

One group of voters that are ready and waiting for the next set election date are the voters of Vancouver Kingsway. They were denied the opportunity to send a message to their member of Parliament who betrayed them in the last election by switching parties. While I support set election dates, it is very unfortunate that the Conservative government has chosen to sweep under the carpet and ignore one of the most basic forms of voter accountability and democracy in our country and that is to ban floor crossing.

I would like to ask the member for Windsor—Tecumseh if he could comment on that. It seems to me that we cannot cherry-pick these issues. This is about democracy, accountability to voters and making our system work. The fact that the floor crossing bill never happened under the government is a crying shame and really betrays the voters of Vancouver Kingsway who have a right to say something about what took place there.

Chinese Canadians June 22nd, 2006

Mr. Speaker, today in Parliament we will witness a historic occasion, when the Government of Canada makes a formal apology on behalf of all Canadians for the racist and discriminatory policies that caused suffering and hardship because of the Chinese Head Tax and Exclusion Act.

I am proud that our party, the NDP, has never wavered in its support and commitment for an apology, and a fair and just settlement for head tax payer survivors, widows and descendants. Former NDP MP Margaret Mitchell first brought this issue to Parliament in 1984. We thank her for her commitment.

We also pay tribute and respect to those in the Chinese Canadian community: the Chinese Canadian National Council; the B.C. Coalition; ACCESS; and individuals such as Sid Chow Tan, Victor Wong, Susan Eng, and Charlie Quan, a head tax payer in East Vancouver. They have shown the courage of their convictions.

Today we honour the memory of the Chinese workers who gave their lives for the building of Canada's national railway, and the survivors and families who know that justice must be done.

Mr. Speaker, the third petition is from petitioners who wish to have the CRTC decline the application of 9 TV channels that are directly controlled by the Chinese Communist Party and stop them from being allowed to broadcast here in Canada.

Mr. Speaker, the second petition is from residents in the Vancouver and Victoria area who are very concerned about the practices in China against Falun Gong members. They call on the Prime Minister and the Canadian government to take investigative measures around the mass killing and organ harvesting in China and expose what is happening there.

Income Tax Act June 21st, 2006

Mr. Speaker, I rise on a point of order. I would like to advise the member that there has been no unanimous consent. There have been some discussions, but it has not yet gone to all parties. I have made it clear that we are prepared to support this motion if there is also an NDP motion dealing with recognition of Filipino Canadians. Mr. Speaker, in terms of the motion that is before us, I understand that the two members are opposed because it does not include the word “territories”.

I would seek unanimous consent to include “provinces and territories” because I think that is implicit in the motion. I would ask if the Conservatives would agree to that? It was their amendment.

Employment Equity Act June 15th, 2006

Mr. Speaker, I am pleased to speak in the House today on behalf of the New Democrats in response to the minister's comments as a result of the tabling of the Employment Equity Act annual report. I certainly agree with what the minister said. We have learned that diversity in the workplace makes us strong. This is the 20th anniversary of this important legislation.

I agree with other members who have said that to have legislation that lays out clear objectives and goals to ensure that the federal government is a major employer but also a federally regulated employer are actually meeting obligations for employment equity but diversity in the workplace is something that is important. It is not just something that can be done on a voluntary basis through goodwill. It has to be an established practice with rules, regulations and consequences. That has basically been what the Employment Equity Act has been about.

I was fortunate to participate in the previous five year review at the HRSDC committee. It was an interesting process and I learned a lot of things. One thing I learned is that, in actual fact, some of the private sector employers have done very well, like banks and airlines, because they have actually recognized from a business point of view the importance of having diversity in the workplace. Having women, visible minorities, aboriginal people and persons with disabilities in the workplace actually provides them with a better capacity to serve a diverse population, their own clientele. It was quite remarkable to see that large, federally regulated employers were making great advances.

Advances have also been made by the federal government in its very strict requirements about meeting obligations. However, a lot of work still needs to be done. This issue requires constant education within the workplace. There are still barriers, stereotypes and things that discriminate against visible minorities, women, persons with disabilities and aboriginal people. We must be constantly vigilant. It cannot just be an annual report. We need a process within the workplace to deal with systemic discrimination and the barriers that exist.

I would point out that there are some things that are very concerning. For example, as a result of some studies we know that approximately 25% of applications to the federal government are from visible minorities. However, the appointment rate is at about 10%. We also know that the number of people who leave is much higher.

There are some real issues in terms of what happens, one, in terms of people being hired and that barriers still exist and, two, what happens to people once they are within the public service with regard to promotions and discrimination that may not be overt but which is what we consider to be systemic discrimination.

The other thing that will be very critical in this review is to ensure there is a meaningful role and dialogue with unions that represent their members in the workplace. This was an issue in the last five year review. PSAC and other unions are dedicated and committed to employment equity and it is important to ensure they are fully involved in this review, in this process and in the ongoing practice of the implementation and enforcement of this act.

Employment equity, in its broadest terms, also deals with the issue of pay equity. I would note for the minister that we are still waiting to see the long awaited pay equity legislation. We know a report was tabled two years ago. This is a huge issue for women within the public service and women generally. We want to ensure the pay equity report is implemented by way of legislation because it is a critical component of employment equity.

Finally, in a broad policy context, as the member from the Bloc raised, if we want to talk about women's participation in the workforce, we need to address the issues of what it means to face a lack of child care accessibility and extraordinarily high child care costs.

We cannot divorce these issues. They are integral to the equality of women in our country. They are integral to employment equity. If our workplace is to be truly diverse and represent a qualified work pool, then we have to provide the resources and the supports that allow women to fully participate in the workforce.

Those are just some of the issues that we would flag. We are glad the report has been tabled. We look forward to the review at the committee and we will participate fully in it. We hope to strengthen and improve the federal government's employment equity act and make it a real tool of leadership that employers can follow to ensure there is fairness, justice and equity in the workplace.
