Madam Speaker, I want to build on my colleague's question around the marine protected areas. I am hearing concerns about the lack of clarity around what this means in marine protected areas. Could the minister provide some clarification for those who are concerned about next steps, moving forward?

Criminal Code September 21st, 2023

Madam Speaker, I am happy to stand today and speak in support of Bill S-205.

This bill, which would amend the Criminal Code with respect to interim release and other orders related to intimate partner offences, is a critical step towards addressing the pressing issue of intimate partner and gender-based violence in Canada.

About every six days, a woman in Canada falls victim to violence at the hands of her partner. This is not acceptable. Rising gender-based violence was already a crisis before the pandemic and things have only gotten worse. The number of women and girls killed in Canada from a male accused partner increased by 27% in 2022.

We also know that indigenous women and those living below the poverty line are more at risk of intimate partner violence and have less access to supports. The situation is so dire that cities across Canada, including Ottawa, Toronto and Kitchener, here in Ontario, have recognized intimate partner violence as an epidemic. To make matters worse, the Liberal government has only implemented two of the 231 calls for justice from the National Inquiry into Missing and Murdered Indigenous Women and Girls.

We know that because of a history of colonialism and racism, which continues today, unfortunately, indigenous women are even more likely to be victim of abuse than their non-indigenous counterparts. The calls to action need to be implemented today, and should have been implemented long ago.

Despite this epidemic of violence, the Liberals have cut $150 million from 600 women's shelters across the country. At a time when an epidemic of intimate partner violence is tragically higher than ever, it is most certainly not a time to make cuts to shelters for women and families fleeing violence. In my riding of Nanaimo—Ladysmith, I hear from women who remain in homes with partners who abuse them because they have nowhere to go. The few options that could be made available are too often full with long wait lists. Women fleeing violence need timely, safe and accessible options available when they need them.

To make matters worse, I speak with women who remain in unhealthy relationships with concerns and red flags of abusive behaviour because they cannot afford to leave. This is yet another example of ways in which the increased cost of living and lack of affordable housing is disproportionately impacting those most vulnerable in our communities. As more and more struggle to make ends meet, safe spaces are even more important and are inevitably in higher need.

I cannot reiterate enough the importance of people having access to their most basic needs, and when they do not, our communities as a whole feel the consequences. They need an affordable place to call home, food on the table, access to head-to-toe care including mental health supports, and a guaranteed livable basic income. We know that poverty and violence are undeniably interconnected.

When people are living happy, healthy lives through accessing their basic human rights as a bare minimum, we see less violence in our communities. The government has an obligation to take all necessary measures to protect women and to end violence. They should be providing a robust support system for all those escaping abusive relationships, but that is not what we see today.

While Bill S-205 contains measures that represent progress in supporting survivors of intimate partner violence and making our justice system more sensitive to the safety of women, gender-diverse individuals and children, New Democrats acknowledge that more must be done.

There are legitimate concerns from women's organizations, as an example, regarding electronic monitoring that must be heard and addressed during the committee's deliberations, notably, the reliability of these devices in rural and remote areas where Internet is not always accessible or stable.

I think about a quote from Martine Jeanson, founder of the Maison des guerrières, that I thought was particularly important for us to hear. She says:

Electronic bracelets may not be perfect, but the information they provide may be able to save a lot of lives. Bracelet monitoring isn't all flawed; there are lives that will be saved. It won't be the only thing women rely on, but right now, they have nothing to rely on. They can't see their abuser coming, whereas with this measure, they'll have a chance. However small this chance you are giving us may be, they'll have a chance to know their abuser is coming. If I had had access to bracelet monitoring, what happened to me would not have happened, no matter how likely it was to work.

It is clear that there are problems with electronic monitoring devices that need to be overcome, but if the device can save just one life, give one person a chance to flee to safety and provide a life-saving warning of their abuser being close by, these are problems that can be worked through.

Electronic monitoring has been proven to reduce recidivism and rates of intimate partner violence in the United States. I have an example we can look to. In Connecticut, counties using GPS monitoring saw a significant decrease in domestic violence-related murders since the implementation of electronic monitoring. Quebec, right here in Canada, also has electronic ankle monitoring to protect victims of domestic violence, since 2021.

Although this bill provides some help, it alone will not address intimate partner violence. This is why my NDP colleagues and I will continue to push the Liberal government to provide necessary resources for low-barrier shelters in urban, rural and remote communities; reverse the $150-million cut to women's shelters; and introduce timelines and targeted funding to implement all calls for justice from the national inquiry looking into missing and murdered indigenous women and girls and two-spirit people.

What is vitally important is that when women express fear, they are believed, and that timely and appropriate action is taken. Marnie Boers, a dedicated domestic abuse advocate in my riding of Nanaimo—Ladysmith, shared with me that women know their abusers best. Unfortunately, they have been too often navigating the abuse for many years. They understand well the risks, patterns and signs when things are escalating.

One pattern that is clear is that too many women become victims of domestic abuse after a separation. When women fear for their safety, they need to be taken seriously, and again, appropriate and timely actions must follow. We are seeing over and over again the dire and unacceptable consequences when action is not taken and women are not believed.

The changes resulting from this bill would significantly benefit survivors of intimate partner violence by ensuring that their safety and security needs are considered. Intimate partner violence is a national crisis. The statistics and the impacts on women, girls and two-spirit people are deeply troubling. We have a responsibility to act swiftly and decisively to prevent and eliminate intimate partner violence and support survivors. We know that Bill S-205 is a step in the right direction, but the work is far from over to begin saving lives.

Criminal Code September 21st, 2023

Madam Speaker, I really appreciated the many stories that were included from the survivors of intimate partner violence.

My question is around some of the challenges I have been hearing around the connectivity of the bracelets and how we best navigate forward, in particular what I have been hearing from those who live in rural communities. It is a challenge, of course, that I am certain, with appropriate resources, could be overcome. I wonder if the member is hearing similar concerns and any solutions that might provide the mechanisms for this to be more successful in those areas.

Strengthening the Port System and Railway Safety in Canada Act September 21st, 2023

Madam Speaker, Lori Desrochers and Pamela Fraser are two people have family members who perished in separate instances as workers for CN Rail. These deaths were not investigated by an impartial government or police investigation, but were investigated by CN Rail's own private rail police and corporate risk management. Since then, unfortunately, the families have received no justice and CN Rail has faced no consequences.

Does the member believe that railway corporations should be able to avoid being held accountable for the death and injury of their workers by investigating themselves?

Health September 21st, 2023

Mr. Speaker, natural health products need to be safe, effective and properly labelled. Over 80% of Canadians rely on these products as an important part of their daily health regimen, yet people are worried about the new Health Canada changes. They are concerned that health products will be more expensive and less available, with serious impacts on small business.

Will the Liberals assure people that natural health products will be available, affordable and appropriately regulated?

Inclusion of People with Disabilities September 20th, 2023

Madam Speaker, I am happy to stand and speak to Motion No. 78 this evening on the inclusion of people with disabilities, put forward by my colleague from Edmonton—Wetaskiwin.

This motion speaks to article 24 of the Convention on the Rights of Persons with Disabilities, which Canada signed and states a signatory “shall ensure an inclusive education system at all levels and life long learning directed to... Enabling persons with disabilities to participate effectively in a free society.” This motion calls on the federal government to ensure, when spending money on education domestically or internationally, that there is clear consideration given to the maximum inclusion of people living with disabilities, including people with intellectual and developmental disabilities..

I am happy to stand in support of this motion alongside my NDP colleagues, as it is clear that, despite Canada's signing on to this convention, Canada is not living up to this promise. I have spoken to my colleague who put this motion forward, and it is clear that his heart is in his work to ensure those living with disabilities are provided with maximum inclusion. As I have mentioned in this House before, I am a mother of two and a previous school board trustee, and I worked in education, mental health and addictions. As a single mother who very much understood what it was like to live paycheque to paycheque, my work focused on ensuring and fighting for access to basic human rights and supports so that everyone had access to equitable opportunities, including those living with disabilities.

In my former roles I saw first-hand so many dedicated individuals. To name a few, they were educators, parents, caregivers, volunteers and workers in non-profits doing all they can to fully support students, but the funding made available to students who need it is nowhere near enough. I have seen incredible people using collaborations and creativity to make ends meet, but unfortunately inadequate funding also means long wait times to access educational or health specialists and a lack of required supports.

Despite the Liberals' promise to people living with disabilities, school boards, provinces and territories are not provided with the necessary funds to ensure the supports, infrastructure and professionals required are in place to provide those living with disabilities the necessary supports to thrive. If the federal government were to truly follow through with its commitment to those living with disabilities, it would ensure the appropriate funding was in place from the onset instead of underfunding and downloading the responsibility onto provinces, territories, municipalities, school boards, first nations and regional districts.

Today I spoke with Stz'uminus First Nations' Chief John Elliot about the availability of supports for students living with disabilities at Stz'uminus Community School. Chief Elliot spoke to me about the need, desire and commendable work to support and set up all students for success at the school. It is clear there are many who are dedicated and working tirelessly to provide quality education and equitable opportunities. Despite this, all too often students living with disabilities are not receiving the level of supports required due to a lack of adequate funding.

Chief Elliot discussed the high need for supports at the community school with many students living with disabilities and the struggles that result from not having appropriate and adequate funding in place. Chief Elliot discussed with me the ways in which underfunding not only creates barriers in supports for students who need them, but also creates barriers in better understanding the challenges being experienced by students. This lack of access means delays in diagnosis, which we all know also means a delay in required supports.

There are so many items related to this motion that I can speak to today, but I would be remiss if I did not also speak to the importance of increasing Canadian grants for post-secondary students living with disabilities. My friend Anne is just one example I have spoken about before in the House. We attended post-secondary school together. Anne lives with disabilities and, with appropriate supports, thrived in post-secondary, completing her undergrad and then going on to complete graduate school, but the student loan that follows her to this day is completely unaffordable for the income she is making and the expenses required.

If we truly want to remove barriers for those living with disabilities, strapping a student loan to them at a time when they are trying to get ahead and to contribute to our communities in endless ways is not the way forward. It is time we saw the changes necessary that set people living with disabilities up for success, not debt for life.

I am certain my colleague would agree that in addition to Motion No. 78, there is much work to be done to support those living with disabilities. As the cost of living continues to increase, people living with disabilities are particularly hard hit.

My NDP colleagues and I know that people living with disabilities need help now. My NDP colleague from Port Moody—Coquitlam has been fighting tirelessly to have the voices of those living with disabilities heard. We know that the Liberals dragged their heels endlessly on moving forward with a national disability benefit, while people living with disabilities were unable to afford even the most basic of necessities: a roof over their heads, food on the table, life-saving medications and funds for transportation to appointments. I could go on.

There is no denying that if it were not for the work of the NDP, we would not have seen the much overdue national disability benefit become law. This never would have happened without the pressure of community advocates, those living with disabilities and their loved ones, with the NDP right by their sides ensuring their voices are heard here in Parliament and that decisions made about people living with disabilities include people living with disabilities.

This benefit is a huge win for so many, but now those living with disabilities once again wait. It is another long delay with uncertainty for people living with disabilities. We know that there are solutions that could be implemented. A vital national disability benefit that people need today is one. It is a benefit that people needed long ago.

If there continue to be delays on a national disability benefit, why are we not seeing the Liberals implementing an emergency relief benefit, or DERB? People living with disabilities deserve to be treated with the dignity and respect they deserve and to have access to the supports necessary to make ends meet.

We have seen that when all parties agree with a priority, we can make it happen. This is a priority. Enough with the delays; enough with the inaction. Let us do what is right for those who elected us to represent them and get the DERB into people's pockets, followed by putting in place the national disability benefit. People with disabilities need to see less delay from the Liberals, less inaction from the Conservatives and more solutions put into place by all members of this House.

I would like to talk a little about my experience in Nunavut. When I was in Nunavut last summer, I met with families living in Iqaluit. One family had a son who was living with a disability. They expressed to me the additional stress and burden they were experiencing from not having access to the health care they needed and not having access to the specialists they required to provide their son with the life that he deserved so he could thrive and be successful. It really spoke to the importance of not only an increase in health care transfers to provinces and territories, but also particular attention being paid to those in rural communities. Indigenous people on reserve, off reserve and in rural communities deserve to have access to health care to remain healthy and happy. This is just one example.

When I met with this young boy and his family, there was so much potential, but the family had to travel so far in order to access even the most basic necessities. I was reflecting on that while I was thinking of this motion and the importance of us having all of the things that people living with disabilities need to be successful and to have their basic needs met.

People living with disabilities need to have access to inclusive education. This we know for sure. That is why I am happy to support this motion. We also need to look at what people living with disabilities require and the ways in which communities will thrive: access to truly affordable housing, head-to-toe health care and a guaranteed livable basic income, to name just a few. Allowing people to access their basic human rights needs to be a priority for all of us.

Business of Supply June 21st, 2023

Madam Speaker, I always like to point out where we have common ground. One thing on which I definitely agree with the member is that people are struggling to make ends meet. However, the solutions seem to be where we differ. For example, why do we never hear from the Conservatives about taxing the ultra-rich large corporations? With consecutive Liberal and Conservative governments, we saw the corporate tax rate decrease from 28% in the year 2000 to 15% today.

When will we see the Conservatives finally call out large corporations and the ultra-rich to pay their fair share so that we can see that money go where it belongs? This seems like a good, tangible solution to move forward with.
