Questions on the Order Paper January 29th, 2018

With regard to the Disability Tax Credit and individuals who self-identify with type 1 Diabetes: (a) what percentage of individuals with type 1 Diabetes were (i) approved, (ii) rejected, for the Disability Tax Credit during the 2015-16 fiscal year; and (b) what percentage of individuals with type 1 Diabetes were (i) approved, (ii) rejected, for the Disability Tax Credit between May 2, 2017, and December 5, 2017?

Mr. Speaker, I have been accused on the other side of not understanding arithmetic, so I think I will help the Prime Minister on this one. Three per cent of small businesses is 45,000 small businesses in this country that, in the next two and a half weeks, will have to understand these rule changes and then implement corporate structure changes to their own businesses in order to be able to be on the right side of the CRA, and then the CRA will test to determine if it is reasonable what they are doing. This does not help anyone in this country. Will the Liberals withdraw these tax changes?

Mr. Speaker, in the announcement made today by the Minister of Finance, there is still one very troubling aspect of the small business changes, which is this. A married woman in a family business will now have to prove that she receives a dividend from that company. However, for a divorced woman, it is assumed she will receive that dividend from the same company. Therefore, from one feminist to another, how is that fair?

Mr. Speaker, the finance minister originally announced these changes in the dead of summer. Here we are, six months later, and this is the first time we are hearing when the details are going to be coming out. He said very soon in the fall, and today he is saying tomorrow. I do not know whether we can put actual stock in what we are going to be hearing tomorrow.

First he ruined summer, and now he is ruining Christmas for small business owners. When will the finance minister truly release the details of his tax plan and stop being such a Scrooge?

Mr. Speaker, in 20 days, the new taxes on small business take effect. These changes promise to have a significant impact on businesses, on their operations, and ultimately, on their bottom line, which means in the new year, owners of businesses are going to be making the choice between raising prices for customers or laying off hard-working employees. New year, same old Liberals.

With 20 days to go, will the finance minister stop trying to avoid the scrutiny of Parliament and finally disclose the details of his new tax?

Mr. Speaker, not only have the Liberals reduced advertising, but they seem to have reduced the comments period as well on small business tax changes.

Yesterday, I was in New Brunswick and talked to local businesses in Mactaquac, Florenceville, and Woodstock. They want this House to know that they usually plan their business strategy a year in advance, and now they are faced with 25 days before the introduction of incredibly difficult and complex tax changes. A lot of them are already struggling this year as it is, and now they have this to worry about over the Christmas holidays. Will the Liberals provide the details today so that small businesses have a chance to plan?

Mr. Speaker, because this is my first opportunity to address the member directly, I want to say that we know full well on this side of the House how much of a fighter he is, and we want to wish him well.

However, I am still going to make him answer tough questions.

The Minister of Finance announced these changes this summer, and he really thought that Canadians would not notice. Unfortunately, what the Liberals encountered were vast protests and huge opposition. However, they are still pressing ahead with this tax increase on January 1, as the minister said.

Today it was reported that the Liberals have spent more than $2.2 million on talent fees. This kind of overspending is exactly why they have to raise taxes on small businesses. Is the Minister of Finance really raising small business taxes so that he can pay the $2 million bill for actors they hired to promote their government?

Mr. Speaker, the Liberals have committed to implementing new taxes that promise to have a significant impact on the operations of small businesses in Canada. These changes are expected to take effect in less than month. The problem is that there are still no details. We know that small businesses are the backbone of the country. They deserve our respect. They deserve a plan. Will the Minister of Finance and the government please indicate when they will be introducing the changes in specificity?

Mr. Speaker, I do apologize. I appreciate the interjection on that.

The reality is that it is a full month later and we still have zero details on what the implications are going to be of these tax changes that the Liberals are ramming through our system. These changes have real consequences on people, on their payroll, and on how much rent they are going to pay on January 1. They deserve a plan.

I know the minister is a little preoccupied with his ethical lapses, but perhaps he should step aside so we can get some real answers for Canadians.

Mr. Speaker, on November 1, the Minister of Finance told a Senate committee that the details would be forthcoming. Perhaps the Minister of Fisheries and Oceans should review what his other minister said, since he does not want to show up these days to answer questions in the House of Commons.
