Transport June 5th, 2014

Mr. Speaker, I appeared before a committee of the whole on May 7 of this year to answer just these questions with respect to GM and I am happy to answer questions here in question period every single day.

We know that GM Canada issued the recall as soon as they told us they had received that information to do so. If that is not the case, we will prosecute to the fullest extent of the law.

Questions on the Order Paper June 5th, 2014

Mr. Speaker, with regard to (a), Florence Manufacturing, a wholly owned subsidiary of Gibraltar Industries Inc., has been awarded a contract for the short-term supply of community mailbox equipment to Canada Post.

With regard to (b), the requested information is financial and commercial in nature and has always been treated as confidential.

With regard to (c), on July 26, 2013, Canada Post issued a request for information, or RFI, to identify existing and available community mailbox equipment that would meet Canada Post’s short-term requirements. The RFI was issued in accordance with NAFTA obligations and was made publicly available to all potential suppliers through MERX. The names of the unsuccessful suppliers are considered confidential.

Following the finalization of the new equipment design for the long-term requirement due later this year, Canada Post will issue a request for proposal, an RFP, on MERX under NAFTA for the manufacture of the new equipment design.

With regard to (d), Canada Post did not remove information about the awarding of the contract from the MERX tendering website.

Rail Transportation June 4th, 2014

Mr. Speaker, I want to thank the hon. member for the question. Indeed, the Transportation Safety Board of Canada is looking into this derailment. We will wait for the authorities to determine what the cause was in this case of the derailment of the grain.

With respect to any future plans of any railway, we do expect that any operator is going to abide by the Railway Safety Act and the Transportation of Dangerous Goods Act. This government has acted since 2006 to strengthen both of those acts, increase the number of inspections, and increase the number of inspectors to ensure that these goods can move safely.

We believe in preventing derailments. We want to respond to them quickly, and we want to make sure the polluter pays at the end of the day.

Transportation June 4th, 2014

Mr. Speaker, this government is unprecedented in its support of Marine Atlantic, totalling $1 billion in the past six years in its costs, both in terms of capital and its operating costs.

We encourage Marine Atlantic to continue the great work it does of transiting people across to Newfoundland and, of course, making sure it does so in a responsible way, managing the taxpayers' dollars.

Mr. Speaker, our government has taken concrete action in bringing in regulations to make vehicles safer and ensuring that safety tests are improved for our kids specifically.

Just as important, we develop and we work with other organizations on awareness programs. One of them is one that I attended this morning at Nepean High School for Parachute Canada about distracted driving. I can say that we heard from Kathryn Field, whose son Josh died as a result of one second of looking at his cellphone. I encourage all members to be proud. This government will continue to work with leading organizations like Parachute on texting and driving and making sure that our kids are safe.

Mr. Speaker, as the hon. member knows, on May 7, before we rose for recess, I was in committee of the whole for four hours, where I answered questions on this precise topic. The answer is exactly the same.

My officials were asked to ask GM Canada officials when they knew of the defect. They told them they knew of the defect just prior to the recall that they announced in Canada. If we find out that is not the case through the ongoing investigations, they will be held accountable under the Motor Vehicle Safety Act.

Mr. Speaker, the safety of Canadians is Transport Canada's top priority. Indeed, car companies are required by law to inform Transport Canada when they know of a defect and a recall that has to happen.

There is no evidence that GM Canada knew anytime prior to the actual recall of the problem associated with this device. However, should information come out from the investigations, which are ongoing, that this is not the case, we will ensure that GM Canada is held to full accountability.

Air Transportation May 26th, 2014

Mr. Speaker, I think I have something everybody in the House is going to want to hear, and I think they are going to like it, too.

I was able to announce today that we have lifted the exemption for the use of personal electronic devices from gate to gate using Canadian airlines. This is very similar to what is happening in the U.S. and in Europe right now. It is great for Canadian families. It is great for Canadian business. I am very pleased to be able to announce it today.
