Rail Transportation January 27th, 2014

Mr. Speaker, the reality is that our government supports a VIA Rail system that provides excellent service to passengers, but at the same time is respectful of the efficient use of the taxpayer dollar.

Unfortunately, VIA has to make decisions all the time when it comes to the provision of passenger service, based upon the volume of people utilizing the service. I encourage the member to talk to VIA about the provision of service, and I would like to thank the member for his question.

Mr. Speaker, VIA is an independent corporation from the Canadian government, and as such it takes its own decisions when it comes to the provision of services across this great country.

However, that being said, I am very proud that we do have great outreach, both within Transport Canada and my office as well, in talking to Canadians across the country. I can say one thing, that we do listen and do hear what people are saying.

However, the fact of the matter is that if people are not utilizing the service, it is not for the rest of the country to supplement it.

Mr. Speaker, the Transportation Safety Board was set up as its own entity in order to be able to do the investigations that it can do at arm's length from the Parliament of Canada.

Indeed, it was the board that set the definitions for the reporting of any incidents. That is why it is appropriate that CN work with the Transportation Safety Board of Canada to ensure that the appropriate incidents are being reported, and since that time in 2007, that has been the case.

Mr. Speaker, the reality is that the Transportation Safety Board did note that there was a discrepancy in the number of incidents that were being reported by CN. The board approached CN in 2006. They sorted out what should be reported, and since that point in time in 2007, the appropriate incidents have been reported.

I commend the TSB for its great work in the matter.

Questions on the Order Paper December 3rd, 2013

Mr. Speaker, Canada port authorities, such as the St. John’s Port Authority, operate at arm’s length from the federal government and on a commercial basis, within the parameters set by the Canada Marine Act and associated regulations and their individual letters patent.

Each Canada port authority has an independent board of directors that is responsible for determining the port authority’s strategic direction and overseeing the port authority’s operations. The St. John’s Port Authority is responsible for determining its capital projects and how these are financed and implemented.

Questions regarding the St. John’s Port Authority’s current and future port infrastructure projects and the associated commercial arrangements should be directed to the port authority.

Air Transportation December 2nd, 2013

Mr. Speaker, in both of these cases the exact same process and procedure was followed, and that was to consult with the local municipality or the local government with respect to the proposed aerodrome.

In the case of Alberta, we heard very clearly from the municipality and from the county that they had concerns about it.

In the case of Neuville, in fact a memorandum of understanding was signed with the operator of the aerodrome, accepting this aerodrome in the area.

Quebec Bridge December 2nd, 2013

Mr. Speaker, the hon. member is absolutely correct. The owner of the bridge is Canadian National. That is who is responsible for the maintenance and safety.

However, to ensure that this commitment of Canadian National is backed up, the government has initiated litigation. That litigation is currently under way, and we are demanding that CN fully restore this bridge.

Aviation Security December 2nd, 2013

Mr. Speaker, the standard of one flight attendant for 50 seats is actually used in the United States and Europe and that is what is carried every day. In fact, it is a ratio that is endorsed by the International Civil Aviation Organization.

However, in this case, there is outstanding litigation and as such we cannot comment any further.

Mr. Speaker, I have made it absolutely clear to the industry, through a protective direction, that we expect this crude oil will be labelled appropriately when it comes through Canada. If there is information out there that people are not doing what we put in our protective direction, we expect them to let Transport Canada or the authorities know so we can prosecute accordingly.

Mr. Speaker, we have invested in rail safety in this government: over $100 million. We have increased the number of inspectors, and indeed last year the number of inspections was 30,000, the highest ever in this rail safety directorate. We are getting the job done.

More important, we are firmly on the side of Canadians. The Federation of Canadian Municipalities absolutely gets that, and I value its partnership.
