Mr. Speaker, indeed I did see the Globe and Mail this morning.
This government is working to ensure our aid is efficient, effective and focused. We want to ensure our assistance is getting into the hands of real people.
Our new aid effectiveness agenda is focusing assistance on food security, children and youth, and sustainable economic growth. We want to ensure our assistance is getting into the hands of those who need it the most.

Mr. Speaker, the minister has been quite clear on this matter. The project put forward by KAIROS did not meet the government's priorities.
Unfortunately, we cannot fund every project that comes along. We continue to work with the KAIROS partner organizations, like the United Church of Canada, the Lutheran World Relief and the Mennonite Central Committee, to name but a few.

Mr. Speaker, I am a very privileged Canadian who has been to Forillon National Park. I spent a week there camping with my family in the mid-1990s. We enjoyed our time there so much so that we postponed our tour of Prince Edward Island to stay a little longer and enjoy the wonderful environment.
Some years before I was there, the federal government had made a considerable investment in Forillon Park because of the Canada Games that took place in Quebec. The government put in swimming pools. There is a hiking trail that goes out to the lighthouse. There is a museum that has the story of the cod fishing that took place around the Gaspé years ago. There are a number of walkways that go down through the park to some beautiful waterfalls. So jobs have been provided.

Mr. Speaker, our government is bringing real accountability to development funding to ensure that taxpayer dollars bring real results.
Canadian International Development Agency staff have been working with the Canadian Teachers' Federation for the last six months to help it adapt its program to the funding criteria. CTF knows full well why the agency refused its proposal.

Mr. Speaker, as I said yesterday and last Friday, this decision was made at the program level in the agency. We understand that agency officials expressed concern with CTF regarding a lack of focus, a lack of sustainability and a lack of budgetary information.
CTF is more than welcome to address these issues and to apply for funding under the new call for proposals.

Mr. Speaker, ultimately, we all want the same thing. I know the opposition is attempting to turn this into a purely partisan attack but I certainly give Canadians much more credit than that.
We want to ensure that our aid is efficient, effective and accountable. We want to ensure that the money we put into programs is getting to those who need it the most. We want to ensure that our aid is going to real people on the ground where it can truly make a difference.

CIDA staff have been working with the Canadian Teachers' Federation for the last six months to help it adapt its program to the funding criteria. We do not write blank cheques.

Mr. Speaker, as I mentioned earlier, the department turned down this project because there were holes in the application. The Canadian Teachers' Federation has been told how it can fix these problems and has been encouraged to reapply.
