Mr. Speaker, I was very pleased to hear the critic for western diversification talk about the importance of shipping and this legislation for western Canada. It was really great to hear the member speak about how important it is for our economy. He cited agriculture and potash mining, which is in my riding. I was very pleased to hear the importance he placed on the economy.
Looking at the whole picture of rail, would he deem the railway an essential service?

Safe Drinking Water for First Nations Act November 26th, 2012
Mr. Speaker, the commitment of $330.8 million over two years was through the economic action plan. This was to help sustain progress that was made to build and renovate water infrastructure on reserves. Between 2006 and 2014, the Government of Canada has invested approximately $3 billion to support the delivery of water and waste water services in first nations. This was all done after a comprehensive assessment was done. Independent engineers inspected 1,300 drinking water and waste water systems. This was more than 800 wells and 1,900 septic systems. A more rigorous and comprehensive independent assessment surveyed 97% of drinking water and waste water systems on first nation lands.
I do not see how the member can even suggest that the government has not made a priority of water and waste water on first nations and reserves. I do believe the government has been consistent, while the New Democrats have been very inconsistent in the way they vote. The NDP never demonstrated any will to help these people when it came to voting on the economic action plan investment.

Protecting Canada's Seniors Act November 5th, 2012
In that case, Mr. Speaker, the member suggests that we have not acknowledged elder abuse. However, we have established a federal elder abuse initiative, and it was to raise public awareness. In 2008, we announced $13 million to assist seniors to recognize the signs and symptoms of abuse.
I would like to know if the member was aware of that.

Mr. Speaker, I have a question about the Criminal Code providing a broad range of offences that apply equally to protect all Canadians, including elderly Canadians—for example, the offence of assault applying equally to protect anyone regardless of whether the victim is male or female, able-bodied, disabled, young or old.
I wonder if the member would like to comment on whether he agrees that the broad range of offences do apply equally to seniors and we do not necessarily have to be targeting elder abuse, creating specific offences for elder abuse.

Jobs and Growth Act, 2012 October 29th, 2012
Mr. Speaker, I met with a group of manufacturers, and they gave me a booklet, Our Future, talking about an action plan for Canada, driving investment, creating jobs, growing exports. They have a record of generating a lot of money toward our economy: $166 billion in GDP, $280 billion in exports.
Throughout the booklet they demonstrate that manufacturing matters, and they talk a lot about productivity. They talk a lot about investment, but they also talk a lot about streamlining regulations.
In one area they were talking about a recent study on macroeconomic impacts of federal regulation. The manufacturing sector concluded that 2,183 unique regulations have been imposed upon the manufacturing sector, with regulation-imposed costs across the entire sector. They say that the output could be reduced by $200 billion to $500 billion.
I want to know if the member has met with the manufacturers, the CMC, to talk to them about streamlining regulations. The CMC believes that science-based research is important, but it is important to streamline regulations.
