The Budget April 18th, 2024

Mr. Speaker, I have the pleasure of serving with my colleague on the HESA committee.

When we talk about affordable housing and affordable rental units, we are talking about affordable housing and rental units for everyone, whether for a senior, a young couple or for an individual. We are not making any distinction among those demographics. By making sure that affordable rental units and affordable housing are available to everyone, by default, we are including seniors as well.

The Budget April 18th, 2024

Mr. Speaker, we are not doing the same thing over and over again. If the member looks at it, starting back in 2016, we made a historical investment, and we continue to do that.

We also introduced partnerships with the provinces and territories. When it became clear that we needed other partnerships, such as the municipalities, we started working with them. When it became clear that we needed to remove the red tape, we started working on that.

We have been working consistently on that, looking at what we need to focus on and introducing new programs.

The Budget April 18th, 2024

Mr. Speaker, at the outset, I would like to inform the House that I will be sharing my time with the hon. member for Ottawa Centre.

I am proud to rise as the member of Parliament for Richmond Hill to speak to the urgent action in budget 2024 that would help Canada build the homes needed to restore fairness for every generation.

Last week, our government released Canada's ambitious plan to build homes by the millions, to support renters and to lower the costs of home ownership so that no hard-working Canadians have to spend more than 30% of their incomes on housing costs.

With budget 2024 and with Canada's housing plan, we are going to do whatever is necessary to put money on the table to build more affordable housing, to create the market conditions necessary to get more homes built and to change the way that cities build homes.

We will restore the promise of a Canada for everyone once again.

Over the next part of my speech, I am going to focus on four major areas: building more homes faster, supporting home ownership and renters, building homes on public lands and building the infrastructure communities need to build more homes.

I will first speak about building more homes faster. We know higher interest rate environments have made it difficult to build homes. That is why we are proposing significant action in budget 2024 to boost the housing supply and to remove the areas that often slow down the construction of new homes. For example, we are reviving and modernizing Canada's post-war housing design catalogue, which will provide blueprints that can be used across the country to speed up the construction of new houses.

Budget 2024 proposes to allocate more than $11 million in 2024-25 to support the development of this catalogue for up to 50 housing designs, including row housing and fourplexes that provinces, territories and municipalities could use to simplify and to accelerate housing approvals and builds. This first phase of the catalogue will be published in the fall of 2024.

Speaking of supporting municipalities, our $4 billion housing accelerator fund is already cutting red tape across the country with 179 agreements with provinces, territories and municipalities, with Richmond Hill being one, enabling the construction of over 750,000 new homes over the next decade.

To continue the momentum, budget 2024 would top-up this program with an additional $400 million to build more homes faster from coast to coast to coast. As well, to help developers get the capital they need to build more rental homes, we are also topping up the apartment construction loan program, or ACLP, with $15 billion, starting next year.

This proposed investment alone would help build more than 30,000 additional new homes across Canada, bringing the program's total contribution to over 131,000 new homes by 2031.

We know there is no single player who can fill Canada's housing shortage on his or her own. That is why we need to take a team Canada approach to getting this work done for Canadians. That means all of us working together and using every tool in our tool kit to get more homes built much faster.

To that effect, budget 2024 announces Canada builds, which would help to leverage the ACLP so that we can better partner with provinces and territories to build more rental housing across the country. Truthfully, we could not do any of this without Canada's builders, carpenters, construction workers and similar tradesmen. They are incredible people who love their jobs, who are good at them and to whom we should all be grateful because we cannot build homes without them.

To help train and recruit the next generation of skilled workers, budget 2024 proposes to provide $90 million over two years for the apprenticeship service program to help create placements with small and medium-sized enterprises for apprentices. Ten million dollars over two years is also being proposed for the skilled trades awareness and readiness program to encourage Canadians to explore and prepare for careers in the skilled trades.

In addition, budget 2024 proposes to provide $50 million over two years for a foreign credential recognition program, at least half of which would be used to streamline foreign credential recognition in the construction sector to help skilled trades workers build more homes.

We need to do everything we can to make it easier to build homes more quickly and more cost-effectively, and the measures I have just outlined are exactly those.

Now, I will go on to the second area of my speech, which is supporting homeowners and renters. Young Canadians, including my son, in my own community of Richmond Hill and across Canada are struggling to find housing that fits their budgets. That is why the government launched the tax-free first home savings account and why, in budget 2024, we are taking action to unlock additional pathways for young renters to become homeowners and to protect middle-class homeowners from rising mortgage payments.

To help first-time homebuyers keep pace with the rising housing costs, budget 2024 announces our intention to amend the Income Tax Act to increase the homebuyers' plan's withdrawal limit from $35,000 to $60,000. This budget also proposes to temporarily extend the grace period, during which homeowners are not required to pay their homebuyers' plan's withdrawals to their RRSP, by an additional three years.

This first measure will enable first-time homebuyers to save up to $25,000 more for their own down payment faster. For a couple who withdrew the maximum in 2023, extending the grace period could allow them to defer annual repayments as large as $4,667 by an additional three years.

Thanks to the new Canadian mortgage charter, more Canadians know about the fair, reasonable and timely mortgage relief they can seek and receive from their financial institutions. Budget 2024, aims to enhance the charter by enabling first-time homebuyers purchasing newbuilds to get a 30-year mortgage amortization, among other enhancements. The government will bring forward regulatory amendments to implement this proposal.

Additionally, budget 2024 proposes to call on banks, fintechs and credit bureaus to prioritize tools that allow renters to opt in to reporting their rent payment history to credit bureaus so that they can strengthen their credit scores when applying for a mortgage.

We are all committed to protecting the rights of tenants and to ensuring that renting a home is fair, open and transparent. For that reason, budget 2024 proposes actions to protect the millions of Canadians who rent and who have been exceptionally impacted by recent drastic rent increases.

I now move on to the third area, which is building homes on public lands. Our government is redoubling our efforts to build homes wherever and whenever possible in the face of Canada's housing crisis. We are accelerating and streamlining the process of converting surplus federal properties into housing, and we are continuing to work with Canada Lands Company to enable the construction of additional housing units.

In conclusion, our focus as a government is on building more homes at a pace and a scale not seen in generations to restore fairness and affordability for every generation. I hope my hon. colleagues will support us in this incredibly crucial work.

Oral Health Month April 10th, 2024

Mr. Speaker, I am pleased to announce that April is Oral Health Month, featuring National Dental Hygienists Week from April 4 to April 10. This annual event is sponsored by the Canadian Dental Hygienists Association and focuses on the importance of maintaining good oral health practices and helping Canadians understand the role of the dental hygiene profession in preventing and addressing oral health issues. Over 31,000 dental hygienists nationwide celebrate this week under the theme “Oral Health for Total Health”, highlighting that taking care of our mouths, teeth and gums has a positive impact on other aspects of our lives.

As the federal government rolls out the new Canadian dental care plan, which has a focus on preventative care, dental hygienists will play a front and centre role to help improve oral health outcomes for all Canadians. This April, let us help everyone in Canada learn about oral health for total health.

Pandemic Prevention and Preparedness Act March 19th, 2024

Madam Speaker, I am thankful for the opportunity to speak to my support for Bill C-293, an act respecting pandemic prevention and preparedness.

Allow me to begin by recognizing and thanking the exceptional efforts of various health centres, health care workers, and compassionate individuals and organizations in my riding of Richmond Hill to safeguard the health and safety of Canadians throughout COVID-19.

First, I would like to recognize the efforts of long-term care health centres, notably Mariann Home in Richmond Hill, for their unwavering protection of our seniors and vulnerable community members during the pandemic. It is truly commendable that not a single long-term care facility in Richmond Hill lost a resident to the pandemic, which is a testament to their vigilance.

Second, I would like to recognize the immense contributions of our health care heroes, the doctors, nurses and workers, at the Mackenzie Health hospital in Richmond Hill and the dedicated team of health care professionals at Richmond Green facility, which was pivotal in administering vaccines across the community during the pandemic.

Third, I would like to thank the great compassion and generosity demonstrated by Richmond Hill residents and organizations, such as the New Canadian Community Centre and Canada China Trade Innovation Alliance, which donated personal protective equipment, masks and other supplies to hospitals and care centres across Canada.

Last but not least, I would like to recognize and thank all of our frontline workers who confronted high risks of COVID-19 exposure to continue providing critical, everyday services for our communities. These are our grocery store workers, police and firefighters, public transportation workers, small business owners, and social service workers.

I am so proud to speak of all the commendable efforts and hard work within the Richmond Hill community in safeguarding the health and safety of Canadians during the COVID-19 pandemic. Their contributions have inspired and guided our government's response over the last four years to the largest public health emergency we have experienced over the last 100 years.

I am also pleased to note that, as a member of the Standing Committee on Health, I had the opportunity to study the clauses of this bill in depth to ensure it would provide the best outcomes in protecting the health and safety of Canadians in preparation for future public health emergencies.

With all that being said, I am speaking to this bill today because it intends to achieve what has become particularly important to our government and to Canadians since the height of the COVID-19 pandemic, which is how we can deliver a system, in collaboration with provinces, territories, and health care partners, that would work to effectively prevent and prepare Canada for future pandemics.

Allow me to begin now to outline the three requirements that Bill C-293 would establish for the Minister of Health to create a strong federal response and preparedness plan. First, it would establish an expert review of Canada's COVID-19 response. Second, it would develop and regularly update a pandemic prevention and preparedness plan. Third, it would appoint a national pandemic prevention and preparedness coordinator to oversee and implement the plan.

The first requirement would be to establish an advisory committee to review Canada's response to the COVID-19 pandemic within 90 days of the act coming into force. The government has benefited from and taken actions in response to various reviews and assessments on Canada's pandemic response, including a number of COVID-19-related reports from the Office of the Auditor General of Canada. For example, based on lessons learned, the Public Health Agency of Canada has made progress on strengthening public health assessments and early warnings of public health threats, managing Canada's national emergency strategic stockpile of medical assets, and improving the collection, access, sharing and use of public health data in collaboration with provinces and territories.

These are just a few examples of where advancements have been made in addressing recommendations for improvement that would equip Canada to deal with future public health events more effectively and achieve better health outcomes for all Canadians.

I will now touch on the second and third requirements. The second requirement that the Bill sets out is for the Minister of Health to establish a pandemic prevention and preparedness plan within two years of coming into force. The development of a pandemic prevention and preparedness plan must leverage existing plans, recognize and address jurisdictional implications, and allow for a flexible, adaptable approach to emergency response and preparedness efforts, as every pandemic is different.

Lastly, the third requirement would be the appointment of a national pandemic prevention and preparedness coordinator. Their role would be to coordinate the previously mentioned activities under this proposed act. The Public Health Agency of Canada is currently working with key partners to incorporate lessons and practical application from the COVID-19 experience in Canada and internationally to support a robust approach to managing future health emergencies, including testing and updating preparedness plans.

It is also important to keep in mind that we must continue to work closely with provinces and territories, which are at the forefront of the health system in Canada and are responsible for implementing public health interventions within their jurisdictions.

Before concluding, allow me to touch on a key component of this bill, which is the adoption of a One Health approach. One Health recognizes that integrating science and expertise on human, animal, and environmental health is essential to understanding, preventing and responding to pandemics. To protect our own health, we must recognize how intertwined it is with the health of animals and the environment. This has been a very important concern of my constituents in Richmond Hill.

We fully support this approach, as it is one that is based on science and evidence. This has been integrated by the Public Health Agency of Canada into all its activities, thus helping to preserve the well-being of humans, animals and the ecosystem we all share.

In closing, protecting the health and safety of Canadians remains a top priority for our government in both the short and long term. This includes ensuring preparedness for future pandemics and global health events. That is why we are supportive in principle of several key elements underpinning this proposed legislation.

Once again, I thank the House for the opportunity to discuss Bill C-293 and highlight what the government is doing regarding pandemic prevention and preparedness.

Madam Speaker, it is true that consulting services have ballooned over the last eight years we have been in power, but we have to be able to clearly explain to Canadians why this has happened. It has happened because our government has a very clear vision around where we want to take Canada. For that to happen, we need to make sure that as we transition our department and roll out a digital strategy, we have the best practices and the benchmarks to be able to ensure the pathway we develop for that transition is the right pathway. Where most of these consulting services have gone is to making sure we understand which jurisdictions are the best, where we need to benchmark and get data, and how to develop a path forward. That is where the money has been spent, and that is where the value of the money is, because we have a clear vision of where we want to take Canada.

Madam Speaker, very much as my hon. colleague is proud to represent her constituents, I am also proud to represent my constituents of Richmond Hill.

The statement that was just made was not completely factual. The fact of the matter is that when the investigations were done, whether it was by the Auditor General or the procurement ombudsman, they clearly indicated that any time they requested documents, the government, the department, was forthcoming with all the documents that were available. The statement just made is misrepresenting what the government has done and also misrepresenting the results of the investigation. As such, the member is misrepresenting the facts to the Canadian people.

Madam Speaker, that is the essence. The essence was that there were practices in procurement that fostered a two-man company, dating back decades, to find ways to become a preferred client of the Government of Canada and through that preferential treatment being able to source resources, individuals, to serve whether it is this government, the government before or the department during the time that is needed.

It goes back to what we should be doing, and I hope we will do it, which is re-evaluating our procurement processes so it is not such a lengthy time, and also accounts for other individuals who actually do the work to speed up the process of engaging with the government.

Mr. Speaker, let me summarize what I talked about during the first minutes of my speech.

I talked about the fact that the ArriveCAN application could not have been developed for $80,000, but it should not have cost $60 million either. We talked about the paper cost of this application. Had we processed 60 million transactions, it would have cost $180 million. We talked about the valuation of an application as such. If it were an e-commerce application, transactions at the transactional level, it would have been hundreds of millions of dollars.

This perspective is vital in understanding the true value of ArriveCAN. The app's development cost, while substantial, represented just one aspect of its overall contributions. The efficiency, safety and economic benefits it delivered during a critical time offers a more comprehensive picture of its value to Canada and its citizens.

Our commitment to rectifying the identified shortcomings in the ArriveCAN project extend beyond mere acknowledgement. The departments are actively implementing measures to enhance the procurement and project management practices to prevent such discrepancies in the future. These efforts are crucial in restoring public trust and ensuring that taxpayer funds are utilized effectively and responsibly.

We recognize that there is more work to be done. The journey toward improving our procurement processes and ensuring the efficient use of public funds is ongoing. However, it is important for Canadians to know that these steps toward corrective action are not merely planned; they are already in motion.

As we move forward, we will continue to support the ongoing work of investigators and auditors. We welcome their recommendations and are committed to implementing them to strengthen our procurement practices further. The Government of Canada remains resolute in its pledge to uphold the principles of accountability, transparency, process integrity and value for money in all its endeavours.

Let me reiterate our unwavering dedication to learning from the ArriveCAN experience. Our goal is to ensure that our responses to any challenges are both effective and aligned with the prudent management of public resources.
