Mr. Speaker, let me say what it is the government is trying to do. In the previous government, we had a program that was the foundation to start the journey and be successful. The current government is providing funding. Through the Canadian Institutes for Health Research, the Government of Canada has invested more than $39 million in autism research over five years. I commend the previous government, and I acknowledge that the current government is continuing to do that. The investment contributes to providing the research and evidence needed for the development of new tools.

We also invested $8 million in 2015-16 in ASD research and invested another $5.3 million in 2016 for research at the Hospital for Sick Children.

We now are entering the second phase, which is providing new funding. The third piece of the puzzle is collecting information so we can ensure that going forward, the funds are properly allocated, and the programs evolve working with the provinces and territories.

I appreciate the opportunity to speak today about autism spectrum disorders.

The Government of Canada recognizes that autism spectrum disorder, or ASD, has serious health, social and financial consequences for individuals and families. Indeed, we must all be prepared for the challenges presented by the increasing number of children being diagnosed with ASD if we are to help them live healthier and more productive lives.

I acknowledge the effort across the country to support those who living with ASD. Often, much of the support comes from the health care, education and social services sectors. While these domains are under the responsibility of the provincial and territorial governments, federal investments in data collection, in research and innovations, and in skills training contribute to the improved services and programs.

An essential aspect in supporting these front-line efforts is obtaining a clear understanding of the magnitude and characteristic of ASD, both across regions and over time.

Many of us know there are public concerns about increases in the number of Canadian children and youth with ASD. While research supports the conclusion that ASD diagnosis are rising, we do not currently have comprehensive data for Canada. Thus, we lack the building blocks nationally that will allow us to accurately report on how many people are living with autism and how many new cases are emerging.

This is a gap that the governments are working together to address, and the work is well under way. Complete valid, timely, and representative prevalence estimates on the number of Canadians with ASD are needed to take an informed and calculated action. This is why we are building the national autism spectrum disorder surveillance system, or NASS. The NASS is led and coordinated by the Public Health Agency of Canada in partnership with provinces and territories.

This system collects anonymized annual information on children aged five to 18 who have ASD. The information is from a range of sources, including administrative records from health, education, or social services sectors. The complexity of this undertaking means that we must work in co-operation with different levels of the government and across sectors.

At its core, the NASS is a collaboration of federal, provincial and territorial governments, working together with other stakeholders, to build a comprehensive pictures of ASD in Canada.

For example, in my riding of Richmond Hill, we will soon be opening a centre in support of autism. It will be opened by Reena, a non-profit organization that promotes dignity, individuality, independence and personal growth, and community inclusion for people with development disabilities, including autism.

The key objectives for NASS surveillance system are: to estimate how many Canadians have ASD and how many new cases are emerging over time; to describe the population of Canadians with ASD and compare a pattern within Canada and internationally; to better understanding the impact on Canadians with ASD; to increased public awareness and understanding; and to informed policy and program decision-making.

As noted earlier, the development of NASS is a substantial undertaking that continues to depend on the engagement and collaboration within a wide range of partners. Consultation with provinces and territories and with ASD stakeholder communities, as well as extensive study of the provincial and territorial data sources, have been essential to progress in developing and implementing ASD surveillance.

The Public Health Agency of Canada put in place an external advisory committee to guide the work on NASS, made up from experts from across Canada. Members include provincial representatives, clinicians, policy experts, and the stakeholder groups representing the interest of those living with ASD and their families.

Based on guidance from this advisory committee, the initial focus is on tracking ASD among children and youth. The work is critical and complete and timely information on autism trends remains key to informing program delivery to support families.

In developing the NASS, we are also cognizant of the unique needs and circumstances of individual provinces and territories. As part of the program design, the Public Health Agency used a collaborative and phased approach to support provinces and territories in joining the NASS. This ensured that the national ASD surveillance objectives would be met and the information needed for jurisdictions would be addressed.

The process also accommodates varying states of jurisdiction readiness. The reality is that there is significant diversity in capabilities to participate.

Because of this, the Public Health Agency of Canada has engaged provinces and territories based on their current data system. In many cases, this has involved supporting them with a preliminary feasibility and validation project.

In terms of data collection, participating provincial and territorial partners will collect and share this information with the Public Health Agency at periodic intervals for inclusion in the NASS. While ownership of collected data resides with the provinces and territories, the federal Public Health Agency plays an important stewardship role. Experts review data quality, generate analyses, and provide interpretation in order to support public reporting on the state of ASD in Canada. In doing so, the NASS will provide the evidence to inform critical planning of programs, services, and research. That will make a difference for Canadians living with ASD, their families, and their caregivers.

The national ASD surveillance system illustrates the solid partnership among federal, provincial, and territorial governments to improve data and to use data to drive decisions and actions. Presently, seven provinces and territories are on board and work is under way to recruit additional jurisdictions. Complex surveillance systems like this one take time and resources. Their impact, however, is substantial.

A major milestone will be reached in 2018. The first public report for ASD prevalence in Canada is planned for release. Shortly thereafter, we look forward to a comprehensive implementation of NASS as we get closer to the full provincial and territorial participation, surveillance capacity and infrastructure development, and expansion of surveillance to adult population.

We must constantly remember that all collaborative efforts are targeted to ultimately help children and families affected by ASD. This clear federal leadership role is filling a gap that is foundational for all ASD stakeholders.

Madam Speaker, I would like to thank my colleague from Barrie—Innisfil as well as my colleague from Edmonton—Wetaskiwin for the great work that you are doing in support of autism.

Aside from donating 10¢, what can we as members of Parliament do to reach within our communities and through ongoing consultations within the autism groups in our ridings to help the federal government develop a road map that would help us allocate the appropriate funds and collect the right information to ensure that the right funding gets to the right resources on the ground so we can address this issue?

Gender Equality Week Act May 16th, 2017

Mr. Speaker, I note that in the preamble of my hon. colleague's bill, there is the following statement:

Whereas Indigenous women, be they First Nation, Métis or Inuit, are disproportionately affected by gender-based violence and sexual exploitation;

I commend my colleague for introducing Bill C-309, an act to establish gender equality week. It is clear from recent history that such a week is long overdue.

My hon. colleague obviously believes that Canada still has a long way to go to achieve gender equality and to achieve justice for indigenous women and girls.

Could my colleague tell us how we could best address and identify the underlying causes of violence toward women, especially indigenous women and girls?

Mental Health May 9th, 2017

Mr. Speaker, Canadians from all walks of life recently participated in activities in support of Mental Health Week.

As chair of the Liberal mental health caucus, I know that one in five Canadians copes with some form of mental illness. Among them are the elderly, indigenous people, youth, individuals in correctional institutions, and our veterans.

Addressing mental health illness requires more than a week. It needs a full-time commitment from all levels of government, health care professionals, and our communities.

That is why the federal government for its part is working to make a difference. Through budget 2017, the government has allocated $5 billion to support mental health initiatives throughout Canada. With a focus on youth, the funding will also help 500,000 young Canadians.

I urge all members in the House to continue working in their communities to ensure that Canadians needing mental health support receive it and will be able to live productive and healthy lives.

The Budget April 4th, 2017

Madam Speaker, this budget, and the budget before it, has created what I call confidence in the economy, confidence to the tune of over 250,000 jobs in the last quarter, the majority of them full-time jobs. That is the confidence the budget and the $80 billion have created for the people and the economy.

Madam Speaker, I can assure the member that there has been investment made and planned for aboriginals. The focus is on skills training, giving them an education, and giving them an opportunity to have the skills needed to contribute to the development of the economy and their communities.

Madam Speaker, let me focus on what is actually included in the budget. Let me talk about $1.9 billion for mental health for Ontario. Let me talk about $2.3 billion for home care. Let me talk about $3.2 billion for affordable housing. Let me talk about $5 billion for national housing. Let me talk about $7 billion for high-quality, affordable child care spaces. Let me talk about $50 million for youth skills. Let me talk about $29.5 million for senior digital skills. Let me talk about $950 million for business-led innovation. Let me talk about $1.26 billion, plus another $200 million, for a strategic innovation fund. Let me talk about $400 million for late-stage venture capital. Let me talk about $20.1 billion for transit. Let me talk about $11 billion for home care. They are all coming over the next five years and it is helping us deliver what we committed to deliver.

The Budget April 4th, 2017

Madam Speaker, I will be splitting my time with the hon. member for Bourassa.

I am honoured to stand in the House to discuss budget 2017 and its potential impact on my riding of Richmond Hill. This year's federal budget follows in the footsteps of budget 2016 and offers a road map to individual prosperity for Canadians and to economic success for Canada. This budget provides detailed provisions as to how the Liberal government has listened to Canadians and is taking action to make the necessary financial commitments that will ensure that each and every Canadian has a real and fair opportunity to improve their lives.

I will focus my remarks today on four key areas. First, I will highlight how budget 2017 provides new opportunities for Canadians, including our youth, to strengthen existing skills, to develop new ones, and to build a qualified workforce of the future, while also providing our seniors with the ability to sustain a better quality of life.

Second, I will explain how budget 2017 encourages business innovation and economic progress for Canada.

Third, I will discuss how this budget will provide infrastructure support for the modernization and resiliency of our neighbourhoods.

Fourth and finally, I will describe how budget 2017 provides for more and enhanced home care, mental health services, child care services, and affordable housing for those who need it the most.

With this budget, the Liberal government upholds the promise of progress that will benefit all Canadians. On the topics of youth and seniors and digital skills, our government will be allocating $50 million over two years so that digital skills trainers can apply to teach digital skills to students from kindergarten to grade 12. This is excellent news, given that the Canadian economy is rapidly changing, and my colleague before me talked about that change. This commitment will prepare individuals, starting from a young age, to gain the proper skills to prepare for the jobs of the future.

Seniors will also benefit from digital skill training, as budget 2017 will provide $29.5 million over five years for a new digital literacy exchange program to support not-for-profit organizations to implement initiatives that teach basic digital skills, with a focus on groups that can benefit from acquiring these skills.

As noted in the 2016 Town of Richmond Hill economic development strategy, youth up to age 24 make up 32% of the population. The population of seniors aged 70 and over was 8%. Together, they make up 40% of the Town of Richmond Hill's entire population. Therefore, 40% of Richmond Hill's population could benefit from the federal funding provided in budget 2017 for digital skills training.

On the business innovation side, another aspect of budget 2017 that would greatly benefit Richmond Hill is the provision of funds to encourage business innovation in Canada. The budget allocates $950 million over five years, starting in 2017-18, to support a number of business-led innovation superclusters that have the greatest potential to accelerate economic growth. By investing in superclusters and also providing the strategic innovation fund, SIF, with $1.26 billion over five years to consolidate and simplify business innovation programming, including the strategic aerospace and defence initiative, the technology demonstration program, and the auto innovation fund, where there is actually an extra $200 million over three years in new funding, our government is leading the way.

Budget 2017 also provides for a venture capital catalyst initiative, with $400 million over three years for late-stage venture capital to young, established businesses with revenues to enhance their operations. Budget 2017 has recognized an identifiable need in our economy, and businesses will benefit from it.

This represents the innovative leadership that the government and budget 2017 delivers for Canadians.

On the topic of infrastructure, budget 2017 provides funding for infrastructure support for the modernization and resiliency of our neighbourhoods and communities. The budget has made a significant investment in public transit projects that would shorten commutes, decrease air pollution, and allow Canadians to spend more time with their families, through an investment of $20.1 billion over 11 years that would be allocated to provinces and transit systems, based on ridership and population.

I am confident that Richmond Hill and York Region Transit will receive a fair share of the funding to put toward local priorities, such as a subway line from Finch subway to the Highway 7 extension for Richmond Hill. This will help a significant portion of my constituency, which will benefit from the expansion of the subway line.

I will now talk about budget 2017's contribution to health care, home care, child care, and affordable housing for Canadians who most need it. I think I speak for all of my colleagues in the House when I say that Canada's publicly funded universal health care system is a source of national pride. It is also an essential foundation for a strong, fair, and prosperous nation.

As of today, the federal government has reached new health funding agreements with 12 provinces and territories that have accepted their share of $11 billion over 10 years to provide enhanced health care for all Canadians, including as well funding for home care and mental health support. Of this funding, $1.9 billion will be allocated in support of mental health initiatives in Ontario. Improving mental health services directly impacts the riding of Richmond Hill, giving support where it is definitely needed. In addition, $2.3 billion will be dedicated to better home care in Ontario, including addressing critical home care infrastructure requirements.

I know this funding will help to break down barriers for individuals, families, and communities, such as mine, that prevent them from receiving better care and reaching their fullest potential.

In addition, the budget allocates $3.2 billion dollars to provinces and territories for a federal-provincial partnership to support affordable housing. This will be helpful to Canada's seniors, persons with disabilities, and to others needing accessibility modifications, helping them to live independently. Furthermore, $5 billion will be invested over the next 11 years for a new national housing fund to address critical housing issues faced by the most vulnerable members of society.

In addition, the government proposes to allocate $7 billion over 10 years to support and create more high-quality, affordable child care spaces across the country. I know many hard-working individuals and families in my riding who can benefit extremely from this funding by making it easier for them to find safe, adequate, and affordable places to live with quality and affordable child care.

Budget 2017 puts people first. It delivers the help that Canadians need. It is an essential step to restoring prosperity to Canada's middle class. It provides new opportunities for our youth and seniors by equipping them with skills that they need. Budget 2017 encourages job creation, entrepreneurship, and business innovation. The budget also provides much-needed assistance for infrastructure. It also supports more and better home care, mental health support, child care support, and affordable housing for all Canadians.

I am proud to stand behind budget 2017. It is the right road map for our country and the efforts of our government to restore prosperity to the middle class.

National Security and Intelligence Committee of Parliamentarians Act March 24th, 2017

Mr. Speaker, after hearing the voices of individuals and experts from coast to coast, I truly believe the creation of a parliamentary oversight committee for the scrutiny of national security and intelligence operations will significantly strengthen the transparency and accountability of our government, while ensuring our national security framework keeps us safe while protecting our rights and freedoms.
