Budget Implementation Act, 2005 June 15th, 2005

Madam Speaker, I am extremely proud to stand in the House tonight to support this budget, especially with its commitment to substantial new funding for health care, for seniors, for education, for child care and for the environment. It is a budget that is very good for Beaches—East York and for all of Canada.

This budget demonstrates that we are delivering on the promises that we made in the last election. This budget is about seniors, about children, about families. It is about the people in Canada and it is investing in Canadians. That is why I am very proud of it. It is a budget that addresses very clearly our social justice system which was needed badly. I am very proud of it.

I will focus my remarks on the initiatives in the budget that build on our social foundations and strengthen our communities.

Beaches—East York residents have told me that they want their governments to do a better job of cleaning up the environment. They are absolutely right. It is a commitment that we have made and one on which I have worked hard for a very long time.

Budget 2005 delivers on the government's commitment to a green economy with a $5 billion package of measures over the next five years to support a sustainable environment. One measure is to address climate change by promoting reductions in greenhouse gas emissions. After the last couple of days we know what that means in most of our cities. Another measure is to build on existing tax measures to encourage Canadian business to invest more in efficient and renewable energy generation, which is extremely important, to stop using fossil fuels. Another measure is to invest in public infrastructure to encourage more efficient use of energy. There is also the remediation of brownfield sites and protecting our natural environment, including the Great Lakes, oceans and national parks.

These measures are just part of the government's substantial measures to improve the environment and address climate change. For example, project green includes investments in the order of $10 billion between now and 2012 to help Canada meet its Kyoto commitments.

While it is important to think globally, I believe we must also act locally. For example, in my riding of Beaches—East York, the federal government is funding the construction of a 25 unit building for seniors which will feature many energy-conserving measures including the installation of solar panels on the roof--

Yard Sale for the Cure June 9th, 2005

Mr. Speaker, I rise today to pay tribute to a courageous individual in my riding. Rachael Smith was the inspiration and motivation for the first ever Beaches--East York Yard Sale for the Cure on May 28. This innovative event raised money for breast cancer research and treatment through neighbourhood yard sales.

I was proud to support the event and to see the community of Beaches--East York rally in support of Yard Sale for the Cure by donating a portion of all of the proceeds of the individual yard sales to help those afflicted by this terrible disease.

One hundred per cent of the money raised by Yard Sale for the Cure has been donated to the Canadian Breast Cancer Foundation, the Toronto East General Hospital oncology unit, and the Campbell Family Institute for Breast Cancer Research at the Princess Margaret Hospital.

As Yard Sale for the Cure plans to expand nationwide, I ask the House to join me in congratulating Rachael Smith and Yard Sale for the Cure and wish her luck for the future.

Department of Social Development Act June 6th, 2005

Mr. Speaker, when the Prime Minister created the new Department of Social Development, he affirmed the Government of Canada's commitment to support Canadians at every stage of their lives.

A growing number of Canadians are entering, or are already in, the so-called golden age, reaping the rewards of a life of hard work to build a country we so proudly share today.

We only need to look around this chamber to realize how great the impact of our aging population is in our nation. Many of us, like many Canadians, are baby boomers, soon to join the swelling ranks of seniors who are transforming our country in myriad ways. The repercussions of this trend will require innovative responses from all levels of government to meet seniors' needs and take advantage of their skills and experience to better our society.

Our government's decision to create Social Development Canada signalled our understanding that we have to take a fresh approach to social policy development in the 21st century to reflect the changing face of our people and society.

Canada today is a dramatically different country than the one many of us grew up in. Just a generation or two ago, seniors represented a small proportion of the population, but many were among the poorest people in the country. Years ago we set out to rectify that situation by introducing public pensions and old age security for our most vulnerable citizens.

Here are the most significant statistics: In 2003 there were 4.6 million Canadians 65 years or older. Those numbers are expected to climb to 6.7 million by 2021. That is double what the seniors population was as recently as 2000. Even more striking, there will be 9.2 million seniors in 2041, nearly one in four Canadians.

The reverberations of these trends are being felt in all quarters, from the health system to public and private pension plans, to the voluntary sector. We need a better understanding of how we can best meet the needs and expectations of this growing segment of our population.

Canadians want the assurance they can live their later years in comfort and dignity. We firmly believe that Canada's seniors have earned that right and deserve to be treated with the utmost compassion and respect.

I personally was very involved in the work of the government's women's caucus. I was chair of the subcommittee that pushed for a task force on seniors, that worked very hard and got a commitment to increase the guaranteed income supplement. I organized a full day consultation in the greater Toronto area for all of the organizations and individuals who wanted to make presentations on what programs and assistance for seniors would look like in the future. I was very proud to be involved because the government in this last budget has put forward a plan, and we need to now look forward to a much longer plan.

The 17 recommendations that were made by the task force were driven by two imperatives: first, moving forward now to address the needs of today's vulnerable seniors; and second, taking the steps needed to prepare for the growing number of seniors as our population ages.

Following a key recommendation in the task force report, the budget announced that the guaranteed income supplement will be increased, as I mentioned before. These benefits will rise by 7%, representing the biggest income hike in a generation for seniors who need it most. This is the first increase to the GIS since 1984, other than inflation indexing, and totals $2.7 billion over the next five years. Perhaps most important, this much needed increase will be there for this and future generations of low income seniors, to help those most in need to make ends meet.

These additional funds will be phased in over two years, starting in January 2006. By 2007 the increase will add up to $432 a year for a single senior and $700 a year for couples. These are amounts that will make a real difference in their lives and will also make up to 50,000 more seniors eligible for partial guaranteed income supplement benefits.

We must recognize that this is only the beginning. Our ability to move forward depends on how well we work together. Many federal departments and all levels of government have important pieces of the seniors puzzle. What we need to do is focus on aligning these efforts to achieve our collective goal of ensuring that seniors enjoy the quality of life they deserve.

That is why budget 2005 announced the creation of a national seniors secretariat within the Department of Social Development. The secretariat will work with partners in and out of government to find ways to meet the needs of current and future generations of seniors. It will also look for opportunities to mobilize the energies and efforts of seniors who have already spent a lifetime contributing to Canadian society.

Budget 2005 also announced an increase in funding for the successful new horizons for seniors program. New horizons for seniors was launched in October 2004 with an investment of $8 million with ongoing funding of $10 million annually.

The program encourages seniors active living and social participation, enabling older Canadians to continue contributing to their communities. It has proven to be very popular, generating over 1,400 applications since its inception.

In response to an overwhelming interest in the program, the Government of Canada announced an increase in funding to the new horizons for seniors program in the 2005 budget. The overall budget will be increased to $15 million in 2005-06 and will reach $25 million by 2007-08. That is fantastic news.

As a result of these increased investments, at least twice as many projects will receive funding in the first year to expand support for community based projects led by seniors. This means tens of thousands more Canadians will be able to take part in projects that build vibrant communities by including and empowering seniors.

These projects may range from harnessing seniors' experience through mentorship to expanding volunteer activities for seniors and other vulnerable groups, to strengthening relationships across generations. Any society that fails to recognize its most accomplished citizens and that misses the opportunity to put their skills to good use does a disservice to those individuals. It does an even greater disservice to itself.

For all these reasons we need this legislation, Bill C-22, to create Social Development Canada, a powerful new vehicle to advance the interests of Canada's seniors. Budget 2005 has now provided a foundation for the department to further its mandate and role to help enable seniors live their elderly years in dignity. In so doing we will create a stronger society that benefits us all.

I urge my hon. colleagues to give their stamp of approval to this legislation so Social Development Canada can carry on this vitally important work and become the voice of social development in Canada.

Business of Supply May 31st, 2005

Mr. Chair, I would like to go to another aspect of the program. This is more a matter of information for my constituents and of course for Canadians.

As members know, I am a member of the finance committee. The finance committee is seized with the budget right now. We had some discussion about that this afternoon. There is an attempt by the official opposition to sever the bill into several pieces. This afternoon there were motions presented. One talked about severing off the Atlantic accord and the other talked about severing off the environmental part of the budget. I do not know what else might be coming.

I have a question for the minister because I am very concerned. If the budget does not pass before the House rises for the summer, what will happen to the $700 million which has been allocated for early education and child care? I think it is important for Canadians to know that.

Business of Supply May 31st, 2005

Mr. Chair, I am extremely pleased to be here tonight. I will be posing a question to the minister in a moment, but first I would like to talk about a passion. I have spent at least 10 years working very hard on some issues. In particular I along with my colleagues have worked hard on issues involving children and seniors, and for very good reasons.

There are nearly one million single seniors in the country. Most of them are women who are living in poverty. That is why the government, with the aggressive work of the women's caucus, a social policy caucus which I chair, and my colleagues have worked very hard to make sure that we have proper programs for seniors. The budget includes, as the minister just mentioned, increasing the guaranteed income supplement by $2.7 billion, doubling the caregiver program, the new horizons program, which is absolutely fantastic, as well as establishing the secretariat to make sure that programming and dialoguing with seniors is not a one time thing but is a long term commitment on the part of our government. This is extremely important for seniors in my riding and in the rest of the country.

My colleagues and I have also worked very hard on the children's agenda. I have always believed that investing in children and families remains one of the best ways to enhance the social economic fabric of the country. For me it is an economic policy, not just a social policy. Eight MPs, of which I was one, pushed and fought for close to a year to get the Canada child tax benefit and national child benefit supplement for low income families started. In 1996 we did that work. The government started investing in children and today it helps more than 3.5 million families defray the cost of raising their children. By 2007 investments through these initiatives is projected to reach $10 billion. This is where I think we make a great difference in the lives of families.

In 2000 maternity and parental benefits through the employment insurance program were extended to provide replacement income for up to a year while a new parent stays at home with their newborn or newly adopted child. These benefits go a long way to help parents balance the demands of work and family life. In 2003, 86.4% of women with insurable earnings and with children under 12 months of age received maternity and/or parental benefits. The number of parental claims established by men also continued to increase although at a slower rate than when the enhancements were first introduced. About 11% of men claimed or intended to claim parental benefits. This is an inclusive program and it is very important.

The Canada pension plan also has a provision to ensure parents who take time out from full time work to raise their young children do not experience reduced pensions later in life. This is very important for mothers and fathers who wish to stay at home with their children and are able to continue and do not have to give up their own financial security for when they retire.

In addition, the government has introduced targeted measures for children with disabilities and their families, including the new child disability benefit and other tax based initiatives. These are helping families with the additional costs associated with raising a child with disabilities.

Through joint initiatives with the provinces and territories, the government is also helping to improve and expand our range of early childhood development programs. The understanding the early years initiative will expand to at least 100 more communities across Canada. Through it the government is helping provide communities with the information they need to ensure that children are ready to learn when they start school. There is nothing more valuable than investing in our children. There is nothing more valuable than ensuring that not just those children who have money, who have parents at home, but all parents have a choice and their children are able to start learning early. We are talking about early education, not about child minding, which people sometimes confuse.

Early learning and child care is extremely important, yet for all of this valuable support from the Government of Canada, gaps remain. We know that. In particular most families still do not have access to the kind of quality early learning and child care programs that can help set their young children on the path to success. This we know is a fact, as we know that nearly 70% to 80% of parents in our society work.

It is crucial that Canada do more. Research clearly indicates that access to quality early learning programs contributes significantly to the healthy development of young children. It also affects the ability of many parents to participate in the labour force. This is important because the great majority of families with low income, lone parents, persons with disabilities, et cetera, are families with only one income. Living in poverty of course has a huge effect on a child's development.

Further, even children who are cared for primarily by a parent at home can benefit from taking part in nursery school or preschool programs for a few hours each week. We have seen this with the early years programs. A lot of parents who are at home in fact do bring their children to these programs. However, there are not enough spaces for these children. Even those who can afford to pay full fees cannot find suitable child care arrangements.

Seven out of ten children under the age of six live in a household where both parents or their lone parent are in the workforce or in school. Yet only one in five child care spaces in our country is regulated. One out of five is not good enough. It is absolutely not good enough. Moreover, programs are too expensive for many parents and the quality varies dramatically across and within provinces and territories.

The government has moved to address these concerns through the multilateral framework of early learning and child care established in 2003. The Government of Canada is transferring more than $1 billion over five years to provinces and territories. Budget 2005 confirmed ongoing funding for this initiative at $350 million per year.

These investments are already making an impact. They are improving early learning and support for children across the country.

Budget 2005 also confirmed the Government of Canada's commitment to invest an additional $5 billion over five years for a new national initiative to accelerate the development of an early learning and child care system in every province and territory in the country. This is an early learning and child care system based on the QUAD principles: quality, universally inclusive, accessible and developmental.

The Government of Canada is now working with each province and territory to help with bilateral agreements in principle. These agreements will set out the overarching national vision, principles and goals for early learning and child care; clear and measurable objectives; funding levels and eligible areas for investment; strong accountability through public reporting; a commitment to collaborate with each other on knowledge, information and best practices; and a provincial and territorial commitment to develop an action plan for the period of federal funding in consultation with citizens and stakeholders.

This is extremely important. This is what Canadians have been asking for for decades. This is what the activists and the women and mothers and fathers out there have been asking for: accountability, quality, regulated, accessible, affordable. These are the things that matter to families. It is extremely important. I am proud that this is what is in our budget and that this is our plan.

At this point I want to ask the minister one question. I think the importance of this program to me is extremely clear. There are some members in the House who still seem to have doubts as to how important this program is.

I would like to ask the minister, how will the Government of Canada ensure flexibility and choice within a national framework for early learning and child care so that Canadian families can give their children the best possible start in life?

Choice is important. We have heard that tonight. I believe that our proposal and our program will in fact offer that. I would appreciate it very much if the minister would address that.

Privilege May 10th, 2005

Mr. Speaker, I understand there is a great deal of debate as to who is sending what material where. While people are complaining about franking privileges, the leader of the NDP has sent stuff into not only my riding but to others with the NDP clearly indicated on it. These are partisan materials.

I have never put my logo on my stuff. My understanding is that what we send from Parliament is supposed to be informing our constituents, not to be partisan literature. I would like to suggest that all members adhere to the rules instead of sending partisan literature not only to their own ridings but into neighbouring ridings.

Housing May 3rd, 2005

Mr. Speaker, my question is for the Minister of Labour and Housing.

There is a significant need for affordable housing in the province of Ontario, particularly for people with mental illness, victims of domestic violence, and lower income families.

Can the minister tell the House what he has done to help the people in Ontario who have faced such a critical housing need for so long?

Committees of the House April 22nd, 2005

Mr. Speaker, the hon. member opposite talks about child care and seniors. The women's caucus of the Liberal Party worked for two years to ensure we had a good increase for seniors. The bulk of unattached seniors are women who are living in poverty, who cannot pay rent, who cannot buy medicine, and who cannot buy food. We are talking about basic survival. The GIS increase helps seniors, especially female seniors in our society.

Regarding children, we worked for a long time, for 10 years, to get provinces to agree on a child care program. In 2000 we had the early education program with $2.2 billion. Now we finally have an early education program that is national, with $700 million and then $5 billion.

Tax cuts to individuals do not build infrastructure. It is like saying, “Give me a $300 tax cut for health care”, but then who builds the hospital? Who knows? Who gets the equipment? Who knows? We need infrastructure. Early education and care is fundamental to give every child equal opportunities.

I want to ask the Minister of Finance to tell me today, what will happen to those seniors and children if this budget does not pass?

Terry Fox April 12th, 2005

Mr. Speaker, on April 12, 1980, 25 years ago today, Terry Fox began his Marathon of Hope to raise funds for cancer research.

As a young athlete who had lost his leg to cancer, Terry crossed 3,339 miles over 143 days on his incredible journey. Many said that the idea was ridiculous, but Terry proved them wrong.

When he arrived in Toronto, Terry Fox was greeted as a national champion by some 10,000 people gathered in Nathan Phillips Square.

On the morning of September 1 the Marathon of Hope came to a tragic end when Terry collapsed outside of Thunder Bay. Cancer had spread to Terry's lungs. Nine months later, one of Canada's greatest heroes passed away.

Terry's philosophy was simple: research money equals hope. I encourage all Canadians to reflect on the remarkable life of this young man and give generously until a cure is found.
