Mr. Speaker, it is nice for the hon. gentleman to mix about 30 or more audits all into one. Quite frankly we audit to improve the programs. That is how program evaluation and quality control is done. We monitor projects on an ongoing basis. Our revised monitoring process will be in place by April. No payments will be made to projects without supporting invoices. Most important, the auditor general audited $1 billion worth of grants and found that 97% of them were 100% right on.

First, Mr. Speaker, what the member opposite said is totally false. We received the report. I read it in December. I was briefed in December and that is when I released it.

The hon. member is talking about other audits which I reviewed in January and which were released in January. They were 1999 audits.

He is mixing two articles and pretending that it is one and that is totally false.

Mr. Speaker, first of all, there was no such thing as sneaking it in. The audit was done in September, I reviewed it in December and it was released in December on time. If I had released it after December they would have said I was late with the report. I did it exactly when it was finished.

In addition to that, 80% of the recommendations which the audit made have already been implemented or are in the process of being implemented for developing countries in education and health programs and to sustain growth for investment in these countries.

This is a good program and it works very well. The recommendations are being implemented and I have a management plan in place.

Landmines December 3rd, 1999

Mr. Speaker, less than a year after its entry into force the land mines treaty process has created a new international arm against this weapon and its impact is significant. Victims' rates are falling. The use, production and trade of AP mines are all declining. Over 14 million Thugfeld mines have been destroyed.

In addition, I announced a $3.4 million contribution to help Kosovo, Colombia and regions of Africa to reduce the threats of land mines.

Health December 1st, 1999

Mr. Speaker, in recognition of World AIDS Day I have announced $50 million in new funding to help in the war against HIV-AIDS in Africa where the pandemic has been more severe to date.

Some 33.6 million people in the world are HIV positive and 70% of them are in Africa. In the next 10 short years more than 40 million children will be orphaned in Africa. I also announced today an international HIV-AIDS conference in the year 2000.

Kosovo November 17th, 1999

Mr. Speaker, Canada recently announced $100 million in new funding for rehabilitation of Kosovo and the Balkans. Of that money, $11.2 million is being used for health, education, shelter and associated demining programs.

Today a further $3.7 million is being announced by the government to be used in the areas of health, education and social services. One example is that $1 million will go to the United Nations for fuel for heating systems in Pristina which will provide about 40% of the city's heat, including hospitals and schools.

Earthquake In Turkey November 16th, 1999

Mr. Speaker, immediately after the earthquake I approved a $250,000 humanitarian aid program through the International Red Cross. In addition, we sent two members of the rescue team from Vancouver to work along with the United Nations. As well, we were very active in the earthquake that Turkey had in August, when we sent $1 million, plus the DART team, plus the firefighters to aid with that situation.

I spoke yesterday with the representative of the Vancouver team and he told me that things were reasonably calm now, that they were doing well and that he would be on his way back home within the next couple of days.

India November 2nd, 1999

Mr. Speaker, I would like to extend my deepest sympathy to the families and the people of India for their tragic loss.

As a result of the Red Cross appeal that was issued recently, I am announcing today a $150,000 relief fund. As well, we are monitoring the situation hourly and daily to see what is needed in addition to that and we will be responding.

East Timor October 25th, 1999

Mr. Speaker, Canada's response to the humanitarian crisis in East Timor has been speedy and effective.

Today I am pleased to announce an additional $1.5 million to the money that was announced some time ago with respect to assistance in East Timor. This brings Canada's contribution to $2.9 million since the crisis in East Timor started.

Canada's contribution will, among other things, assist the victims of violence and provide them with the very much needed food and shelter.

Natural Disasters October 18th, 1999

Mr. Speaker, aid to Taiwan was not affected at all by China. We acted immediately with respect to financial aid, which we distributed to a number of local organizations in Taiwan as well as to the Red Cross.

With respect to the issue of search and rescue, directly supporting development of the search and rescue team has not been part of CIDA's practice in the past. However, as the new minister I have actually reviewed this policy.

We are in the process of communicating with the Vancouver search and rescue team. I am hoping that if there is any need in the future we will be in a position to deploy them.
