Questions on the Order Paper June 14th, 2019

Mr. Speaker, on behalf of Agriculture and Agri-Food Canada, including the Canadian Pari-Mutuel Agency, in response to (a), on May 1, 2019, the government announced that it intends to amend the agricultural marketing programs regulations to temporarily increase loan limits under the advance payments program for 2019.

In response to (b), the regulatory amendment would change the 2019 loan limits to allow for advances of up to $1 million on all commodities. The first $100,000 of the advances will remain interest-free on all commodities, except canola. Canola advances will be eligible for up to $500,000 interest-free.

In response to (c), as of May 29, canola advances are eligible for up to $400,000 in interest-free loans. Producers will be able to apply for the new amounts as early as June 10, and new advances above $400,000 will be issued as of June 26.

International Trade June 7th, 2019

Madam Speaker, we are taking real action for our farmers, and have been, consistently, since day one. I was pleased to meet with my Chinese counterpart and have a discussion with him when I was in Japan. Just two days ago, we followed up on the file. The Canadian Food Inspection Agency has discussed the canola file with Chinese scientists. We are moving forward on this issue. We have also increased our support for farmers through the advance payments program in a meaningful way.

International Trade June 7th, 2019

Madam Speaker, I can assure the House that we have been standing up for our canola producers and our pork producers from day one. We are taking action on several fronts and we are working closely with the industry, with farmers and with our provincial colleagues.

Obviously, as Minister of Agriculture and Agri-Food, I stand behind the quality of our products and our inspection system, which we can rely on. The Minister of International Trade Diversification is currently on a trade mission and we are supporting our farmers.

International Trade June 6th, 2019

Mr. Speaker, our farmers know how hard our government is working with them and for them. They know how much we are doing to support the system. We have the best agricultural products in the world and one of the best food inspection systems in the world.

I know that our farmers are aware we are standing by them, consulting them and doing what needs to be done to help them and reopen markets, including the Chinese market, as quickly as possible.

International Trade June 6th, 2019

Mr. Speaker, unlike my Conservative colleagues, it did not take me weeks to realize that the canola crisis was part of a bigger issue.

From day one, my colleagues and I have been working hard on this file. A few weeks ago, I was in Japan, where I met with China's agriculture minister. We agreed that he would discuss the situation with his colleague who is responsible for customs.

I am pleased to inform the House that, just last evening, scientists at the Canadian Food Inspection Agency had a discussion with their Chinese counterparts about canola.

Dairy Industry June 5th, 2019

Mr. Speaker, I thank my colleague for giving me the opportunity to provide an update on our commitment to supply management.

We are indeed firmly committed to supply management and to our dairy, poultry and egg farmers as well as to our processors. We will soon be announcing the mechanisms that will be used to provide our industry with the compensation it was promised.

International Trade June 5th, 2019

Mr. Speaker, this is cause for celebration because I rarely agree with my colleague. The quality of our Canadian products is absolutely not at issue. We offer agricultural products of the highest quality and our inspection system is very reliable and internationally renowned.

Our representative raised this issue at the last general council of the World Trade Organization.

International Trade June 5th, 2019

Mr. Speaker, our team is working non-stop across the country to fix this situation. Our priority is reopening the Chinese markets for agricultural products.

We have increased our support for farmers through the advance payments program. Farmers will be able to submit their application as of June 10. They already had access to $400,000 loan advances and will now be eligible for $1 million. As for canola producers, they are entitled to $500,000 interest free.

International Trade June 5th, 2019

Mr. Speaker, we are working very closely with producers and the entire agriculture industry. Our main objective is to reopen markets in China, which we are doing in various ways in collaboration with my colleagues at the Department of Foreign Affairs and the Department of International Trade and my provincial counterparts.

We were informed that China would be increasing pork inspections. That is why we are encouraging all members of the industry to be extremely vigilant as they continue exporting.

International Trade June 4th, 2019

Mr. Speaker, I can assure you that we have been working very closely with producers in all sectors for months now. We are monitoring the situation, and reopening the Chinese markets, including the canola market, is our top priority.

A working group is taking a very serious look at this issue, and we are following its recommendations. Yesterday, I confirmed the deadlines for the new advance payments program. I can assure the House that we are working with our farmers and for our farmers.
