On a more serious note, Mr. Speaker, my Liberal colleague briefly mentioned penalties. This bill would enable the federal government to collect fines of up to $100,000. Does he think this would deter a company like CN, which made a profit of $2.7 billion in 2012? Is this kind of measure one of the amendments he would like to make to the bill?

Petitions February 1st, 2013

Mr. Speaker, Canadians across the country know that Canada needs a housing strategy. I am therefore pleased to present a petition signed by people from Regina, Saskatchewan, asking all parliamentarians to vote in favour of Bill C-400.

Employment Insurance February 1st, 2013

Mr. Speaker, what the minister does not understand is that Service Canada staff are there to help claimants, not hunt them down like criminals.

Employers and employees pay into employment insurance. It is not another slush fund that the Conservative government can use as it sees fit.

The Prime Minister is meeting with the premier of Quebec today. Can the Minister of Intergovernmental Affairs confirm that the issue of quotas will be discussed?

Employment Insurance February 1st, 2013

Mr. Speaker, we learned this morning that Service Canada has employment insurance reduction quotas. We are talking about $40,000 a month per investigator.

The Conservatives believe that all unemployed workers are fraudsters. That is why they are asking staff to cut benefits as much as possible for workers who have paid into employment insurance all their lives and who have just lost their jobs.

Why is the Minister of Human Resources and Skills Development treating all unemployed workers like criminals?

Faster Removal of Foreign Criminals Act January 29th, 2013

Mr. Speaker, my colleague has surely noticed, as I have, that since arriving here, the majority government opposite often introduces bills that are negative. This bill is punitive and detrimental for a small fraction of the population.

Does my colleague also ever wonder why the Conservatives do not introduce humanitarian bills and bills that would benefit a greater number of people?

For example, could this bill focus on family reunification instead of punishing just a few immigrants?

Employment Insurance December 12th, 2012

Mr. Speaker, in addition to punishing Quebec, the Conservatives are attacking workers who do not have access to the Internet.

With the closure of many Service Canada Centres in the regions, unemployed workers will have to submit their claims online. Many outlying areas do not have good Internet service because of the Conservatives' lack of leadership. This means that many workers will just give up. Employment insurance is not a luxury for people who lose their jobs.

When will the Conservatives finally take employment insurance seriously?

Housing December 11th, 2012

Mr. Speaker, we are already seeing the negative impact of not renewing long-term social housing agreements.

For example, the agreements with the Native Inter-Tribal Housing Co-operative in London are about to expire. If the government does not renew these agreements, a number of low-income aboriginal families in London will literally end up homeless. This is one of the first real-life examples of the impact of ending the long-term agreements.

When will the minister renew the agreements so that these aboriginal families do not end up on the street?

Mr. Speaker, the hon. member for Edmonton Centre suggested that amendments could be made to the bill if it went to committee.

Given this majority government's current practice and the way it systematically rejects everything suggested at committee, does my colleague really believe that amendments would be made to the bill if it went to committee?

Strengthening Military Justice in the Defence of Canada Act December 6th, 2012

Mr. Speaker, in the reform of the summary trial system, apparently the judge is the commanding officer of the accused. In the case of minor offences, such as insubordination, does my colleague not think there might be other possible conflicts of interest?
