Mr. Speaker, I find it deplorable that the hon. member of the Conservative Party of Canada continues to tell Canadians that the former finance minister was responsible for the Department of Public Works and Government Services, when even the Auditor General has explained clearly that the program in question was the responsibility of the Minister of Public Works and Government Services.
Why does the member continue to say it was his department and his program?

Mr. Speaker, I wish to present a second petition.
It expresses support for the people of Canada who are covered by the pay equity settlement and who feel they are prejudiced by the imposition of interest on arrears, which considerably reduces the pay equity adjustments, thereby depriving them of equal pay for equal work.
This petition therefore calls on the House to remedy this abnormal situation. I wholly support this petition.

Mr. Speaker, I am pleased to present two petitions. The first comes from a number of residents of Montreal asking Parliament to maintain the traditional definition of marriage.
Sports February 6th, 2004
Mr. Speaker, we know of the great traditions of our athletes in many winter sports, whether it be hockey, skiing, skating or curling.
Canada has an exceptional pool of young athletes and so far in this winter season of 2004, our athletes have been on international podiums on over 80 occasions in 8 different winter sports.
Whether it be our speed skaters, like Jeremy Wotherspoon, our freestyle skiers, like Stephanie St-Pierre, or our junior men's hockey team, Canadian athletes are proudly representing Canada on the international stage.
Today, I wish to congratulate all of our athletes, coaches and the organizations supporting these achievements. As we look to the Vancouver 2010 Olympic games, we know that Canadians, with the continued support from governments and the private sector, will be ready to shine.
Black History Month February 5th, 2004
Mr. Speaker, this year again, I am pleased to rise in the House to mark Black History Month.
February is the month when it is important for the entire black community in Canada and all Canadians to remember the sacrifices and contributions made by many others so we might enjoy our freedom today in Canada.
February is also a time to remember and highlight the importance of the black community in the evolution of Canadian society.
Since Mathieu Da Costa's arrival in Canada in 1605 as an interpreter, many black Canadians from all walks of life have marked the history of this country.
I hope, Mr. Speaker, that Canadians like you and I and all of the other Canadians in this chamber will pause and remember their contribution during Black History Month.

Mr. Speaker, I welcome the opportunity to give all members in the House and Canadians listening a few facts.
Between July 1, 2003 and October 27, 2003, a total of 343,683 registration certificates were issued. Some 84% of the applications since July 1 have been received via Internet.

Mr. Speaker, it allows this government, through me, to again talk about the initiatives that we have taken to strengthen our law enforcement to provide new financial resources to the RCMP to create integrated investigative teams.
The sex trade is abominable and our law enforcement, the RCMP, and provincial and municipal police forces will work together and are working together to see that it is eradicated in Canada.
Foreign Affairs November 7th, 2003
Mr. Speaker, this Parliament created an independent agency called the Public Complaints Commission Against the RCMP. That commission, which is impartial and has authority over the RCMP, is conducting a review as we speak. I would urge the member to let the commission do its work.
If the member has information about other cases where she is alleging, or others are alleging, wrongdoing on the part of the RCMP, she should bring those allegations to the commission. If the member has allegations against SIRC, she should bring it to the SIRC--

Mr. Speaker, as I stated, I do not have any particular information on this issue. I will seize the Solicitor General of the concerns of the member opposite and have the Solicitor General respond to him in full when he is in the House.
