International Trade May 6th, 2021

Mr. Speaker, our government continues to be a leader in the global effort to ensure that there is equitable access to successful vaccines and critical medical supplies around the world. We will actively participate in negotiations to waive intellectual property protection, particularly to COVID-19 vaccines under the WTO agreement on TRIPS.

We agree that the pandemic is not over anywhere until it is over everywhere. We will continue to work with our international partners toward a speedy and just recovery.

Mr. Speaker, let me repeat my response. Canada will actively participate in negotiations to waive intellectual property protection particular to COVID-19 vaccines under the WTO Agreement on TRIPS. We have been a leader in the global effort to ensure there is equitable access to successful vaccines and critical medical supplies around the world and we are determined to continue our hard work with WTO members to reach an agreement and to find solutions that will accelerate the production and equitable distribution of vaccines.

Mr. Speaker, our government has always been, and will always be, a strong advocate for equitable access to affordable, safe and life-saving COVID-19 vaccines around the world. We will actively participate in negotiations to waive intellectual property protection particular to COVID-19 vaccines under the WTO Agreement on TRIPS. This pandemic is not over until it is over everywhere and we will continue to work toward a just and speedy recovery.

Small Business April 30th, 2021

Mr. Speaker, I want to assure the hon. member that we know how difficult it is for small businesses as they continue to contribute in this fight against COVID-19. We have been with businesses right from day one, ensuring they are supported.

Budget 2021 has expanded existing supports for small businesses. This includes more accessibility through the Canada small business financing program, which will cover start-up and digital option costs. We are also going to be lowering credit card fees for small businesses.

While our work is not finished, we will continue to work to assist our small businesses through this very difficult time.

International Trade April 30th, 2021

Mr. Speaker, I want to assure the hon. member that the government and I are working at all levels with our American partners. They are our largest trading partner, and our supply chains are incredibly connected. We will continue to work with the Americans to ensure we reinforce this deeply connected and mutually beneficial economic relationship, so we can grow middle-class jobs here in Canada as well as in the United States.

Mr. Speaker, to the contrary, we have a plan, a road map between Canada and the U.S. We continue to work with the United States on building back for the benefit of Canadian businesses and workers, both in the United States and in Canada.

I want to assure Canadians that, should there be any efforts to expand or introduce new domestic content requirements, we will absolutely ensure it does not apply to Canada or affect our Canadian supply chain. We are an integrated market, where we have integrated supply chains, and we will continue to work with our American partners.

Mr. Speaker, I want to assure Canadian businesses and workers that we are absolutely standing up for them and working for them, and we are actively engaged with our American partners. I have raised this issue with the President, as well as with my colleague, the new U.S. trade representative. We are going to continue to work in the interest of our Canadian businesses, just as we have over the last five years.

Canadian Net-Zero Emissions Accountability Act April 26th, 2021

Madam Speaker, an agreement could not be reached under the provisions of Standing Order 78(1) or 78(2) with respect to the consideration of the second reading stage of Bill C-12, an act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050.

Under the provisions of Standing Order 78(3), I give notice that a minister of the Crown will propose at the next sitting a motion to allot a specific number of days or hours for the consideration and disposal of proceedings at the said stage.

Small Business April 19th, 2021

Mr. Speaker, I thank my colleague from Châteauguay—Lacolle for her question.

We are committed to supporting the success of indigenous entrepreneurs. Our $50-million investment in the indigenous growth fund will help close the gap between indigenous and non-indigenous businesses, create more economic equity and further advance the important work of reconciliation.

Points of Order April 15th, 2021

Mr. Speaker, I would like to thank the hon. member for Laval—Les Îles for this important question.

Two weeks ago, I led a trade mission to France, bringing together over 300 entrepreneurs, of which 36% are majority women-owned businesses, 20% youth-owned businesses and 20% visible minority-owned businesses. This is inclusive trade in action.

Taking advantage of Canada's trade agreement with the European Union through CETA, our government will continue to promote inclusive and sustainable growth through trade, building back a greener future and a sustainable economic recovery.
