Mr. Speaker, I guess we judge people by their record. I think the record is quite a good one. We eliminated the deficit. Does the member remember that $42 billion deficit? We cut taxes by $100 billion. We are leading the G-7 in economic growth and job creation.

Mr. Speaker, I want to thank the hon. member for his question. We actually engaged in a discussion with the resources industry sector precisely to improve the tax system to make it more efficient and effective and take the types of measures that speak to economic growth. When we speak about economic growth, it also speaks about economic growth for the areas the hon. member just mentioned.

Mr. Speaker, what is unfair is the hon. member's question, trying to say that somehow the tax itself is unfair.

Really there is nothing wrong. Actually the type of economic plan we have created for Canadians has been one that has created a stellar performance across the world. People are talking about how Canada has been able to reduce taxes, liberate its market, create the type of innovative economy that speaks to being number one.

We will try to do better than number one.

Mr. Speaker, there is actually nothing unfair about a tax that goes into general revenues which helps us with health care and with infrastructure. It also helps us to create the type of environment that has resulted in the creation of over 660,000 jobs from January 1, 2002. It is a leading G7 performance.

I am sure that is good news for the country of Canada. It might not be good news for him.

Mr. Speaker, this issue goes back to some of the comments made by the Auditor General.

The hon. member is one who follows the finance file quite well and he would know that measures were taken over a number of years to improve the situation in order to safeguard our tax base. We have done that in the past and we will continue to do that in the future.

Mr. Speaker, the hon. member can rest assured that the government is quite confident with its tax plan which is very competitive as we operate within the North American economic space. Our corporate tax rates, by the time we implement the plan, will be 6.6% below the Americans. It is clear to me that the tax plan that the government has put in place is working well for Canadians.

The Economy May 9th, 2003

Mr. Speaker, what is the hon. member talking about? We have squandered absolutely nothing. We have the best economy in the G-7, as stated by the IMF and the OECD. We have created over two and a half million jobs since we formed the government. Productivity has gone up. People's incomes have gone up. Their real disposable incomes have gone up. Everything is up on this side of the House and everything is down on that side.

Mr. Speaker, there is no question in the mind of any Canadian that one of things the government has actually improved on is taxation, not only in its structure but also making sure that the system is fair. It is fair to working class Canadians. It is fair to high income earners. It is fair to seniors as well.

Employment Insurance May 8th, 2003

Mr. Speaker, I want to draw attention to the hon. member's question.

I want to clearly point out to him that we have in fact reduced premiums for employers and employees. We have also set up the type of economic conditions where cities and municipalities have actually prospered.

When we look at the macroeconomic environment here in Canada, it is one that speaks to economic growth and to job creation, and cities benefit from that.
