Mr. Speaker, recently at the Montreal Economic Institute I announced $84 million in scholarships and fellowships to graduate students, Canada's most promising researchers. The $84 million was awarded to over 2,100 researchers studying in various areas of basic research, like physics and biochemistry, and applied research like engineering and software development.

This investment is extremely important because it is vital to the current and future innovation capacity of Canada.

Mr. Speaker, the Government of Canada intends to make this country a world leader in genomics because we understand its great potential.

This week at Toronto's sick children's hospital I made an announcement for 13 new research projects valued at $118 million, $59 million coming from the federal government through Genome Canada, which means that we have invested approximately $300 million in Genome Canada.

We are well on our way to making Canada a top ranking, innovation based economy. When it comes to achieving excellence in this area, we are focused like a laser beam.

That Bill C-5 be amended by adding after line 26 on page 9 the following:

“8.1 The Minister may establish a committee, to be known as the National Aboriginal Committee on Species at Risk, consisting of six representatives of the aboriginal peoples of Canada appointed by the Minister based on recommendations from aboriginal organizations that the Minister considers appropriate. Research and Development March 20th, 2002

Mr. Speaker, I thank the hon. member for Fredericton for his excellent question and his excellent work on behalf of Canadian universities. Through the allocation of $200 million for indirect costs of research and the use of the sliding scale, it is clear that the government appreciates the special circumstances and concerns of large universities as well as small universities.

The government is presently undergoing the innovation consultation process and we encourage Canadians to participate.

Research and Development January 31st, 2002

Mr. Speaker, I thank the hon. member for his question and am pleased to inform the House that just yesterday the Minister of Industry announced $779 million in new funding by the Canada Foundation for Innovation to support research throughout Canada.

These strategic initiatives are extremely important because they promote economic growth in Canada, enhance the quality of life for Canadians and, more important than that, they also position Canada as a globally competitive and innovative nation.

Needless to say, in science, research and development we aim for excellence.

The committee has considered Bill S-31 and reports the bill without amendment.

Mr. Speaker, I have the honour to present the tenth report of the Standing Committee on Finance, in both official languages, entitled “Securing our Future”. The report is the result of the committee prebudget consultation process.

I want to thank the thousands of Canadians who gave their very valuable input and provided their insights to committee members. The quality of their presentations reflects the seriousness with which they take this exercise. At the same time I want to thank the members of the committee for their continued dedication, contribution and support. Finally, I want to express my gratitude to the staff of the committee for their exceptional work.

The ultimate goal of these consultations was to present a plan to deal with the immediate concerns such as national security but also to ensure that conditions are set for the prosperity of this and future generations. The committee's recommendations address the present while staying focused on the future.

Madam Speaker, I have the honour to present the ninth report of the Standing Committee on Finance regarding its order of reference of Wednesday, September 26, in relation to Bill S-23, an act to amend the Customs Act and to make related amendments to other acts.

As Canadians understand the importance of an efficient and safe border in national security and economic terms, the bill modernizes customs administration by providing the expedited movement of persons or goods into Canada. It achieves this by providing streamlined clearance procedures for low risk passengers by pre-arrival risk assessment of passenger information.

The bill is a step in the right direction in making our border's business friendly and people friendly. The committee has considered Bill S-23 and reports the bill without amendment.
