Today, we learned that this Conservative government sabotaged the system by appointing partisan members to these committees.

How can the minister justify such political interference in our judicial system?

Mr. Speaker, Canadians learned today that the Conservatives have broken an election promise. That was to make public appointments according to “merit based, widely publicized, fairly conducted processes”.

Mr. Speaker, Canada can become an economic leader if it takes immediate action to combat climate change. Yesterday, however, the Minister of the Environment said that we run the risk of economic collapse if we make a serious effort to do something about the environment.

Why is this government attempting to scare Canadians? Is it to hide its inaction and lack of will?

It is obvious that reducing greenhouse gases and tackling climate change is an economic boom, not an economic drain. Why does the government try to scare Canadians into thinking the economy would be sacrificed by making a serious effort on global climate change?

Mr. Speaker, yesterday the environment minister astonished Canadians, as he often does, by claiming that trying to seriously reduce greenhouse gas emissions would result in an economic collapse similar to Russia's after the fall of communism. This is ludicrous even by the standards of the flat earth society opposite.

How can Canadians trust the minority government to take action on climate change when the Conservatives seem to believe that preserving our environment will destroy our economy?

Mr. Speaker, I have another question for the Minister of International Cooperation. What accountability measures does she intend to put in place to ensure that Canadian aid for development produces concrete results?

When will she report to Parliament on the results of our reconstruction efforts?

I ask her not to refer me to her department's website because that would be an insult to this House and to the intelligence of Canadians.

Mr. Speaker, any government that depends on that member's advice on foreign affairs is in deep trouble.

The Prime Minister's own Privy Council Office has warned him confidentially that the Afghanistan mission will fail unless there is an immediate shift in development strategy. A European assessment of our aid effort in Kandahar said, “The impact of CIDA in Kandahar province is so minimal as to be non-existent”.

Will the Minister of International Cooperation tell the House how she proposes to get the aid situation in Kandahar under control and lead this mission--

Mr. Speaker, this government has done nothing in the past year to improve on-the-job training. Aboriginals, immigrants and the disabled are particularly affected by this government's negligence.

How much longer do we have to wait for a real national policy on investment for on-the-job training?

Mr. Speaker, students are demonstrating on Parliament Hill today and they know the government has wasted a year.

The government has done nothing to improve access to post-secondary education. It has done nothing to help low income families send their kids to college. It also has done nothing for aboriginal Canadians seeking access to higher education.

Why has the government wasted a year before developing a strategy for investment in post-secondary education?
