Science and technology March 23rd, 2009

Mr. Speaker, my question is for the Minister of State for Science and Technology. Some members opposite, who are getting in touch with their Reform roots, are saying that humans and dinosaurs coexisted. Certainly, looking at some members opposite, we are tempted to believe that there is some truth in that assertion.

But seriously, can the Minister of State for Science and Technology tell us whether or not he believes in Darwin's theory of evolution?

Does he believe in it, yes or no?

Mr. Speaker, if I understand you correctly, it would be acceptable for me to say in the House that homophobia, racism and xenophobia, while not Quebec values, do indeed figure in the Conservative Party of Canada's ideology. Thank you, Mr. Speaker.

Mr. Speaker, I cannot appeal your ruling, nor do I wish to, but I did ask for corrective action. With all due respect, it seems to me that you have not made it clear enough whether you want the minister to withdraw her offensive statements.

You have distinguished between remarks directed to an individual and remarks directed to a party. Depending on your response, and with your permission, I might have a statement to make, but we do not understand what sanction, if any, you have imposed by your ruling.

Official Languages March 11th, 2009

Mr. Speaker, the Parliamentary Secretary to the Minister of Justice and member for Charlesbourg—Haute-Saint-Charles, told the Standing Committee on Official Languages the following: “In Quebec, English-language teaching at the primary and secondary level is just about swept under the rug”. He also said “Quebeckers are second-language illiterate.”

I would like to know whether the Minister of Intergovernmental Affairs and for La Francophonie agrees with what her colleague from Charlesbourg—Haute-Saint-Charles says?

Sports Infrastructure March 6th, 2009

Mr. Speaker, the partisan approach proposed by the minister will slow down the distribution of money to this program. The minister should instead give Quebec and the provinces control over the program so that things will not be delayed.

Does the minister realize that he is transforming an economic stimulus program into a Conservative Party promotional tool?

Sports Infrastructure March 6th, 2009

Mr. Speaker, when questioned in committee about the terms and conditions of the sports infrastructure program, the Minister of Transport, Infrastructure and Communities declared that he will be advised by the political ministers of each region when making decisions.

Are we to understand from the remarks of the Minister of Transport, Infrastructure and Communities that he intends to transform the sports infrastructure program into a slush fund for the benefit of his Conservative friends?

The matter is very serious. We consider these offensive remarks. To accuse the Bloc of supporting threats and acts of violence are remarks that cannot be made in this House. I would thus like a ruling on this from you on such remarks.

Accordingly, I call on the Minister of Intergovernmental Affairs, if you consider this to be the case, Mr. Speaker, to withdraw her offensive remarks, which are in contravention of Standing Order 18.

Mr. Speaker, Standing Order 18 provides that no member may use offensive language in this House.

In response to a question I put to the Minister of Intergovernmental Affairs, she said that threats and calls for violence “are not part of Quebec's values. That is more like the Bloc's ideology.”
