Mr. Speaker, on the contrary, what we have here is a Prime Minister who has abdicated his responsibility.

He accepted the basis of the sponsorship program at the February 1996 cabinet meeting. He spoke regularly with his buddy Alfonso Gagliano. As finance minister, he injected $50 million into the national unity fund, and closed his eyes to this as vice-chair of the Treasury Board.

Will the Prime Minister admit that his behaviour looks very much like deliberately turning a blind eye?

Mr. Speaker, the Prime Minister has worked hard, right from the start, to make us believe that, if Justice Gomery has shed light on the sponsorship scandal, it is thanks to him, but if he had shown more courage, if he had spoken to Jean Chrétien, if he had been more vigilant, we would not be here and the Gomery commission would not have been necessary.

Does the Prime Minister realize that it is not thanks to him that the Gomery commission was created, but in large part because of him since he refused to do his job when he was vice-chair of Treasury Board?

Mr. Speaker, all the precedents mentioned were under Jean Chrétien. The Prime Minister is again blaming Jean Chrétien, or somebody else, or the Conservatives. We know that the Gomery report will be quite sizeable and that it will contain several hundred pages and a great deal of information to which we will need to react quickly.

Contrary to his own promise to eliminate the democratic deficit, is the Prime Minister not in fact adding to this deficit by allowing himself 16 hours to prepare his reaction, while the opposition parties will have no time to prepare because he refuses to give them the report when he gets it?

Mr. Speaker, the Prime Minister said he would do things differently from Jean Chrétien. Today he is using precedents to justify the fact that the opposition will get the report just a few hours before they can react and that only one person from each party will see it in a lockup situation until it is tabled.

How can he explain putting the responsibility back on Justice Gomery last week when the one refusing to give the opposition as much preparation time as he has is none other than himself? Once again, the Prime Minister is blaming someone else.

Mr. Speaker, I am pleased to present the petitions contained in this box on behalf of several thousand signatories. In them they express their concerns and their rejection of the Canada Post decision to close the Quebec City sorting facility.

As we know, this decision would have very negative impacts on the economy, as well as on the quality of service the people of the greater Quebec City region are entitled to expect. In this operation we are carrying out today and the rest of the week, we are the spokespersons for over 130,000 people who have voiced their opposition to this decision. I am pleased and extremely proud to present these thousands of signatures on behalf of the population of the greater Quebec City area.
