Mr. Speaker, the intrigues of the future leader of the Liberal Party are paralyzing the business of the House and the government as a whole. After the Minister of Transport announced $700 million for VIA Rail, we learn that the future leader does not intend to follow through. Supporters of the member for LaSalle—Émard were shocked to hear that the current Prime Minister was making decisions that could tie the hands of his successor.

Mr. Speaker, the government has to understand that what we are asking for, and what the unemployed are asking for, are not little piecemeal reforms or changes that are pushed through on the eve of an election in order to buy votes.

What we want to know is, when will there be a real overhaul of the employment insurance program that will take into account the needs of the unemployed?

Mr. Speaker, the government House leader will say just about anything and is implying that it is the Bloc Quebecois that is interfering when we ask questions about these new transitional measures that are designed exclusively to get votes.

I would like the government House leader to tell us what he thinks about the comments of Dany Harvey, coordinator of Mouvement Action-Chômage Charlevoix, who said:

It is a band-aid solution until we have an equitable system for all workers.

What will the government House leader say to Alain Lagacé from Action-Chômage Kamouraska, who says we are still under—

Mr. Speaker, the government House leader is avoiding replying to a very simple question we have been asking him for a week now, regarding the CINAR case.

We know that there has been an investigation of CINAR. The heritage minister has even given us the telephone number of the RCMP so that we can give them information.

We know there has been an investigation. What interests us is whether the RCMP has given its investigation report to the Solicitor General to pass on to the Minister of Justice so that the latter can take action. Has the RCMP made a report or not?

[International Music Day, October 1st, 2003]

Mr. Speaker, on this International Music Day, let us recall the history of music: from Gregorian chants to troubadours, from classical to contemporary, let us listen to music from all around the world and of every type.

Let us acknowledge that music has a constant presence in our lives, whether at a restaurant, in the car, at the shopping mall, at the dentist or anywhere else. Music is part of our daily lives and behind this music, first and foremost, are the artists who contribute to the musical wealth of Quebec's society.

To all you musicians, teachers of music at all levels, instrumentalists, and composers, thank you for allowing us to appreciate your art. You know how to touch our hearts and awaken our senses. Your harmonious melodies help us to discover our inner spirit and, to some extent, our spirituality.
