Mr. Speaker, where did the taxpayers' money go?

The government is having serious problems recovering the millions of dollars misappropriated by these agencies since, to date, it has recovered only $1.5 million of the $45 million identified.

In order not to lose the funds directed to the Liberal Party of Canada, will the government admit that it must also take action against this organization so as to be able to recover taxpayer money?

Mr. Speaker, in the wake of revelations at the Gomery commission, the government has announced that it is upping by $5 million the law suits against the agencies suspected of extra billing. But, we also learned from the commission that the Liberal Party got more money than first thought.

An indepth examination of testimony before the commission indicates that, at the very least, over $5.4 million went to the Liberal Party of Canada. In light of this, does the government intend to demand repayment from this organization too?

[Gasoline Prices, September 26th, 2005]

Mr. Speaker, the dramatic spikes in the cost of oil continue to hold the consumers of Quebec and Canada hostage.

Regardless of the international context, it is wrong to believe that the federal government is without recourse and has no means of curbing the increase in the price of oil or mitigating its impact.

On April 20 Liberals and Conservatives rejected a Bloc Québécois motion to create a petroleum monitoring agency responsible for preparing an annual report on all aspects of the industry.

Over the summer, the Bloc Québécois proposed an assistance plan for the most vulnerable: families on modest incomes, remote areas and the hardest hit sectors of the economy. This plan also recognizes that it is imperative to discipline the industry, reduce our dependence on oil and increase taxes on the oil industry.

Solutions exist, but the federal Liberals refuse to budge and to implement them for fear of upsetting their friends and contributors in the major oil companies.

[Quebeckers' National Day, June 23rd, 2005]

Mr. Speaker, this evening and all day tomorrow, Quebec will be swept by a tide of happiness, laughter and joy as people celebrate being Quebeckers of all origins.

In the Magdalen Islands, Blanc-Sablon, Abitibi, Pointe-à-la Croix, Quebec City, Montreal, Verchères, Sherbrooke, Trois-Rivières and Rivière-du-Nord, Quebeckers throughout Quebec will celebrate their national day with pride.

This year, we are honouring the songs of Quebec and those who create and perform them. As we know, Quebec's history, culture and language are intimately connected.

For over 400 years, as we have moved toward affirming our national identity, our artists have lent their words, rhythm and voices in order to express who we are and reflect our emotions, both the highs and the lows, and our hopes as well.

Quebec is music to our eyes and ears. We will say it and we will sing it. Happy national day, Quebec.

Mr. Speaker, despite what the parliamentary secretary says, the way things are at the moment there is nothing to prevent the fund from being plundered by the government.

Does the parliamentary secretary therefore intend to support the bill to create an independent fund, thereby assuring workers that in the future their contributions will be properly protected against any government interference?

Mr. Speaker, when she was a Conservative, the Minister of Human Resources and Skills Development said she was in favour of creating an independent employment insurance fund. The minister will no doubt be delighted to learn that the majority of the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities voted yesterday in favour of the creation of such a fund.

Does the minister, who was in favour of an independent fund in a past life, intend to respect the committee's decision, which will serve to prevent the government from continuing to plunder the EI fund?

Mr. Speaker, the Prime Minister said too much, and now he is not willing to be accountable for his actions. This is just like the sponsorship scandal. The Prime Minister wanted to see nothing and hear nothing, and to let things just happen, without anyone being able to pin anything on him.

This is my question for him: A criminal offence may have been committed. We want to know when he was informed of it.

Mr. Speaker, the government House leader has been saying for several days that there was an insistent request on the part of a given member but that there were no offers made to encourage him to cross the floor. Setting aside for the moment whether or not offers were made by the government, there would appear to have been a criminal offence committed from the moment someone allegedly sought out an offer in exchange for selling his vote to the government.

When did the Prime Minister know that the member had made that request?

[Budget Implementation Act, 2005, June 10th, 2005]

Mr. Speaker, I have a question for my colleague. I know that the environment has always been an extremely important issue to the NDP, as it has to the Bloc Québécois.

I wonder if, instead of buying international credits just to look good, it would not be better to invest in other resources, such as electric cars. These environmental measures may be taken on a small, medium or large scale, but they give immediate results. Among other things, there could be a tax credit for people who buy an electric car.

I would like his opinion on this.

[Health, June 10th, 2005]

Mr. Speaker, for two days now, we have been asking the minister for assurances that Quebec will not be penalized as a result of the Supreme Court decision.

I will give the minister one more chance. Can he provide firm guarantees to the users of the Quebec health care system that there will not be a decrease in health care funding for Quebec as a result of penalties?
