Mr. Speaker, even though the decision ends double regulation of toxic products, will the minister confirm the statement by her parliamentary secretary for the environment that the federal government will study the possibility of appealing this decision to the Supreme Court?

Mr. Speaker, on February 21, the Quebec court of appeal declared the federal regulations on PCBs unconstitutional. This decision puts an abrupt end to double regulation of PCBs and leaves the field open for Quebec, whose standards are much stricter than Ottawa's.

Does the minister agree that this recognition by the courts of provincial jurisdiction in the area of toxic products invalidates a significant part of federal environmental legislation on the control of toxic products?

Last Monday's federal-provincial meeting on greenhouse gases ended in a resounding failure. Despite the commitments it made at the Rio summit in 1992 and despite the electoral promises in the red book, Canada is stating openly that it cannot do its part in the worldwide effort to reduce greenhouse gases.

While Quebec has already achieved its objectives of stabilizing greenhouse gas emissions, how does the minister justify Canada's preparing to default on its international commitments because of a lack of political will on the part of the federal government and of the rest of Canada?

Mr. Speaker, how does the minister explain her government's disregard for the normal democratic process of consultation, by negotiating new low level flights now, even before the assessment report has been tabled?

Mr. Speaker, my question is for the Minister of the Environment.

The Federal Environmental Assessment Review Panel, which is studying a proposal to increase the number of low level flights in Labrador, has not yet submitted its report to the government.

Is the Minister of the Environment aware of the negotiations currently in progress between Canada and Italy, Belgium, and the United States with a view to permitting new military training flights, even before the impact on the environment, wildlife, and people is known, and has the minister given her support for these negotiations?

30Th Anniversary Of Canadian Flag February 16th, 1995

Mr. Speaker, yesterday the minister of heritage made a very clumsy attempt at camouflaging the federal government's prereferendum propaganda by literally plastering Quebec with posters on the 30th anniversary of the Canadian flag, at a cost of over $1 million.

Today's Toronto Star confirms that more than half of these propaganda posters are for Quebec, despite the minister's statement that only 30 per cent of them would be put up in that province.

Why will the minister not simply admit what the federal government's goal is in lavishly celebrating this anniversary, in using all available means to try to influence Quebecers on the eve of the referendum and in trying to artificially instill in them a fleeting feeling of Canadian identity?

Mr. Speaker, instead of clumsily justifying himself, why does the minister not just admit that we have a clear case here of a vast federal propaganda campaign gearing up in Quebec during the year of the referendum?

Mr. Speaker, my question is for the minister of heritage. Canada is celebrating the 30th anniversary of the flag today, at a cost of a million dollars in this era of budget cuts, while the 25th anniversary was only marked by a simple ceremony on Parliament Hill.

How can the minister explain why the government will invest over one million dollars this year, half of it in Quebec the year the referendum will be held, when a simple ceremony sufficed for the 25th anniversary?
