Mr. Speaker, on a point of order, with all due respect, I do not understand my colleagues. This is not a question of privilege. This is not a debate. It is a simple question for clarification that was asked of you: If Bill C-228 was adopted, could Bill C-13 continue? That is it. There is no debate. It does not affect anyone else. It was just to know whether if one were adopted, could the other continue? It was a direct question, and you answered, and that is it. There is no debate around this. It is an answer to a question.

Madam Speaker, the Bloc Québécois would love to see Canada fail. The Bloc would hate for us to succeed at what we are doing.

Unfortunately for the Bloc, we are there for all Quebeckers and Canadians. We have agreements with most vaccine producers. We have been there to help people who lost their jobs by providing the CERB. We have been there to sustain small and medium-sized businesses and help them survive through the Canada emergency wage subsidy. We have been there for seniors, and we will continue to be there for them.

I know the Bloc would love to see us fail, but that is not going to happen.

Mr. Speaker, I thank my colleague. I am pleased to have the Thursday question. It allows me to talk to him, which is increasingly rare these days.

To answer his question directly, tomorrow we will resume debate at second reading of Bill C-10, an act to amend the Broadcasting Act.

When we return from our constituency week on February 16, we will resume consideration of Bill C-14, an act to implement certain provisions of the economic statement. It is absolutely vital that we pass it quickly.

Wednesday, we will begin second reading of Bill C-15, an act respecting the United Nations Declaration on the Rights of Indigenous Peoples, which is also referred to as UNDRIP.

Thursday, February 18, shall be an allotted day.

On Friday, we will start second reading debate of Bill C-13 concerning single event sport betting, as well as Bill C-19, which would provide for temporary rules to ensure the safe administration of an election in the context of the COVID-19 pandemic.

I hope all our colleagues have an excellent week working in their ridings.

Mr. Speaker, the person trying to confuse Canadians is my colleague himself. We have been very clear from the start. Everyone who is abroad should follow these rules: make the reservation, pay the $2,000, take a test before boarding the plane, take another test upon arrival, and quarantine for three days. I do not see what is so complicated about that. If my colleague spent just 10% of the time he spends criticizing us telling Canadians not to travel, that would be helpful for everyone.

Mr. Speaker, what my Bloc Québécois colleague refuses to admit is that Canada has some of the strictest rules in the world. We now know that all of the big Canadian airlines are no longer flying to Mexico and the Caribbean. We are also in discussions with other airlines. Another measure we have taken to discourage people from travelling is requiring them to follow stricter rules when they return. They need to be tested before they come back, pay $2,000, quarantine for three days in a location approved by the federal government, and then complete the quarantine period at home.

These are extremely strict rules, and my colleague should at least have the decency to recognize that.

Mr. Speaker, I remember that a couple of months ago, the Bloc Québécois was saying that we would never be able to vaccinate anyone and that it would not happen. We are vaccinating Canadians. Once again, the Bloc is trying to scare Canadians.

Yes, there are challenges. Yes, the global demand for vaccines exceeds the supply. That is why we signed agreements with so many companies at the outset. The objectives remain the same. We will reach those objectives. I am talking about six million doses by the end of March, half of Quebeckers vaccinated by the end of June and then all Canadians who want to be vaccinated by the end of September.

Those are our objectives, and we will reach them.

Mr. Speaker, the accusations of my Conservative colleague are absolutely unfounded.

He knows very well that in the past, we already had one of the most robust plans for managing our borders. We have just strengthened that, and significantly. Anyone who comes to Canada has to be tested before they arrive. They have to pay $2,000, which they have to show when they want to come here. They have to be tested when they arrive in Canada. They must self-isolate for three days in a specific location. These measures are among the strictest in the world. It would be nice if my colleague would at least have the decency to recognize that.

Mr. Speaker, Quebeckers are even more fed up with all this whining, to put it bluntly, coming from the Bloc Québécois.

The government did not respond to the demands of the Bloc; the government makes its own decisions. It is very kind of them, but we do not need the Bloc to make decisions.

We based our decisions on science, logic and common sense. We introduced measures that are among the most effective in the world, both for departures, since airlines have cancelled all such flights, and for arrivals. This will discourage people from travelling, because in order to return, they will have to undergo a battery of tests, pay $2,000 per person, spend three days in a hotel, and continue to isolate after that. These are strict measures.

Mr. Speaker, the thing that does not work is the Bloc's position. The Bloc is constantly looking for ways to criticize the government.

We have truly responded to the demands. The Government of Quebec is satisfied with the measures we have taken, and those measures are among the strictest in the world.

Again, our message for Canadians is quite simple: if they do not want to run into problems when they return, they should not leave in the first place. If they do not want to risk infecting anyone when they get back, they should not leave, period.

Mr. Speaker, Canada already had the strictest measures in the world. We tightened them this week through agreements with SunWing, Air Canada, WestJet and Air Transat to stop flights to Mexico and the Caribbean. When they return, people must take a test before leaving and another on arrival, isolate in a hotel for three days and pay $2,000.

We are convinced that these are very tough measures and, more importantly, we are telling all Canadians not to leave if they wish to avoid problems upon returning.
