Department of Human Resources and Skills Development Act November 22nd, 2004

Mr. Speaker, before question period, I was on the point of discussing the issue of housing and homelessness among people with disabilities in the community. This issue has come up in the House today and in communities across the country. I wanted to cite a number of important statistics.

Almost half of the homeless population, which is growing, has a disability and one in seven persons with a disability has affordability problems with respect to housing. According to the 1986 census, more than half of the owned households where a person with a disability lived earned less than $30,000 per year. Over 80% of rented households where a person with a disability lived earned less than this. In Toronto 37.5% of persons with disabilities live in poverty. Most shelters cannot accommodate individuals who need support with daily living, and the structural accessibility of shelters continues to be a barrier for persons with disabilities.

One in five persons with disabilities need housing adaptations of some kind. Cost is the most commonly cited barrier for adults with disabilities not acquiring needed adaptations. Persons with disabilities in rental accommodations and rooming and boarding houses are least likely to be satisfied with their accommodations. Cost has been cited by persons with disabilities across the country, who wish to move yet cannot, as the major barrier preventing relocation.

I raise these issues in the framework of Bill C-23 because we are not doing nearly enough to address the important needs of persons with disabilities. Much more can be done. We can ease the financial burden upon those with disabilities by making the disability and medical expense tax credits fully refundable. We can provide child care and respite care for families who look after children with disabilities. That should be instituted.

Many people with disabilities today have trouble accessing adequate long term home care, and often only receive this immediately after being in hospital. This is simply insufficient. Living standards should be improved for persons with disabilities.

We have looked at the issue of transport. There was a time in the past when Canada was seen as a world leader in improving accessibility to rail and air transportation for persons with disabilities. We now find that the government's decision to rely on voluntary codes of practice rather than federal regulations has halted further advancement in this area. Many people with disabilities across the country believe the situation has regressed.

Navigating the waters, which I have brought up in the House, is a national employment initiative of the Canadian Association of Independent Living Centres. It has supported over 5,000 persons with disabilities by helping them upgrade their skills and find jobs, at a cost of only $950,000 per year. As I mentioned, that program has been threatened with closure because of inadequate federal funding. This is shameful.

We have a situation where the lives of persons with disabilities could be dramatically improved, yet they have not been addressed. We hope, by studying the bill in committee, that it will help to start to address these important issues for people with disabilities.

It is tragic to see that disabled people account for 41% of those who must rely on food banks. It is also tragic that close to half of the homeless are disabled people. So, these last 10 years have been terrible and full of challenges for the disabled.

We are looking forward to discussing these issues in committee, in the weeks or months to come. We will ask disabled people to come and testify and to talk about their lives, in the hope that we can improve this legislation, and that we can also begin to improve their lot in Canadian society.

Mr. Speaker, I want to thank the hon. member from Ottawa Centre for agreeing to share his time with me.

He talked a lot about the issue of housing and the homeless. I want to add to what he was saying and I want to talk about how Bill C-23 relates to persons with disabilities in the country. This is an extremely important issue. The NDP is in favour of referring this motion to committee. What we want in particular is for extensive consultations to be held in committee. We want there to be consultations with labour groups across the country, as well as women, first nations, young people and student groups. Equally important: we want groups representing persons with disabilities to be consulted as well.

Some aspects of this legislation have a profound affect on the issue of persons with disabilities. If we improve their situation somehow, then we might improve the general situation for persons with disabilities in Canada. However, if we do nothing, if the legislation is nothing but policy, then their situation will not change at all. After 10 years of having a Liberal government, their situation is not good.

I do want to speak to this bill and speak to the vigilance that is required when we are talking about persons with disabilities in this country. We know that persons with disabilities represent almost 13% of the population and that currently there is a 50% unemployment rate among people with disabilities and one of the highest suicide rates in the country. In my region, homelessness has tripled over the past three years. We also know that nearly half of those who are homeless across this land are people with disabilities.

Obviously their situation is very serious and we need to address it. We need to address it immediately. We are hoping that we will have consultations through the process of the examination of this bill in committee so that we can actually start to address these long-standing issues for people with disabilities.

One thing we would like to see developed is a labour market strategy for persons with disabilities, which would include a plan for increased participation in the federal government workforce. As we know, increasing employment for the disabled would go a long way in improving the quality of living of these Canadians.

We would like to see an independent commissioner reporting directly to Parliament who would monitor the federal government's compliance, in all departments, with policies for persons with disabilities. This commissioner of course could further advise ministers about the effect on persons with disabilities of upcoming legislation or regulations.

We know that increased employment will not be sufficient. Expanded measures are also needed to help employers other than the federal government make workplaces accessible and accommodate persons with disabilities.

Some of the facts are pretty daunting when we look at persons with disabilities in this country. We know that they represent 12% to 13% of the Canadian population and that government programs are the main source of income for the majority of persons with disabilities who are not in the labour force.

I have mentioned the employment rate for persons with disabilities. It is almost half that of their non-disabled peers.

As we know, additional costs are associated with living with a disability and persons with disabilities typically need higher incomes to maintain an adequate standard of living.

Working age persons with disabilities get only 76% of the average household after tax income of all Canadians.

As well, cost has been cited as the main barrier preventing individuals from obtaining the assistive devices they need to be integrated into the workforce.

Less than one-half of the 1.9 million persons with disabilities in Canada over the age of 15 receive the help they require with activities of daily living. Forty-five per cent say they need more help than they are receiving and 10% say that they receive no help, this after more than 10 years of Liberal government. It is clear that the situation for persons with disabilities in this country is shameful.

When we look at sources of income, either from paid employment or from income support, we see that the majority of persons with disabilities continues to experience chronic poverty and inaccessible support.

Persons with disabilities are more likely to experience food insecurity in this country than their non-disabled peers are, and as I mentioned earlier, 41% of those using food banks have either a disability or a long term illness.

The situation is deplorable. There is so much more we can do. At the committee stage we are hoping to raise some of these issues that are important in the consideration of human resources and social development. More could be done in regard to greater recognition of the extra costs involved in leading a life with a disability. We could look at an expansion of the special opportunity--

Office of the Auditor General November 19th, 2004

Mr. Speaker, it is intimidation, pure and simple. In this corner of the House we are not going to stand for it.

That is terrible. The President of the Treasury Board is taking his revenge by attempting to silence the only public servant that can effectively protect taxpayers' money against more sponsorship scandals. The Auditor General is asking for independent funding.

Will the President of the Treasury Board stop these acts of vengeance against the Auditor General and establish today this independent funding?

Mr. Speaker, vengeance is mine saith the President of the Treasury Board. The Auditor General has been performing an invaluable service for Canadians, fighting back on constant Liberal corruption. For her efforts, her office has been subjected to the pettiest form of revenge and intimidation, the withholding of funding. Canadians want her to do her job, but she needs resources to do it.

Will the President of the Treasury Board stop punishing people who tell the truth and restore full funding to her office today?

Mr. Speaker, we are talking about trans fatty acids and the contribution that their elimination can make on the quality of life of Canadians. My point around the budget surplus was the fact that as this $9 billion is being hoarded, the quality of life of Canadians across this country has been dramatically affected, for example, the closure of St. Mary's Hospital in my community due to federal budget cutbacks.

Homelessness has tripled in the communities in the lower mainland. There are now thousands of people without homes in the area of the lower mainland while there is this $9 billion hoarded budgetary surplus. There are over 1,000 individuals this week that will be supported by the food bank locally in my community despite the fact that this money is being hoarded by the Liberal government.

We are seeing a dramatic fall in the quality of life of Canadians from coast to coast to coast. That is why 19 members of the New Democratic Party were elected to come to this Parliament and fight with other members in the four corners of this House to ensure that quality of life no longer deteriorates and that we finally address long-standing issues for a quality of life of--

Mr. Speaker, I think there are two issues here. First, the motion before us talks about a consultation process that is underway with scientists and the industry. Therefore, industry is being consulted and that is extremely important. In the Danish example I cited earlier there were consultations with the industry.

The second element, again citing the Danish example, there was a period of adaptation. That is something obviously we would have to take into consideration. In the Danish case there was a six month of adaptation to the new legislation. Obviously, in Denmark there was broad education. People understood the issues. Industry moved in that direction as well. There were consultations with industry.

Within the realm of the motion that is before us today and given the notable example that Denmark has achieved a phenomenal reduction in the level of trans fats in its food, the member's concerns will be addressed.

Highest in the world and we obviously need to address as quickly as possible. Since the elimination of trans fats and primarily as a result of the reduction in the trans fatty acid content of table margarines produced in Denmark, the current average daily intake is estimated at a bit over one gram per person. In other words, the Danish example to us is starting off at half the rate of grams per person consumption of trans fatty acids has since fallen to one-tenth, or a bit more, of what we now consume in Canada.

In the Danish example, the relevant executive order that was published, trans fats were limited to 2% of all oil or fats in industrially produced goods. In other words, the regulations in Denmark do not affect naturally occurring trans fats. This regulation came into effect on June 1, 2003. There was a six month period that allowed for 5% content of trans fatty acids.

In Denmark we have seen very clear results: first, from education and second, from the elimination of trans fats. What we see now in the Danish example is a per person consumption that is far below Canadian consumption of trans fatty acids. We know we have powerful allies on this issue. In fact, the Heart and Stroke Foundation of Canada this very morning called for the elimination of trans fats. I will read just a brief excerpt of its press release. It states:

The Heart and Stroke Foundation of Canada today expressed its support for the debate in the House of Commons on the important issue of effectively eliminating processed trans fats in the Canadian food supply.“The Heart and Stroke Foundation of Canada has taken a lead on this issue. We’ve brought together consultations with academics, scientists, different members of the food processing and food service sectors and government to find the solutions to getting processed trans fats out of our food”, says Dr. Andreas Wielgosz, spokesperson for the Foundation. “The evidence linking trans fat consumption to increased risk of heart disease is clear, and we have to take action....

In February of this year, as part of its annual report card on the health of Canadians, the Foundation called on government and the food industry, and other stakeholders, to work together to significantly reduce the amount of trans fat and saturated fat in our food supply. Since that time, the Foundation has been an active advocate for the removal of trans fats, appearing on this issue before the Parliamentary Standing Committee on Health last May.

“The Heart and Stroke Foundation of Canada is confident that a solution that is effective, affordable, and timely can be found with a committed effort from the government and other stakeholders”.

Why should we ban trans fat and not just warn consumers of its danger? The first reason is the quantity and diversity of products containing trans fat that are imported from other countries. It is too difficult to regulate. It is simply more efficient to ban them.

Why allow products that are so harmful to the health of Canadians on the market? Banning them would force manufacturers to seek other safer and healthier alternatives. The fact that some major companies such as Kraft, for example, have already managed to remove these fats from some of their products—Oreo cookies is the most often talked about example—proves that it is indeed possible to make this change.

This would save money in our health care system, which is very important. Canadians would also have a better quality of life. It is only logical that we adopt this motion being presented today.

Mr. Speaker, I thank the member for Burnaby—Douglas both for his comments and also for permitting me to share his time this afternoon on this important debate.

I compliment organizations that are active in my riding, including the New Westminster Food Bank, the South Burnaby Neighbourhood House and the Union Gospel Mission. When we talk about food and food supplies, there are many organizations in communities across the country that do valuable and important work to ensure that those Canadians, who are too poor to balance their budget and pay for food at the end of the month, still can get through those months.

I look forward to a day when food banks will no longer be necessary in this country. With the incredible surplus that we have, it should be a source of shame to all of us that so many of our citizens across the country are relying on food banks and Gospel Missions to make ends meet.

I would like to pay tribute to the member for Winnipeg Centre for his incredible work on this issue. He has been persistent and diligent in pushing this issue for so many months and we are now at the point where this motion is actually before us in the House of Commons. That should be a source of great pride to him as well as a source of respect from all members of the House for his persistence in bringing this issue forward.

We have the issue of trans fats that is closely related to two other issues that are extremely important in our country. The first is the issue of health care and health care cutbacks. I come from a community which lost one of its major hospitals earlier this year, St. Mary's Hospital in New Westminster. That loss, as a result of Liberal health care cuts, is a source of great shame and frustration in the community. The hospital was vitally needed, yet it is now closed.

The motion before us deals, in an indirect way, with the issue of health care costs. We know very well that the presence of trans fats means increased health care costs and increased pressure on the system. The estimate that comes forward is one of about $100 million a year from the financial pressures on the health care system and the economy as a result of having trans fats in our system.

We also know that it is an issue of quality of life. The estimates range from 1,000 to 3,000 lives that could be saved annually in Canada if we were to deal adequately and effectively with the issue of trans fats. We know how quality of life issues in Canadian communities across the country have been affected in the last 10 to 20 years. We know the average Canadian family's debt load has grown by about one-third in the past 10 years. We know the average Canadian worker has suffered a loss in real wages of 60¢ an hour. We have seen health care cutbacks and the loss of hospitals in the major communities. We have seen post-secondary education cutbacks, which means more stress and more pressure on students, either to try to get the money to get through school, because of the outrageous costs of post-secondary education, or in so many cases, increased stress and pressure of trying to pay off debts that are in the $20,000 to $30,000 range.

Over the last 10 years of a Liberal government, we have seen a deterioration that is consistent and constant in the quality of life of Canadians. It is shameful. This measure is one that starts to address that quality of life issue in a very important way. It means we would have Canadians in a healthier state. It is a small part of what needs to be a very big agenda. That very big agenda is starting to have an impact on the quality of life of Canadians. It is extremely important, and that is why I am very happy to speak on the motion.

We know we are looking at potentially saving 1,000 to 3,000 lives a year. We know we are looking at savings in terms of our health care system, and that is important. We know we are contributing to advancing the quality of life of Canadians. These are all very important aspects.

We need to look at how other countries have treated the issue. The example that is most often cited is that of Denmark. We know Denmark started with the publication of a report by the Danish Nutritional Council in 1994 on the influence of trans fats. The report actually kick-started the whole process of the elimination of trans fats. One major step following the publication of that report in 1994 was achieved when an agreement was concluded with the Danish margarine industry to reduce the contents of such fats in margarine.

In 1994 the average daily intake of industrially produced trans fatty acids in Denmark was five grams per person. My colleague from Burnaby—Douglas just mentioned that the Canadian average is 10 grams per person, twice as much.

Assistance to Hepatitis C Victims November 2nd, 2004

Mr. Chair, there is no gap at all. The hon. member for Elmwood—Transcona has been one of the most fervent advocates of compensation. He has pushed relentlessly in previous Parliaments to make sure that compensation is applied to victims.

I support the member for Elmwood—Transcona fully because of his ongoing efforts in this regard. He has been pushing consistently. He has been pushing without a pause. He has been pushing in a very real sense in the House. The new member as well as myself as a new member have certainly seen in previous Parliaments that he has been a leader in this regard, pushing forward relentlessly.

I raised the issue of the victims' compensation this evening particularly in regard to letters that I have received since the election. I think we all agree that compensation needs to be paid and it needs to be paid as quickly as possible. Some of us have attached timelines and some of us have not. The reality is everyone here supports the idea of finalizing this and moving on.

Assistance to Hepatitis C Victims November 2nd, 2004

Mr. Chair, I thank the hon. member for his question.

I think the issue here is making sure that the victims receive their compensation. If the money is being held federally, then the federal government has that obligation. We as parliamentarians have the obligation of meeting victims' needs and making sure that money is released.

If the money has been held up by provinces, a similar responsibility comes upon the provinces to deal swiftly with that, so that the compensation can go directly to victims.

I do not believe this is a partisan issue. I believe this is an issue that parliamentarians across all party lines and all four corners of this House and in corners of the provincial legislatures must deal with. I do not think we would see and I cannot believe we would see opposition to making sure at all levels, federally and provincially, the money flows through to the victims finally.
